SUBJECT: Change in term of the Affordable Housing Task Force.
ISSUE:
Change in term of the Affordable Housing Task Force from annual to indefinite.
RECOMMENDATION:
Adopt Resolution No. 2003 -_, changing the term of the Affordable Housing Task
Force.
DISCUSSION:
Background:
The City Council adopted Resolution No. 2000 -27, establishing the Affordable Housing
Task Force, on March 14, 2000. The Resolution provided for a term of one year, which
was extended through March 2002 by the adoption of Resolution No. 2001 -9 and No.
2002 -20. Current members of the Task Force are Mayor Bromberg, Mayor Pro Tern
Ridgeway and Council Member Webb.
The Task Force has been very involved in discussions with The Irvine Company and
The Related Companies regarding the development of a 150 unit senior affordable
housing project on the Lower Bayview Landing site. Staff believes continuing
participation of the Task Force will be instrumental in the successful implementation of
this project. The Task Force is also needed to continue development of strategies for
the use of the Affordable Housing In -Lieu Fund, review the draft Housing Element, and
direct staff in implementation of the Housing Element after it is adopted. Therefore, staff

recommends changing the term of the Affordable Housing Task Force from an annual to
indefinite.
Environmental Review:
Not subject to CEQA, as the activity is not a project, as defined in Section 15378(b)(4).

A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF NEWPORT BEACH
CHANGING THE TERM OF THE AFFORDABLE HOUSING TASK FORCE TO
INDEFINATE
WHEREAS, the City Council adopted Resolution No. 2000 -27, establishing the
Affordable Housing Task Force and providing for a term of one year; and
WHEREAS, the City Council adopted Resolution No. 2001 -9, extending the
term of said Task Force through March 2002; and
WHEREAS, the City Council adopted Resolution No. 2002 -20, extending the
term of said Task Force through March 2003; and
WHEREAS, the City Council has determined that there is a need for the Task
Force to continue its work including: reviewing the draft Housing Element; directing staff
in its implementation of the Housing Element after it is adopted; and, continue to develop
strategies for the implementation of affordable housing projects that enable the City to
achieve compliance with regionally mandated housing needs on ongoing basis;
NOW, THEREFORE, BE IT RESOLVED that the City Council of the City of
Newport Beach changes the term of the Affordable Housing Task Force to indefinite.
