SUBJECT: Establishment of the City Council Economic Advisory Committee
ISSUE:
Should the City Council have a committee to explore the feasibility of some proposals that could
provide economic and fiscal benefit to the City?
RECOMMENDATION:
Adopt a Resolution Establishing the City Council Economic Advisory Committee.
DISCUSSION:
Staff is frequently approached by property and business owners inquiring about the feasibility of
projects that have the potential to provide economic and fiscal benefits to the City. Although we
can advise them on land use and other City regulations and fees, staff is not always able to
assess the potential impact of the proposal, its acceptability to the community and the potential
for City assistance. Without any feeling for the City's receptiveness to a proposal, the business
community is hesitant to invest money in developing the idea, and Newport Beach could miss
opportunities to improve the City's fiscal position. It would be helpful to staff and the business
community to have a City Council committee with whom we could discuss these projects and
assess their feasibility, thereby assisting proponents to decide whether to proceed. The City
Manager believes a three (3) person Council subcommittee would prove valuable in this regard.
Environmental Review: The establishment of a committee is not a project as defined by CEQA.
Any proposal that would meet this definition would be subject to environmental review.

RESOLUTION NO. 2003-
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF NEWPORT BEACH
ESTABLISHING THE CITY COUNCIL ECONOMIC ADVISORY COMMITTEE
WHEREAS, the City Council has an Economic Development Policy, which
"...recognizes that the City's ability to deliver quality municipal services is dependent on
adequate tax revenues derived principally from the properties and businesses located
within the City;" and
WHEREAS, the City Council is aware that property and business owners may be
reluctant to invest in developing plans and making applications to the City without some
knowledge of the feasibility and interest of a proposal to the City; and
WHEREAS, without a good means of providing such information, the City may
miss opportunities to improve its ability to provide quality municipal services;
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of
Newport Beach as follows:
Section 1. The City Council Economic Advisory Committee is hereby
established.
Section 2. The Committee shall consist of three members of the City Council.
Section 3. The Committee shall have the following duties and responsibilities:
a. Meet with City staff and /or business and property owners to explore the
potential fiscal, economic and other impacts of possible projects, and their
feasibility.
b. Direct staff and /or business and property owners to research or
demonstrate the potential impacts or feasibility of projects.
