TITLE: RESOLUTION SUPPORTING AN APPLICATION BY CITY OF
COSTA MESA FOR OCTA MEASURE M2 TRAFFIC SIGNAL
SYNCHRONIZATION PROGRAM FOR PLACENTIA AVENUE AND
17TH STREET.
ABSTRACT:
The City of Costa Mesa request that the City of Newport Beach support their
application, as lead agency, to the Orange County Transportation Authority (OCTA)
Measure M2 Regional Traffic Signal Synchronization Program (TTSP) for the Placentia
Avenue and 17th Street Corridor Synchronization Projects.
RECOMMENDATION:
Adopt Resolution No. 2011- 105 supporting the City of Costa Mesa application for the
OCTA Measure M2 Traffic Signal Synchronization Program for the Placentia Avenue
and 17th Street Corridor Synchronization Projects.
FUNDING REQUIREMENTS:
There is no funding needed at this time for adoption of the Resolution to support project
applications. Should the project applications be successful and awarded Measure M2
grant funds for one or both of the project corridors, and considering that the only project -
related traffic signal improvements within the City of Newport Beach would include
traffic signal timing review & monitoring, the City's funding obligation will be limited to in-
kind staff cost related to our involvement with project management, submittal review,
and traffic signal timing implementation.

DISCUSSION:
Through the Measure M2 Traffic Signal Synchronization Program, OCTA is working to
enhance traffic signal coordination and reduce travel time delay by funding
synchronization projects for multi - jurisdictional traffic signal corridors. Project Eligibility
requires City Council Resolution supporting application and implementation of the
project.
The proposed projects will synchronize traffic signals along the two corridors through
traffic signal equipment and communication infrastructure upgrades within Costa Mesa,
as well as, traffic signal timing and coordination improvements.
The Placentia Avenue corridor project synchronizes 10 signalized intersections. Of
these, two intersections, Placentia Avenue /15th Street and Placentia Avenue /Superior
Avenue are within the City of Newport Beach.
The 17th Street corridor project synchronizes 6 signalized intersections. Of these, only
the 17th Street/Irvine Avenue and Westcliff Drive /Dover Drive intersections are within the
City of Newport Beach.
All three intersections included in both project corridors were recently upgraded as part
of Phase 4 of the Traffic Signal Modernization Project. No physical improvements are
needed as part of the TSSP.
As part of the project, traffic signal timing for intersections within Newport Beach will be
reviewed. Once the project is complete, coordination along the project corridor will be
monitored. Staff will work with the City of Costa Mesa to ensure traffic signal timing and
upgrades are consistent with the Traffic Signal Modernization Master Plan.
ENVIRONMENTAL REVIEW:
Staff recommends the City Council find this action is not subject to the California
Environmental Quality Act ( "CEQA ") pursuant to Sections 15060(c)(2) (the activity will
not result in a direct or reasonably foreseeable indirect physical change in the
environment) and 15060(c)(3) (the activity is not a project as defined in Section 15378)
of the CEQA Guidelines, California Code of Regulations, Title 14, Chapter 3, because it
has no potential for resulting in physical change to the environment, directly or
indirectly.
NOTICING:
The agenda item has been noticed according to the Brown Act (72 hours in advance of
the meeting at which the City Council considers the item).

A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF NEWPORT
BEACH SUPPORTING AN APPLICATION BY THE CITY OF COSTA
MESA FOR THE ORANGE COUNTY TRANSPORTATION
AUTHORITY'S (OCTA) MEASURE M2 TRAFFIC SIGNAL
SYNCHRONIZATION PROGRAM FUNDING FOR THE PLACENTIA
AVENUE AND 17TH STREET CORRIDOR SYNCHORNIZATION
PROJECTS
WHEREAS, the Regional Traffic Signal Synchronization Program targets over
2000 signalized intersections across Orange County to maintain traffic signal
synchronization, improve traffic flow, and reduce congestion across jurisdictions; and
WHEREAS, the Orange County Transportation Authority has developed the
Regional Traffic Signal Synchronization Master Plan to identify traffic signal
synchronization street routes and traffic signals within and across jurisdictional
boundaries, and defines the means of implementing the Regional Traffic Signal
Synchronization Program; and
WHEREAS, the City Council previously approved Resolution No. 2010 -130
adopting a Local Signal Synchronization Plan for the City of Newport Beach; and
WHEREAS, the Placentia Avenue and 17th Street Corridor Synchronization
Projects will continue the existing traffic signal coordination along these corridors in the
City of Newport Beach across jurisdictional boundaries;
NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF NEWPORT
BEACH DOES RESOLVE AS FOLLOWS:
Section 1. The City Council supports the application by the City of Costa Mesa
for OCTA Measure M2 Traffic Signal Synchronization Program funding for the Placentia
Avenue and 17th Street Corridor Synchronization Projects.
Section 2. The City of Newport Beach agrees to provide in -kind services for
Primary Implementation and Ongoing Maintenance and Monitoring of the project
corridor.
Section 3. The City Council find this action is not subject to the California
Environmental Quality Act ( "CEQA ") pursuant to Sections 15060(c)(2) (the activity will
not result in a direct or reasonably foreseeable indirect physical change in the
environment) and 15060(c)(3) (the activity is not a project as defined in Section15378)
of the CEQA Guidelines, California Code of Regulations, Title 14, Chapter 3, because it
has no potential for resulting in physical change to the environment, directly or
indirectly.
Section 4. This resolution shall become effective immediately upon its passage
and adoption.
1 HEREBY CERTIFY that the foregoing resolution was duly and regularly
adopted at a Regular Meeting of the City Council of the City of Newport Beach on this
22nd day of November, 2011.
