TITLE: BUDGET AMENDMENT TO ACCEPT A CHECK FROM THE
NEWPORT BEACH PUBLIC LIBRARY FOUNDATION (NBPLF)
AND APPROPRIATE FUNDS FOR MAINTENANCE AND
OPERATIONS BUDGETS FOR FY 2010/11.
ABSTRACT:
Library staff requests approval of a budget amendment to accept a check from the
Newport Beach Public Library Foundation (NBPLF) to improve the Central Library
collection materials and support the Literacy Program.
RECOMMENDATION:
Approve a Budget Amendment to increase estimates by $7,450 in Account No. 4090-
5893 (Library Foundation /NBPLF). Expenditure estimates will be increased by $5,000
in Division 4090 (Library Foundation) and by $2,450 in Division 4060 (Literacy
Services).
FUNDING REQUIREMENTS:
The Budget Amendment records and appropriates $7,450 in additional revenue from
NBPLF and $7,450 in increased expenditure appropriations. The revenue will be
posted to the Library Foundation account in the Library Services Department, 4090-
5893, and the purchase will be expensed to the following accounts in the Library
Services Department:
4090 -8260 (Foundation - Library Materials) ................ ........................$5,000.
4060 -8012 (Literacy— Programming ) ......................... .......................$1,600.
4060 -8033 (Literacy — Maintenance, printers/ computers ) .........................$175.

DISCUSSION:
The NBPLF presented a check to Library Services representing donor - restricted gifts
received by the NBPLF since April 2010. This check was accepted, by unanimous vote,
by the Board of Library Trustees on Tuesday, March 15, 2011. A copy of the check and
NBPLF letter of intent is attached to this report. This gift money will enhance the
library's material collection and support Literacy Services.
ENVIRONMENTAL REVIEW:
Staff recommends the City Council find this action is not subject to the
California Environmental Quality Act ( "CEQA ") pursuant to Sections 15060(c)(2) (the
activity will not result in a direct or reasonably foreseeable indirect physical change in
the environment) and 15060(c)(3) (the activity is not a project as defined in Section
15378) of the CEQA Guidelines, California Code of Regulations, Title 14, Chapter 3,
because it has no potential for resulting in physical change to the environment, directly
or indirectly.
NOTICING:
The agenda item has been noticed according to the Brown Act (72 hours in advance of
the meeting at which the City Council considers the item).
