SUBJECT: Storm Drain Catch Basin and V -ditch Cleaning —Budget Amendment
ISSUE:
Should the City Council authorize a budget amendment to fund the contract cleaning of
storm drain catch basins and v- ditches for FY 2003 -04?
RECOMMENDATION:
Adopt Budget Amendment # in the amount of $135,210, transferring revenue
from unencumbered reserves to the Operations Support Professional and Technical
Services (8080) Account.
DISCUSSION:
Background:
The City is becoming very proactive with clean water projects in order to set an example
for other cities to follow. This Fiscal Year, the General Services Department distributed
a Request for Proposal (RFP) for storm drain catch basin cleaning and consequently,
over 875 of the City's 2,950 catch basins were cleaned by a private contractor for the
first time. Previously, this cleaning had always been performed by City forces using City
equipment. '
With current staffing levels, the General Services Department is unable to meet the
minimum National Pollutant Discharge Elimination System (NPDES) mandate to clean
and inspect 80% of the City's catch basins each year, as well as perform all other
related tasks. Storm drain and v -ditch cleaning removes much of the litter and
vegetation in the drainage systems, which prevents pollutants attached to the debris
from washing into the bay and ocean during the first major storm of the year.
Additionally, the Department's FY 03 -04 Budget Proposal contains the loss of two

positions, which were transferred to the new Code and Environmental Enforcement
Division of the City Manager's Office as code enforcement billets.
We believe by increasing the number of storm drain catch basins and v- ditches cleaned
by contracted forces, we will not only meet the NPDES mandate of 80 %, but also clean
100% of the basins prior to the commencement of the storm season. In order to meet
the NPDES cleaning demands without additional personnel, as well as follow -up on all
enforcement activities, we would be required to increase the amount of work performed
under contract this fall, whether or not the two positions were transferred to Code and
Environmental Enforcement Division.
Staff is requesting a budget amendment in the amount of $135,210, which will fund the
cleaning of 2,950 catch basins and the cleaning of 50,645 linear feet of v- ditches in the
City between the months of August and November.
Environmental Review: The City Council's approval of this agenda item does not
require environmental review.
Public Notice: This agenda item may be noticed according to the Ralph M. Brown Act
(72 hours in advance of the public meeting at which the City Council considers the
item).
Funding Availability: This Item recommends funding using the current fiscal year's
unencumbered reserves.
