TITLE: WAIVE COUNCIL POLICY A -6, OPEN MEETING POLICIES, AND
SET THE TIME FOR THE DECEMBER 13, 2011 REGULAR
MEETING TO BE HELD AT 5:00 P.M.
ABSTRACT:
City Council Policy A -6 sets the time for regular City Council meetings at 7:00 p.m. In
order to accommodate the Mayor's Reception and conduct regular City business, the
December City Council meeting is scheduled to begin prior to 7:00 p.m.
RECOMMENDATION:
Waive Council Policy A -6 in order to conduct the December 13, 2011, regular City
Council meeting at 5:00 p.m.
FUNDING REQUIREMENTS:
There is no fiscal impact related to this item.
DISCUSSION:
State law and Charter Section 407 require the City Council to establish the dates and
times of regular City Council meetings by ordinance or resolution. The City Council
established the City Council meeting times via Council Policy A -6 and established the
dates through the adoption of Resolution No. 2011 -3. Council Policy A -6 sets the
regular City Council meeting at 4:00 p.m. with a break, and reconvenes at 7:00 p.m.
The regular meeting in December is mostly ceremonial and scheduled to begin at
5:00 p.m. To begin at 5:00 p.m., the City Council must waive Council Policy A -6.

ENVIRONMENTAL REVIEW:
Staff recommends the City Council find this action is not subject to the California
Environmental Quality Act ( "CEQA ") pursuant to Sections 15060(c)(2) (the activity will
not result in a direct or reasonably foreseeable indirect physical change in the
environment) and 15060(c)(3) (the activity is not a project as defined in Section 15378)
of the CEQA Guidelines, California Code of Regulations, Title 14, Chapter 3, because it
has no potential for resulting in physical change to the environment, directly or
indirectly.
The agenda item has been noticed according to the Brown Act (72 hours in advance of
the meeting at which the City Council considers the item).
