ISSUE Should the Council approve a resolution initiating amendments to the Newport Beach Zoning Code regarding (1) recovery facilities; and (2) the retention of non - conforming density or intensity in projects involving the redevelopment of multi - parcel commercial properties? RECOMMENDATION Approve the Resolution attached as Exhibit A. DISCUSSION The City Council has recently received testimony concerning the trash, delivery truck, parking and noise problems generated by recovery facilities located in residential areas. Council Member Ridgeway has requested a review of our current zoning ordinances pertaining to these uses. Staff agrees that a review of our regulations and recent statutory and decisional law is appropriate. The proposed resolution that is attached as Exhibit A would, if adopted, initiate the process of reviewing our recovery facility regulations and proposing amendments that may be appropriate to minimize impacts and ensure that we are in compliance with the law. The resolution also proposes to initiate amendments to the Zoning Code that would allow the retention of non - conforming density and intensity in multi - parcel redevelopment projects. The Zoning Code currently deprives a property owner of any non- conforming density or intensity if the structure or structures are demolished. However, in the case of multi - parcel redevelopment projects, a landowner may, for economic reasons, choose to retain structures that interfere with good site planning in order to retain as much entitlement as possible. Staff believes that the Planning Commission and /or City Council should have the authority to authorize retention of non - conforming density or intensity within the boundaries of multi- parcel commercial redevelopments when the floor area /units are authorized in the Land Use Element. Locate residential development in areas which are consistent with the General Plan and with standards of public health and safety established by the Municipal Code. B. Provides areas for single family residential and light farming land uses. Single- Family Residential (R -1) District. Provides areas for single family residential land uses. Restricted Two Family Residential (R -1.5) District. Provides areas for single family and two family residential land uses with the total gross floor area of all buildings limited to a maximum floor area ratio of 1.5 times the buildable area. Two Family Residential (R -2) District. Provide areas for single family and two family residential land uses. Multi- Family Residential (MFR) District. Provides areas for single family, two family, and multiple family residential land uses. 20.10.020 Residential Districts: Land Use Regulations The following schedule establishes the land uses defined in Chapter 20.05 as permitted or conditionally permitted in residential districts, and includes special requirements, if any, applicable • to specific uses. The letter "P" designates use classifications permitted in residential districts. The letter "L" designates use classifications subject to certain limitations prescribed under the "Additional Use Regulations" which follows. The letters "UP" designate use classifications permitted on approval of a use permit as provided in Chapiec 20.91. The letters "PD/U" designate use classifications permitted on approval of a use permit issued by eth Planning Director, as provided in Chapter 20.91. This classification includes incidental facilities for out - patient treatment, as well as training, research, and administrative services for patients and employees. M. Maintenance and Service Facilities. Facilities providing maintenance and repair services for vehicles and equipment, and materials storage areas. This classification includes corporation yards, equipment service centers, and similar facilities. N. Marinas. A boat basin with docks, mooring facilities, supplies and equipment for small boats. O. Park and Recreation Facilities. Noncommercial parks, playgrounds, recreation facilities, and open spaces. P. Public Safety Facilities. Facilities for public safety and emergency services, including police and fire protection. Q. Religious Assembly. Facilities for religious worship and incidental religious education, but not including privates this section. Residential Care, General. A structure that may have a significant effect on surrounding uses shall be regulated under this classification. U. Utilities, Minor. Utility facilities that are necessary to support legally established uses and involve only minor structures such as electrical distribution lines, underground water and sewer lines. 20.05.050 A. B. C. Commercial Use Classifications Adult- Oriented Businesses. See Chapter 5.96 of the Municipal Code. Ambulance Services. Provision of emergency medical care or transportation, including incidental storage and maintenance of vehicles. Animal Sales and Services. 1. Animal Boarding. Provision of shelter and care for animals on a commercial basis. This classification includes activities such as feeding, exercising, grooming, and incidental medical care. 2. Animal Grooming. Provision of bathing and trimming services for animals on a commercial basis. This classification includes boarding of domestic animals for a maximum period of 48 hours. 3. Animal Hospitals. Establishments where animals receive medical and surgical treatment. This classification includes only facilities that are entirely enclosed, soundproofed, and air - conditioned. Licensing of Alcoholism ApdI100/ or Drug Abuse Recovery or Treatment Facilities: The Most Frequently Asked Questions What is the process for licensing a facility? Prospective residential facilities that plan to provide nonmedical alcoholism or drug abuse recovery, treatment, or detoxification services to adults need to contact the Department of Alcohol and Drug Programs (ADP), Licensing and Certification Branch, at (916) 322 -2911 to request a license application. Prior to initial licensure, the applicant must complete a written application, submit an approved fire clearance from the local fire authority, pay an applicable license fee (nonprofit organizations and local governmental entities are exempt from the license fee), and pass a facility on -site inspection conducted by ADP to determine compliance with all applicable laws and regulations. When it has been determined that the applicant is in compliance with all requirements, ADP will issue a license valid for two years. What constihrtes a "program " for purposes of determining the need for a license? Title 9, California Code of Regulations (CCR), Section 10501 (a)(5)', defines a program as providing one or more of the Mowing services within a residential setting: ➢ detoxification ➢ individual sessions ➢ educational sessions ➢ treatment or recovery planning ➢ group sessions :..,,. What program areas are addressed by licensure? The licensing application process includes a thorough review of the facility's program in the following areas: fire clearance, water supply clearance, plan of operation, total occupancy and treatment capacity determination, reporting requirements, personnel requirements, personnel records, admission agreements, health screening, resident records, personal rights, telephones, transportation, health- related services, food service, activities, building and grounds, outdoor and indoor activity space, storage space, and fixtures, furniture, equipment, and What facilities do not require licensure by ADP? The following facilities are not required to be licensed by ADP: Facilities which provide a cooperative living arrangement (sometimes referred to as a sober living environment or alcohol and drug free housing) for persons recovering from alcohol and/or other drug problems which do not provide any of the services specified above. Under HSC Section 1183423,.#l)er facility (six or fewer residents) can be treated no differently than would a family ZEE-W- ying a single - family home. Local fire safety inspectors (or a representative from the State Fire Marshal's Office) conduct site visits in every facility applying for licensure to determine compliance with fire safety regulations. Although ADP may issue a license without regard to a conditional use permit, no license can be issued without an appropriate fire safety clearance. Facilities utilizing central food service may also be subject to special permits issued through the local health department What laws govern the licensing and location of these facilities? HSC Section 11834.01 governs the licensing of the facilities. Locations are governed by local zoning and business ordinances. The Federal Fair Housing Act of 1988 provides protection from discrimination for facilities serving persons recovering from problems related to the use of alcohol or other drugs. The Uniform Building Code identifies the fire clearance requirements_ Who do these facilities serve? Residential facilities licensed by ADP serve adults (IS and older) addicted to alcohol or other drugs who wish to recover. Adult facilities may serve a very limited number of adolescents (14 and older) on a waiver basis. Dependent children may also reside in some facilities with their parents- What types of services do these programs provide? Facilities licensed by ADP provide education/group/individual sessions, recovery or treatment planning, and detoxification services. Additionally, the facility may also provide peer support, social and recreational activities, and information about and referral to appropriate community services. How are these services paid for? Payments for services are arranged by agreement between the resident and the facility. Some facilities receive federal and state fiords, through contracts with counties. County contracted facilities usually can offer lower rates, but residents are expected to pay based on their financial ability, except that these facilities cannot refuse services to an individual based solely upon the individual's inability to pay. How does the State investigate situations involving unlicensed facilities? If ADP receives a complaint in which a facility is alleged to be in violation of operating without a license, ADP staff shall initiate an investigation within ten working days of receipt of the complaint. If ADP finds that services are being provided unlawfully, ADP will notify the operator to cease operation. ADP does have the authority to assess fines for noncompliance if unlicensed facilities fail to comply, and may ask for court assistance to order closure of a facility. 1 Title 9, CCR, Section 10501(a)(5) - "Alcoholism or Drug Abuse Recovery or Treatment Service" means a service which is designed to promote treatment and maintain recovery from alcohol or drug problems which includes one or more of the following: detoxification, group sessions, individual sessions, educational sessions, and recovery or treatment planning." Under the general provisions of Title 9, CCR, Section 10500, the preceding definition specifically describes services which are provided within "facilities" licensed utder Chapter 7.5 of Part 2 of Division 10.5 of the Health and Safety Code. As defined in Title 9, CCR, Section 10501, "facilities" provide residential-based services. 2 HSC Section 1183423 states "Whether or not unrelated persons are living together, an alcoholism or drug abuse recovery or treatment facility which serves six or fewer persons shall be considered a residential use of property for the purposes of this article. In addition, the residents and operators of such a facility shall be considered a family for the purposes of any law or zoning ordinances which relates to the residential use of property pursuant to this article .. . No conditional use permit, zoning variance, or other zoning clearance shall be required of an alcoholism or drug abuse recovery or treatment facility which serves six or fewer persons that is not required of a single - family residence in the same zone ... There are approximately 10 duplexes in the Seashore area operated by the Sober living by the Sea company. With approximately 12 residents per duplex being charged $3,500 per month, that equates to a potential income of $5,000,000 per year, and the city probably doesn't receive one dime of revenue and the company certainly doesn't put it into home improvements. They operate shuttle vans without commercial plates. They advertise on their website that they offer alternative sentencing. So does that mean that our neighborhood is being overrun by transient criminals? I have filed numerous complaints with them and with the police department regarding the inordinate amount of cigarette butts they leave on the beach, and nothing has been done about it. You are also discussing water quality and Seashore Drive tonight, just watch these people on their bike rides to "meetings" and you will discover a large source of litter. The bottom line is, we want to improve West Newport, and these groups don't help. They over populate our neighborhood for their own profit. I can honestly say that I have not bad any problems with the residents, staff or the activities of Narconon. in fact 1 have found them to be very good neighbors. I have observed the staff and residents to be very courteous, and always willing to help whenever the rived arose. As retired federal law enforcement agents within the Department of Justice both of us are pleased to dispel rumors of rampant inappropriate, unruly and unsupervised activities of the Narconon students at Newport Beach. We have • visited the facility at least eight times and stayed in the area from 2 to 5 days each time over the last 2 years. As outsiders we were exceedingly interested in the environment in which our daughter was recovering and after her graduation how the facility was faring. We can attest to the truth and accuracy of several areas of ethical behavior and consequences within the program at the Newport Beach facility. 1. The Narconon staff provides very close monitoring of all activities of its students and enforces consequences (punishment) for violations of local rules and lapses in ethical behavior. Acceptable deportment, courtesy, respect and honesty are all taught and required of its students. 2. A specific portion of the Narconon program teaches, as well as requires, socially acceptable behavior with society in general and local residents in particular. I While it is true that most Narconon students and staff smoke, it is also true that there are rules, regulations and facility policies for how, where and when to smoke. We are aware of several specific corrective student consequences taken in the past for failure to abide by the local rules at the facility. Having been asked to give an understanding of my background, I offer the following: My mother was the granddaughter of Dr. Willard Richards, an apostle in the Church of Jesus Christ of Latter -day Saints who loved the prophet Joseph Smith and was with him at Carthage when he was murdered by a mob. As a child I sat at the feet of my grandfather many times to hear stories his father told him about his good friend, Joseph Smith. With an unbending testimony of the gospel of Jesus Christ, I served a full time mission and was 2nd counselor to the mission president. After being sealed to a choice companion in the temple, we have enjoyed bringing 6 lovely children into the world; I have been called to 4 high councils in the LDS Church, 3 stake presidencies, served twice as a bishop and once as a stake president. As chairman of the Denver Temple District, with a membership of 84,000 people, I was responsible for the site selection, zoning, preparation, and daily observed the construction of the Denver Temple. I was released as stake president to serve in the first Denver Temple presidency. Five of our children lived very straight moral LDS lives - -- which has included temple marriages for each and full time missions for 3 boys • and 1 girl. We now adore 18 happy grandchildren who are all active in the church. One of our children, our youngest son, got involved with liquor, nicotine, and drugs early in junior high school. For ten years we struggled with this terrible experience. Satan had total control. We were on our knees continually and attended the temple weekly, placing his name on the temple rolls. By the time he had reached college age, we had to ask him to leave our house and make his own way. We would love him always but could not contribute financially to his downfall nor allow him to destroy the spirit in our home. When he finally discovered that he could not support his habits by working 9 jobs and trying to get an education, and after a short stay in jail, he woke us up in the middle of the night and asked for a blessing. He said that he wanted to go on a mission (being the only one in 5 generations not to do so weighed heavily) but that he needed and finally wanted our help. We had a friend, Dr. Ed Fila, who has studied drug addiction and rehabilitation for many years. We followed his advice and took our son to Narconon in Newport Beach. After 3 months at Narconon he was free from all addiction but the nicotine habit. He was so committed to his Narconon experience that he accepted employment with them. With the loving help of a family friend, who was a bishop in the area, he was able to overcome all of his problems including the nicotine. After two years of hard work, he received the mission call that had become all important to him. This past March he was honorably released from that mission. • Our son is returned to us -- he is his old, loving self and now goes to the University of Utah full time. What a thrill it was for our family to have all six children seated with their mother and me in the temple prior to his mission and again upon his return. We cannot say enough good about Narconon. They saved our son's life. We now receive calls on a regular basis from people who are looking for answers. The staff at Narconon are dedicated only to saving the lives of those in trouble. We are so convinced that the Narconon experience is the answer to eliminating substance abuse through their unique sweat program where weeks on end are spent in a sauna. This is the key. Without this portion of the program, drug addicts never rid themselves of the drugs stored in the fatty tissues of the body. We think this is vital. I believe that the program is divinely inspired and would strongly recommend it to anyone. We have been so grateful for what these dedicated folks have done for our son and others. We have stayed close to Larry and his staff and have regularly visited this facility during the summer for the past 5 years. We have repeatedly recommended Narconon to others. I seriously question the motive of anyone complaining about this facility. Certainly, such negative accusations have come from someone who has • never been inside or met the people involved, as we have for all these years. Narconon is a credit to the city of Newport Beach. We feel that we are now a part of the lives of these fine people, and they do not in any way deserve criticism from someone who knows nothing about the good that takes place there. My father was the most straight laced person I had ever met. No drugs, no drinking, pretty much on the straight and narrow all of his life. However, he happens to have a propensity to forming kidney stones. Anyone who's ever had one will tell you it's the most painful thing you'll ever experience. Well, my straight and narrow dad got himself hooked on painkillers, and hooked hard. In reality, this was a situation for years. Neither my mother, my sister nor I wanted to recognize that the situation was an addiction. But it was. No one wanted to be around him. He was either yelling at you or crying or just overall void of emotion. Then we discovered the Narconon Program. After much work to get him to go (needless to say, HE didn't want to acknowledge the fact that he was addicted either), we brought him down to the Narconon facility in Newport Beach. Well, suffice to say. A little over 6 months later, I have my dad back. My kids have their grandpa back. My mother has her husband back. Overall and more importantly, my dad has himself back, someone he hadn't seen in awhile O. When we get together now, it's the family I remember having as a kid, the family that was always there for each other, not the way it was while he was on drugs. The problem began legitimately enough, as he has suffered from kidney stones for many years. But several years ago, while going through a particularly bad bout of stones, he became hooked on the medication and did not stop taking it after the stones had passed. He became completely and hopelessly addicted. My father turned into a person who was not someone I had never met, someone I do not eves wish to meet again. He withdrew from the family, began to mistreat my mother and generally turned into a monster. Then he went to Narconon Newport Beach. The program saved his life. The program saved our family. It was more than simply getting my father off the medications. It was the fact that the program gave him the skills and the opportunity to handle the very things which caused him to become addicted in the first place. It was providing him with the wisdom to see what had gone wrong in his life and then providing him with the answers to those problems which saved him and saved our family. I was hanging out with different groups, gangbanging hard, in and out of jail for years. Then finally came the big one... my 2 year bid in the joint and a penitentiary boot camp to follow. I thought it was me against the world and no one could stop me. The last time, I was sitting there in jail, about to go to court, when at once "BOOM ", the cops took my life. I flat lined in the hospital, and almost didn't make it. The doctor at Detroit Receiving brought me back, I had an epidural hematoma. I was not supposed to make it, but by the grace of God, I did. Then came the rain, the hidden tears, and the karma that had been facing me for years. Then I went to Narconon. I thought it was going to be a joke like all of the other institutions I had been to, but it had something, a feeling like I had never had before. Right as I walked through the door, the staff members and students opened up their arms to me. It was an emotion I had never experienced before. They picked me up when I was down, no matter what origination I had they handled. They do that 24 hours a day, 7 days a week. We're like one big happy family. Something that some of us never experienced until we came to Narconon. It is a blessing from God that I found Narconon. They helped me change my life around. Although I portrayed a very different image on the outside, I assure you I was a walking disaster with very little to look forward to, if anything, in my life. Unbeknownst to me I had just embarked on an adventure that would drastically change my life now and forever. I had planned on a treatment program that would be time efficient and effective and that I could complete in a relatively short period of time. Again. I was in for another surprise, while at Narconon, I encountered several health problems and eventually ended up in the hospital four times with kidney stones and upper GI issues. My husband became addicted to GHB which was originally promoted to him as something that would increase muscle growth and help his work -outs. It was anything but that and became something he couldn't live without. It created havoc with his health, our marriage and our family. I called Narcanon and spoke to Larry Trahant. I will never forget that day and all the subsequent days of speaking to him. He explained what was happening to my husband and what Narcanon could do for him. I would have been totally lost and my husband would have more than likely died had it not been for those phone calls. I knew that Lam and Narcanon truly cared and truly wanted to help. My husband eventually came to Narcanon and began the program. I saw tremendous changes in his health and in his responsibility for what had happened to his life. He became totally drug free and we began to repair our marriage. My husband also had to repair his relationship with his sons. Sincerely, L.D. • 11 Nov 2003 I have what I believe may be a somewhat unique perspective on the matter. I am 55 years old and, although I was a college student in the mid to late 1960s, I never took, or even considered taking, any illicit drugs. I was not a drinker of alcohol. Through the intervening decades, in spite of the increasing popularity and availability of recreational drugs, and in spite the fact that my economic condition would certainly have permitted me to indulge a drug habit, the possibility of my sliding into drug or alcohol abuse was not something that ever even occurred to me. As I approached middle age, I was so sure that only a weak, irresponsible person would ever develop such a problem, that I regularly voted against public support for drug programs, rehabilitation efforts and education. I simply felt that they were not necessary. There must be some grand design which requires that one who resists something as vehemently as I resisted the creation, dissemination and support of such programs must become personally affected by the need for them. In many cases, this comes from the addiction of a close friend or relative. I, apparently, needed a stronger "wake -up call." As a kidney stone sufferer, I have, over the last thirty years, taken painkillers of many kinds. For most of that time my use of the medications ended when the stone passed or was removed surgically. Approximately seven years ago, I had a particularly difficult, protracted bout with kidney stones, one which lasted for six months and landed me in the hospital six times. Although immediately after that period I did stop taking the medications which were administered in the hospital and prescribed for home administration, I had entered a period of stone production which repeated itself every several months, and my use of medications to control the pain began to increase, at first imperceptibly, but with a steadiily increasing certainty. In early 1999 1 again suffered an attack, and, as usual, was prescribed painkillers. I took them for the stones, but, this time, continued to take them after the stone had passed. By the time I realized what was happening, by the time I decided that I had to stop taking the medications, two things had occurred. First, I had lost all sense of myself, my family, and my profession. I was no longer myself, but I did not realize it. Second, although I truly wanted to stop taking the medications, although I knew that I was abusing them, each time I tried the pain was so intense (both mentally and physically) that I simply could not confront it, so I continued to take it. Numerous times over a period of three years I resolved to stop, to taper my use down to zero, and failed each time. Finally, on December 6, 2002, 1 reached the point at which I knew I had to stop or die. It was as simple as that. That evening I took my last tablet. The next four weeks were a living hell. I suffered more shear physical and mental torture than I had believed possible. No Torquemada could ever devise a torture more painful. I wanted to die, but knew that I could not. In addition to going through this myself, I was further tortured by knowing that the entire experience was tearing my wife apart. During one of my more lucid moments, my wife and my grown daughter told me that they felt that I needed to undergo an effective rehabilitation program. Although it took me a few days to come around to their way of thinking, I decided to come to Narconon. That decision saved my life. I completed the program more than six months ago. I am not going to say that I am a different person than I was when I came to Narconon. I AM going to say that I am, again, myself, and myself is a pretty good thing to be. I have myself back. I have my family back. And my family has me again. The real me - not the me who was being run by drugs. I have witnessed miracles here at Narconon well beyond simply what I have experienced myself. I was a middle -aged "pillar of society." I hold a Master of Business Administration from a major East Coast university, was Executive Vice - President of a public corporation, am marred to a successful attorney, have two grown children and three grandchildren. I have still never taken drugs recreationally, and never came even close to abusing alcohol, as have so many of my peers. That is the perspective with which t came to Narconon. Being here, I have placed myself on the same terms as a number of young people who have lived a major portion of their lives as drug and alcohol addicts, kids who have not yet learned the definition of responsibilty and who completely lack direction in life. Without some drastic change, without the intervention of a program which can truly effect a change in a person's life, most of these kids would be doomed to relatively short, miserable lives. I have seen, and continue to see, lives saved by this program. Mine is one of them. Is this program necessary? No, not necessary. It is vital. If we are to stand any chance of salvaging this society from the ravages of free access to and use of mind altering drugs, if we are to save families like mine from being shattered by the use of drugs, whether illegal or prescribed, we must support programs like this, create an environment in which they can expand, and encourage everyone who has a problem with chemicals, whether they want to admit it or not, to take advantage of what will prove to be the greatest experience of their lives. He knew how desperate I was for a miracle. I went to the ABC News website, found the story and clicked on the link to a drug rehab program. The program was one I had never heard of ... Narconon. I clicked on t.,^ _ email link, briefly told my story, and within an hour was talking to someone at Narconon. After telling my story, one we all know too well, the Narconon representative asked if she could call my daughter. Ben was raised in a stable, two parent family whose father was the president of a mid sized construction company and his mother was a full time, stay -at -home mom. Ben has a successful, well adjusted brother and sister. Church and leading a God -centered life was an integral part of Ben's youth. It remains one our most painful challenges to try to understand what happened in Ben's life that resulted in his descent into drugs and alcoholism. At this most difficult time, a business acquaintance suggested we check out a place in Newport Beach called Narconon that had an unusually high success rate in helping clients deal with their addictions. Within hours Ben was enrolled which proved to be a fife changing process for Ben and indirectly, his parents. Once I spotted it I immediately began seeking help from several different rehabilitation organizations, including yours. I want to let you know that of all the programs I looked at and /or tried yours was by far the best. I'd like to see more insurance companies get behind your program. It would be in there benefit. First, I would like to state for everyone that I do not believe there is a single rehabilitation program that can "cure" a person of any problem, drugs, alcohol, or • otherwise. I do believe the only person who can "cure" someone is that person him/her self.. After all, no one can fully predict someone else's future. What that person may yet have to confront in life. Or how that person will ultimately handle a given situation. But I do believe that once an individual has made up his /her own mind to seek help, then and only then, can that person receive and except help. Forcing someone to attend a program because of legal issues or pressure from family and friends rarely ever works. With that said, I would like to state that your organization is outstanding by far. You never gave up on me or stopped caring about me. You stood by me on and off for 3 grueling years to help me resolve my problem. You always took me back when I needed help and you always found more for me to handle, confront, and learn each time. You eased me back into taking responsibility for and control of my life and the environment around me again. You did this by helping me confront my past, in the present, so that I can have a better tomorrow. Furthermore, you provided me with tools that I could take with me and use to monitor and control the rest of my future. To Whom It May Concern: • I'm a completely different person today than I was when I arrived for my first day at Narconon. I first came to Narconon feeling completely depressed, lonely, scared, paranoid, and just about anything else that would make killing myself seem better and better all the time. It wasn't until after a couple of weeks after I began the program that I started to feel a bit better about myself. I was making friends easily and more and more came out of my introverted shell. I have to admit that the first couple of weeks did seem like the longest. After I got comfortable around everyone, the time just flew by. I mean, I felt like I was in a great big family. My true colors didn't fully materialize until I was about finished with the sauna portion of the program. It was like one day I woke up feeling completely refreshed and energized. I've been smiling and laughing ever since then. Smiling and laughing is the one thing that I missed about the old me and I didn't think I would ever be able to do that again. After I completed the sauna, I was telling some people who had just started, that it's just the most amazing feeling to have and to be patient because it'll happen. I was at Narconon for about another month after I completed the sauna. It was so cool to see my friends that I started the program with just blossom into such happy people. When the time came for graduation, I felt very proud of myself for overcoming a big problem that would've eventually taken my life. My brother was a drug addict for many years and has been through numerous drug programs and always went right back to the old lifestyle. Unless you have had a person who you have been close to on drugs, you cannot imagine the heartache and sleepless prayer filled nights that it entails. We never wanted to answer our phone after 12 at night, because we were afraid it would be the call that we all dreaded, that my beloved brother had finally taken too much, and that someone had found him dead. I literally prayed constantly, and still remember my heart racing every time I thought about his addiction, and waited for the next shoe to drop. He was in 3 rehabs, but something was not clicking. Finally, my miracle came, as someone told me about Narconon, and how high their success rate was, and most impressive, that if a client was in good standing with the community, but had slipped back into addiction, Narconon would allow that person back into the program at no additional charge to the family, and this alone told me that they were completely different than any other program I had spoken with or read about. I will never forget the day that my brother got on the plane to go, I wish I could tell you I was hopeful, but as I was the only one left in the family who had not given up completely, I could not afford one more disappointment concerning this. My brother called me about 3 days later, and I could definitely tell he was not high. Several weeks after that he began calling every family member and person that he had harmed, wanting to make up the damage not be apologizing, but he wanted to do something for each and every one of them. He paid all of his debts, is always doing something in the name of goodness, his most recent being providing a brand new steam cleaner and commercial vacuum to a battered woman's shelter, because he heard they needed one. My brother went from being a drug addicted con artist to being on of the most caring individuals I have ever known, he is always is giving back to his community and loved ones At has been over 20 years ago, but I still will get chills when I share this story, and I have, with anyone who will listen. I pray that you will never know the heartache of a drug addicted loved one, but statistically, that is almost impossible. Every family will be touched directly or indirectly by drugs, and it is so comforting to know that Narconon is still there, not only helping people to be drug free, as many programs do . while the person is in treatment. As you know, Hope is a bright 19 year old that grew up in a comfortable home with two parents that love her more than words can say. She was happy, popular and very outgoing. Shortly after graduating high school many of her close friends moved away. Her friends that remained developed new interests. Hope did not welcome the changes that were occurring. She became combative and depressed. She made new friends. Within days, these new friends had taken control of her life. She allowed this to happen because she felt these people were her only "true" friends. As she put they would always "watch her back ". This new group introduced her to drugs, alcohoi and crime. THIS ALL HAPPENED SO QUICKLY WE HAD NO OPPORTUNITY TO PREVENT IT. When we learned what she was doing, we as parents did everything in our power to help her, but I soon realized we needed outside help. I contacted our family doctor for suggestions but got nowhere. I immediately realized we were on our own. I prayed for an answer. In desperation I went on the Internet to look for drug treatment facilities. Narconon came up repeatedly. I called Narconon in May of this year and spoke to Jack Terrell in Newport Beacn. I explained in detail the problem's my daughter was having. Jack assured me they would be willing to help and explained the program in detail. I knew immediately Narconon was our best chance to save our Daughter. We confronted Hope with the choice of entering the Narconon program or leaving her home and family. This was one of the most difficult things a parent can do. I thank God she chose Narconon. Although I had only talked to Jack a few times, I drove my beautiful daughter, Hope, to Newport Beach on May 9th, 2003, to leave her with people I did not know. It was very scary for us, since Hope had never been away from home more than one or two days at a time. At first, of course, said she did not need to be there. She pleaded desperately to come home. She said it was a big waste of our money. Early in her treatment she moved to the facility in Warner Springs. It was there, through counseling, education and support in a positive environment, she got her life back and we got our Daughter back. If it had not been for Narconon, Hope surely would be dead or incarcerated. For this, words alone could not express our gratitude. I will always feel that Frank in Warner Springs and the rest of the Narconon staff saved my Daughters life. Hope has many fond memories of her stay at Narconon and has made many friends. You have to remember that most of the people entering a drug rehab program do not even think they have a problem, or at least don't want to admit it. Many do not wish to do anything about it but are "forced" to go into rehab because the courts have put them in one or a close family member has put them into one, or a family member "guilt" them into a program. Many do not care about themselves —they are depressed, lack self - esteem, suicidal, come from dysfunctional families, and many other reasons but are too long to list. Self- medication is a primary issue due to psychological issues such as mood disorders. Support for the individual is very important and lacks in many of the cases because either there is no support available or people close to the "addict" does not want to be involved. To say that rehab programs do not work is ridiculous. The program will only work as much as the person in the program wants it to work. My son has been in three programs. They were all reputable programs but 1 would say that the reason he has been in three different programs is: 1) The first one was only 28 days and is based on the 12 -step theory. This is the amount of time that our insurance would cover.) In our instance money was not an issue. But, for most people it is a very expensive proposition. This program was really a separate world (no radio, newspapers, etc.) My son's response was positive and continued the program at home by attending AA and NA meetings and going to an out - patient program. But it didn't last long. Outside influences took over and he returned to drugs. The program worked but was too short and left too much up to the individual. 2) The second program that my son was in was primarily made up of clients that had a criminal record. He felt like a convicted felon and did not feel that he belonged there. He was often afraid that he would be attacked by someone, etc. Needless to say, he left the program on his own volition and hitched a ride to the beach and tried to find work. It was at the beach that he found himself surrounded with drinking and drugs and a lack of self - control threw him back into the old routine. 3) The third program that my son went to and is still in is Narconon. This program has saved my son's life. He has completely turned around. Although he is not out of the woods yet, there is promise that he will be a productive individual and add to society. I would say that the program has worked in this case because of the length of time that a person goes there. He has been there 6 months (and remember that is 6 months clean and sober). A person can stay there as long as it takes for him or her to get better. They are not rushed and proceed at there own pace. He has freedom, can watch television, play cards, go to the town and have some normalcy. The structure of the program is where the client is actually a "student" and takes a variety of set instructional • classes. They have certain chores that they are expected to do such as make their beds and clean their own rooms, be on time to classes, etc. is The courses they take are related to self - improvement, responsibility to one's self and books are provided on each of the subjects. The student eventually "graduates" and in my son's case, stays at the facility for an additional 6 months to a year or maybe longer to act as a mentor and provide guidance to people entering the program. This reinforces what they have gone through as well as helping someone in a similar situation. Rehabs are one of the only things left for addicts and their families to turn to and to take this avenue away by saying they don't work is one more excuse for the person in trouble to use. Here is my story: I used to be a very upbeat kid, very athletic and a strait A student. I had lots of enthusiasm in life, many goals for my future and came from a wealthy family that was ready to support me the whole way towards a prosperous and successful life. At age 15, my curiosity lead me into the claws of illegal substances; I started by smoking hashish and marijuhana. After about 2years of using those drugs 1 went onto heavier substances like LSD, psylocibine (hallucinogenic mushrooms) MDMA (ecstacy) and cocaine. My substance abuse resulted in a destroyed life; I gave up sports, 1 gave up my studies and totally crashed my education, 1 lost all my goals in life as well as my enthusiasm for living and growing as a being. I was treating myself, my body, my friends my family and society as if they • were my arch- enemies. 1 truly became an antisocial personality. I was on a downward spiral which seemed endless and 1 had no hope of ever being able to revert it. By -mid 1988, someone who cared enough introduced me to the Narconon Program in Switzerland. This is a drug rehabilitation program developed by humanitarian and philosopher L. Ron Hubbard. It is hard to put into words what this program did for me but I'll try; the first part of the program helped me to fully get rid of the chemicals that were imbedded in my body's cells. I entered my first rehab at 20, the second at 22, and at 24 found myself in prison for six years for drug use and sales. 46 days after I was released from prison I was arrested yet again for possession of controlled substances and sent back in for another two years. Regardless of effort, intention, or desire, I could not pull myself out of the cycle I had created. In August of 2002, 1 found myself doing all of the drugs I could obtain and on the run from parole. The warning sign came in private school; I punished him, took him to counseling; and, after that, thought everything was fine. His downward spiral began when he was 18; for three years he hid his addiction. This handsome, charming, outgoing son became a liar and a thief -- anything to support his habit. Thanks God for Narconon. We tried several rehabs -- including a very expensive 28 day program that was not covered by insurance. Nothing worked. In despair, I looked on the Internet under long terT care -- something I knew he needed, because a mere few weeks could not help him. I spent my youth outside the US so please forgive any incorrect English. In all my career I never saw any rehabilitation program work as the Narconon Program does. The first time I saw it was 9 years ago in Oklahoma when I went to see by myself how it works. I was really impressed, seeing people addicted to drugs such as heroin get free from them by the use of specific amounts of vitamins, magnesium and calcium and some precise drills which really helped those people get through the painful withdrawal of the drug. That really was something interesting for me as a scientist because I know how these cases are normally handled by using other drugs To substitute for the one they are addicted to and so the person becomes addicted to the new one. Another really interesting thing about this program is that through its steps the person gets back his own values and respect for himself, for life and for others. I should know; I am a Narconon graduate, and Narconon saved my life and changed forever the lives of all of those around me, including my community. I grew up in a tight -knit, highly educated Catholic family. I went to Catholic school until I graduated from high school and flew off to attend UC Berkeley. There I studied physics, calculus, and languages. In my second year of college, I became an alcoholic and began an odyssey that led me to Narconon Southern California —where I got an education of a lifetime. When I was 26 I found AA, a fine institution; and I staved sober for some seven years. That was not enough; that was not real sobriety; something was clearly wrong. During my years of sobriety I finished my BA and iv1A and earned California teaching Credentials and started my career as a language teacher. I had and took the opportunity to work throughout California, the Caribbean. and South America. I did professional research and delivered presentations at •international conventions, but I never nailed what wasn't quite right in my life, and I ended up drinking again. This started a roller coaster of drunkenness and dryness, of horrible times and okay times. It ended in lost jobs, a failed marriage, DUI`s, a stint of homelessness, and a jail sentence. No matter what I—or others —tried, I could never put together another entire year of sobriety. Narconon Southern California was highly recommended to my family who were desperate to find me help. I had already gone through several twelve -step type recovery facilities with only varying degrees of success; nothing stuck. I was willing to take the hand my family extended and try one more time. But I didn't expect anything different, anything new; I just went to satisfy my family and organize my thoughts. I had been an addict for dose to 20 years, before I dedded to do something about it. I tried several different techniques to help me stay sober including 3 twelve step programs and follow up therapy. These programs worked for several people I know , but they did not work for me. My Mother approached me about a program called Narconon. She told me that it was much different than the twelve step programs I had tried in the past. Well I did the program and when I finished the program I was so impressed with the results that I decided that for the next five years of my life I would help others in my condition get the help that I did. Narconon helped me to understand, confront, and control my environment, my urges, my reasons for using, my IadK of taking responsibility for my past and present actions. The program helped me see and uderstand the undesirables in my private and public life and how to either handle these or dissconnect from them. I also did what we call a sauna rundown, which when completed leaves the individual 100% drug free and very dear headed, this is really the point when the individual can begin to retain what it is we have to offer. I can honestly say that the Narconon program was well worth the time, effort, and most of all, the personal sacrifices that myself, my son, and my Mother and Father, have all gone through, while doing my program to get me to this winning time in my life. I say lucky, because had he not participated in the program he most likely would not be here with his family and friends. Prior to his participation he had used many different drugs, ranging from Fxtacy to Heroin. He had had bouts with most everything, marijuana, add, extacy, pain killers, and quit at one point. Unfortunately it after he would quit one drug he would move on to something that was more potent and addictive. He started using heroin and it was the drug he couldn't quit on his own. He tried using the local methadone dinic, but that was very unsuccessful. At one point he told me that the addiction to heroin was the worst that he had ever had, and that he wished that there was a way that he could stop. last June with the support of his family, he flew up to Seattle, WA and went through a detoxification of his body. This got everything out of his system. The thing is that he, as well as all of us, knew that he needed a support system to keep him from using again. He went to a great rehab in California that not only gave him a support group but also taught him more about himself and why he was using. He is now dean and is going to college here in Utah. I have known a few people to go through rehabs and there are some that didn't have success but its not because of the rehabs they went to it is because they were sent to rehabs against their own will. The ones that wanted to quit and couldn't on their own have stayed dean because of what they learned in rehab. To those who have never had a loved one dieing from alcohol or drug abuse I am glad for you. For those of you who do there is real help. There is no way I will ever be able to put in words what the Narconon program did for my husband, my children and myself. To see my husband trapped to the addiction of alcohol was like watching my best friend dieing infront of me and I felt hopeless and at times like I was dieing with him. To watch the pain on my childrens fares is something I wish for no mother to ever have to experience. Alcohol was killing all of us. Narconon brought us bads to life. It gave us ability to confront the subject and apply exact tools to exact areas of life. I was so ruined in this area I did not think that help was possible. I have watched someone change before my very eyes into the man I knew was always there. A mirade has happened in my life and it is because of the Narconon Program, it is because of the loving and hardworking staff of Narconon who apply this technology, it is because my husband availed himself and it is because my children and I loved him. When I attended my husbands graduation there were two others who graduated with him. There were students and staff present, family and a number of members of the community there in support. I could not stop crying. As the graduates and the staff and students and members of the community gave there wins and accomplishments in helping others and themselves a very warm and loving group was before me. What I wish is for all people whether they know of someone who has a drug abuse problem or not to attend one of these graduations, meet the staff and observe for yourself. We the people have a major problem of drug abuse that is our problem it is not just the user it is not just his family. I have seen many people, some friends, with hard core drug addiction but none compare the case of my brother. I recall Numerous occasions when he would come home or my father would drive him home because he was so completely incapacitated, His shirt completely covered in his own blood, and infection oozing from his arms. I can not put into words the deep feeling of hopelessness and sorrow I felt for months and months, as you might imagine if one of your closest family members where in a similar situation. This almost killed my parents. Many nights my mother would cry herself to sleep. My brother tried many times to kick his habit, to nc avail. He just exchanged a heroin addition to a methadone addition. Finally after much debate with my parents he agreed to entsr a dreg rehab, Narconon in Newport_ Beach Ca., it was very difficult f,r him, his addition to heroin was so severe that he had to be sent to a special hospital in Seattle to render him unconcious for approximately 3 days for the first of his withdrawal. At this point he was taking 115 mg. of methadone a day, the worst case the doctor had ever seen in. his career was 120 mg. per day. After this he was sent to Newport Beach where he spent an additional 6 months. Upon his return he was like it never happened almost. niuht now he is enrolled in college and has mantained approximately 3.5 grade point average and remains on of the most intelligent people I know. think Some rehabs may not the greatest, but I can tell you I have met some of the staff a Narconon and they are first rate and to • them I am forever grateful, as I now my brother is. I think most of t;.e time the root of a rehabs beino ineffective is the the participants unwillingness to stop using drugs or possibly being sent there against them will. I know for certain if it had not been for Narconon I would be visiting a grave right now. As my husband who has had many dealing with people and their drug problems he now has a different outlook as to how to handle the problem. At first he felt the way was only by using the laws to combat the problem. Now he sees each person has his or hers problems of which were compounded by life and it's problems. My newphew became involved in the use of drugs. Our newphew is a good person and he came to use asking for help. He realized the harm that drugs can bring and the hurt to others. As my husband being of law enforcement it was hard for him to see the other side. - looking for help he came in contact with Narconon. in talking with Narconon, then he realized that our newphew would have to do this by himself. We would support our nephew in any way we could, and give words of encouragement. Both my husband and I are very proud of our nephew and his progress. I have attended some of graduations, and the first time I attended, I was very pleased with the encouragement that all the staff members show towaras the students. If you have any concerns, they are always there to help. The staff members are very friendly and their doors are always open. Since our nephew has been in this program, I have seen a great deal of improvement in him. He is now able to handle life and it's problems and becoming a better person. I believe so much in the importance of drug rehabs, that I have devoted my life to helping others with similar problems, and am currently working at one such center in order to achieve this. Semain r1 LJ I began using drugs like Alcohol, Marijuana, GHB, Ecstasy, Xanax, and LSD at the age of 15. At the age of 16 1 did my first and certainly not my last shot of Heroin. I loved it. It fixed all of my problems and made me feel on top of the world, so I continued using it on a daily basis. I ended up dropping out of high school, stealing, getting arrested (more then once), alienating my family, losing numerous jobs, etc. Since, starting to use drugs I have been arrested numerous times for shoplifting, possession, DUI, and lastly burglary and grand theft. It wasn't until I was 22 years old and still a "junkie" that I made the conscious decision that I wanted to stop doing drugs, but after so long, so many years of daily drug use, I didn't know how to do it. I was physically and mentally shattered and lost. I needed help to get clean. I had tried numerous times to "kick" Heroin on my own, it didn't work. I didn't have the skills to do it on my own, I didn't know how. I was so miserable and physically sick that it was just easier to "use" and actually, at that point, it seemed like the only option that I had. But instead I went to rehab. I finally was able to successfully detox completely, with the help of the people at the rehab. I did the 3 month program and have since been clean for 1 year and 2 months. I am now 24 years old. I am happy and healthy, I just got a car, I have a stable job, and I have a good relationship with my whole family. I now know how to live a sober life. If I would have never went to rehab I would be dead for sure. I don't want to waste your time telling you all of the low -down, dirty, illegal, and disgusting things that l did when I was addicted to drugs. Use your imagination, if you can think of it, I've done it. I was so far gone that I could have never done it own my own. I owe my life to the people at that rehab, because with out them I wouldn't have one. Drug rehabs are extremely important, call around to some, you'll see that all of them are full. If they are taken away then, where will the people, like me, have to turn when they don't know what to do? When they want to stop killing themselves and their families? When they want to fix there lives but don't know how? The world would most definitely turn into a festering melting pot of filth, crime and poverty. Drug rehabs are the light at the end of a very long, dark, hopeless tunnel, for a lot of people today. If drug rehabs are taken away, then you might as well take a gun out onto the streets and start randomly killing innocent people, because that's how most of them will end up. One drug addict effects more then just his self and his family. He effects everyone he comes into contact with, every one he robs, threatens, cheats and lies to and their families. So helping one person through drug rehab really helps and endless number of people. There are always going to be drugs in this world, therefore there will always be drug addicts and taking away rehab is like taking away schools for the children. There will be now way for the drug addicts to rehabilitate. There will be no hope for them. I was using speed and i had also used coke, exsatcey, and pot. I was able to quit using the last three on my own, but speed was a lot hard to quit, and no matter what i tried 1 could not do it on my own. Narconon was the first ever rehab i went to. I will have to admit I was not sure if it would work. But after the first few days, I saw my self again. I saw who I once was before i started using drugs. I meet a lot of people who had been to multiple rehabs and they told me that those rehabs didn't work and that they where using a few weeks or a few months after they finished. Well i went home after I had finished a certain part of my program and I saw my Mom, Dad and Sister for the first time in a month and a half. It was a tearful reunion. They told me that they missed me and that they were glad 1 was getting help. I have since graduated the program. I will have to to admit that Narconon saved my life. If it wasn't for them I would have continued down the road of drug use until I would have ended up in jail or even worse DEAD. I believe in the cause that Narconon is there for and i have since joined staff and have dedicated my life to help save the lives of my fellow men and women. I have lost a friend to drug use and I don't want amybocy to go through what I went through. Thats why i am here now. After I graduated I wanted to continue to help other people in this same struggle that I went through. This struggle against drug addiction. It's a struggle that not many people can win on there own. People who have come very close to losing everything they hold dear. People who have experienced hardships and loss which to many would seem too much to bear. I am one of these people. "Drug addicts" is the term most widely used to describe us. Or once we have attained a decent time of sobriety "recovering drug addicts." I choose to refer to myself as a person who has overcome enourmous odds. a person who is now fully in control of his life. Did 1 do this all on my own? Well, the answer to that question is definitely no. True, 1 did put forth the initiative to seek help and it is the help I sought which saved my life. After having had enough of the "drug life" 1 boarded a plane in South Carolina and flew to California to seek help for my addiction. I enrolled in a long term residential drug treatment center located in Southern California. I am now employed by this center, putting in long hours to do my part to help others attain the same phenomenal wins 1 experienced through the program. You see, it is virtually impossible to permanently stop using drugs on your own. For recreational users it is possible; but for addicts it is another story. Addicts need to be removed from their surroundings and placed in long term treatment centers, such as the one 1 now work for. This is the only way they will ever overcome their addictions and lead productive lives. Talk to any heroin addict on the street or any crack addict and you will hear the same. They may want to stop using but it will never happen unless they seek help. Addiction is a process which gains full control of a being. Physical cravings are too much to handle without proper treatment. Treatment which is being provided through the thousands of drug rehabs operating worldwide. Drug addiction is one of the oldest problems of man and one of the most dangerous. It destroys families, destroys lives, kills our children. and it will eventually overtake our entire world if we do not do something about it. The time is now my friend and the solution is drug treatment centers. 1 am going back to South Carolina in May to attend my best friend's wedding. 1 have been asked to be a groomsman. 1 am now trusted and depended on by my friends and family. 1 am looking forward to seeing my mom and giving her a huge hug. 1 want to tell her how much 1 love her. Until late 80's, it was just marijuana, I had never tried cocaine before. Subsequently once I'd started, it started me down a long dark road. I've been in and out of programs, they never worked. I ended up in prison, behind drugs. Currently, I am in a program, called Narconon, that works not only on a low tech level, but a high tech level. While, at the same time, purging the body of deep seated toxins, this part of the program is called the purification. Together, they actually purge the mind and the body of the negative and the harmful drugs and illusions caused by them, from our beings. The technology teaches us who we left behind, beginning with ourselves, how to pick up the pieces, leave the hurt behind, and live in the present so we can create by our choice our own future. Not one we feel we are forced to follow because of an addiction. Until coming to this program, I had given up hope on ever getting away from the drugs. Because they have experienced all sides of life themselves. They take the time necessary to make sure that we understand, that we learn to pre again, about ourselves, and others. Its literally like being born over again. I use to say, if I could only do it and know what I know now, well now I'm able to do just that, with confidence. And I owe that to this program and those who taught me that there are still people in this world that exist who live by their own words. That is what directed me here. Because I was fortunate enough to have two people come into my life who live it! In every thing they do, who never turned their back on me, and who picked me up and stood by me when I fell. They went through the program themselves years ago, because of who they are, it got me to believe that there was still hope and that I did have a chance. I was always successful at quittlng the drugs and alcohol for a • period of time, but I always ended up relapsing. Quitting is fairly easy, but staying that way is a different story. At these treatment centers, I was crammed with a lot of information in a short period of time and then told to go to NA and AA Meetings. That was the end of my "treatment" and when I would relapse, I would then have to come up with more money in order to enter the program again. For me it was a continual cycle, go to treatment, relapse and go back. The result of these experiences led me to try a different approach. My family and I did some research and found a long term, residential program called Narconon. I found a few things with Narconon that were different from my prior treatment experiences. The first was that it was a long -term program (not just 21 -28 days), and the other major thing that appealed to me was their offer of a guarantee. The guarantee includes a 6 -month "window" during which if I had any problems or relapsed, I could return at NO CHARGE. This included 8 years • of methadone "treatment". I abused opiates for 4 years and was referred to a methadone treatment program as a way to end my addiction to opiates. That in turn led to an 8 year ordeal of using and abusing methadone. It was not until my children intervened and admitted me into a long -term, residential rehabilitation program that I was able to become drug, alcohol and addiction free. Addiction is not something I was able to handle on my own. The methadone program was to be a short-term program to handle my addiction -- it turned into another addiction of its own. Drug rehabilitation is a vital neccessity for anyone in the situation that I was in. It is the only way to break the cycle. It is my hope that you will consider me and others like me when broadcasting your story. Take myself for example; in 1989 when the DARE program was introduced into my elementary school, I was chosen as the spokesman for the Cape May county, New Jersey program. I never thought that i would never have fallen into the traps of drugs but I did. I had a great job, a new son, and a fiancee and i still got hooked. I tried to quit on my own using my family as my motivation and that didn't work. Getting arrested on felony forgery charges didn't scare me into stopping. The only thing that worked for me was coming to Narconon. Here is where I learned that i was the one in control and I needed to make the decision to stop. When you're out getting high you don't REALLY want to stop; you say you do, but you don't know how. Rehabs are where you learn how to do that. We need to have these in our society because with all the money that the government is spending on drug awareness and prevntion, you can stir get almost any drug with little or no effort in most parts of the country. Until we figure out a way to curb usage in this country, we need to be able to help people get off and be an asset to our country. Although I was working two jobs and taking 15 hours at a university on a full scholarship, my life was hardly worth living. I atttempted suicide numerous times, I sabotaged my future, and brought my family to the brink of insanity with me. I was a full blown heroin addict without purpose, joy, or the sense to try and Pot the wreckage I had created in myself and around me. I had a $400.00 a day habit and I soon found myself living on the streets of downtown Dallas. Finally my parents intervened and had me court- ordered to rehab against my will. I'm now 21 years old and completely dean- I don't even take over the counter medicine. From the age of 19 when I completed my first drug rehabilitation program to this Point of sobriety, I went through six rehabs. The reason I'm dean today is because I chose to enroll myself this last time and I had the absolute intention without any reservation of getting dean and reestablishing the control every human being is capable of having in their life. I tried a number of times, though, to detox myself at home and then just stop using but if you are at all familiar with the tern 'dry drunk' you will understand why this isn't possible. Rehab is necessary in the Process of an addict getting dean because one must learn to think differently; act differently; and of course give themselves the time away from restimulation by people, places, and the temptation of drugs to actually heal and grow into a strong person. I commend any addict who makes the attempt to get clean and move from the classification of addict to the one which includes everyone else in the world who isn't sticking needles in their arms. However my own personal recommendation is to not attempt this on one's own ... why make a hard thing harder? Please let me preface what I say by telling you that I have been a professional dealing with youth and drug problems and with drug rehabs since the early 1960's, or, about since the inception of these places. I was a 10probation officer for twenty one years with drug and alcohol caseloads for most of that time and 1 am one of the first certified drug counselors etc etc, I think you know what 1 mean. The need for facilities that will deal with this problem without adding to it (sometimes peoples answers to drug problems is to medicate them with even more drugs for example) is acute. There is little doubt that the biggest problem facing us today in this great country of ours is drug use and not just by the young. It is not a problem that will just go away on the persons own self will. We have known that and effective treatment for alcohol began in 1935 with AA once that was recognized. Drug addicts and alcoholics, despite their sometimes repulsive behavior, still won't and can't get out of the trap by themselves. The most remarkable and effective of all groups that I have had the privilege of working with is Narconcn. She is one of the most loving, caring women I have ever known. Early last year, she went through a series of very painful dental surgeries. She was given Vicodin, Lortab, and a series of pain medication during these surgeries. After all of the dental work was done, she had one very serious problem. She could not get off of the pain medicine, her body writhed in agony and she experienced flu like symptoms. When she went to our Medical doctor explaining she had serious headaches, he also prescribed pain medicine. My beautiful, loving wife turned into the most unpredictable person I have ever witnessed. Money was constantly missing from the checking account and she always blew up when I asked her about this. A once very loving mom who adored her kids, she now blew up at them and did not want to be bothered. We were so perplexed until one night her cell phone rang, and I answered it. The person on the other line was a drug dealer, who supplied Vicodin to any person willing to pay. I confronted my wife, threatening to leave if she did not get help for this very serious addiction. We went together to a series of 12 step meetings, called Narcotics Anonymous.. My wife cried and pleaded with me to try to understand that she craved these like a thirsty person in a desert craves water to live. She also went on to tell me that she no longer needed the drugs to get high, but she had to have them to function normally. She would get violently ill without them. In desperation I logged onto the internet and read about Narconon. is I called the center and the two things that impressed me the most was the success rate. But, I still remained very skeptical, even while putting my wife on a plane to California to go to the center, I called the person who signed her onto the program, and asked what if she relapsed again? She told me that if a person relapses after completing the program, that Narconon allowed for that person to return at absolutely no charge. I logged onto other web sites, all of them, and I could not find any that even came close to offering this. I knew financially, I could not afford to pay again, so this was a great source of comfort. Several weeks passed, and I flew out to see my wife. I was fortunate enough to attend the graduation of many of their successful students. I met many grateful parents, wives, husbands and spouses that shared with me about how the Narconon Program had saved their families from the downward spiral of drug addiction. I even met a Mom, whose son had done the program, only to lose his father a few months after completing the program. She said he went back to Heroin, his drug of choice shortly thereafter. Devastated, she called Narconon. They told her to bring him back to the program at no additional charge. That boy is now a college student, with one of the highest grade point averages in his class. I was so inspired, I flew back home filled with faith about my wife. This faith was not misplaced , my wife has been home for many months, and our life has never been better. Two years ago I was doing cocaine every day. 1 could not stop. 1 tried numerous times, but all to no avail. My friends watched my demise as I started stealing money and ruining my relationships with everyone who loved me. Death was not far around the • corner, but I could not see it. My only goal in life was to get high and blind myself to all my problems. Finally, my parents came to my rescue. 0 They sent me to a rehab in California called Narconon. 1 was completely against it. I didn't think 1 could handle life without drugs. I know that at that moment I wasn't ready though. I needed to work hard on myself in a structured environment to change those old behaviors. I stayed at Narconon for 3 '/: months, I worked had and made the changes in myself that were necessary to stay drug free in the outside world. I have been drug free for a year and a half now, I am an honor roll student at the college I attend, and have wonderful relationships with my friends and family. And, in acknowledgement of my powerlessness, had asked a power greater than me to keep me clean." I loved the `out' that `powerlessness' gave to me. I could `slip' and site my inability to • remain clean alone. I required help to achieve what I had been told I could not do alone. Basically, I had a free pass —I didn't have to accept responsibility because of the fact that I was `powerless'. Regardless, I amassed 8 years of sobriety via this approach. Today, I am back to square one. I used crack for the last two years of my life. I went through a considerable amount of money. Lost good friends, a house and a car. I tell you this not because I like to, but because I feel obligated. AA, CA, NA and other 12 step programs are what they are; an approach to living without drugs and/or alcohol. For me, I did not like being no better off than I was my first day sober or at lease no farther away from using than a whim to do so. My time here at Narconon, has provided a completely different approach. First all previous exposure and ingestion of chemicals has been removed from my body. And in doing so I no longer have physical cravings at all. Second, and perhaps most importantly, I have been taught through the program itself, how the concepts that I have learned relate to my new life, free from addiction. I now have truly practical, useful tools that are indispensable. No matter what I am doing as far as my life goes, there is something I can apply to it, and benefit from this application. By using the tools I have been given, I am growing further and farther away from using. For me this is the true beauty of the Narconon program. Let us consider for a moment, a hypothetical situation: Your daughter has developed a • serious drug dependency. This of course would not only worry you, but eat you up inside, no doubt for a multitude of reasons. And this being the situation, if you had no place to take her or inform her of so that she could help herself, she would then have few choices to make, allowing her freedom from this condition. Fortunately, as Americans, we have freedom, choices if you will. And to keep these choices available to us both sides should be given equal opportunity to voice these opinions. Now, returning to the previously mentioned, hypothetical situation. Obviously I am pro - Narconon, but whether you get help for your daughter at Narconon or somewhere else, she needs help. She may not respond well to us or she may, but in providing this proven approach, you and she are provided yet another option. And the end result, the common goal is that she gets�etter. At that point in time, my cocaine habit had taken over my life and I was losing everything — my home, family, children, and my self - respect. I resisted being in a program at first, but I stayed because deep down inside, I knew I could not go on the way I had been. Today, I am strong, clean and happier than I can ever remember being. I have my parents and Narconon to thank. My parents brought me into the one program that allowed me to get the help I so desperately needed and to repair the damage done to myself as well as my family. Without that I wouldn't be here today. I was eleven (11) years old when I found out about alcohol and how it made me feel uninhibited and eliminated my problems. As I grew older and the problems of living life continued to grow I used drugs and drugs and more drugs as my solution. I continued for the next twenty -one (21) years experimenting with an assorted variety of drugs from A -Z: Alcohol, Marijuana, Cocaine, Methamphetamines, Crack Cocaine, etc. I thought that drugs were only a part of my life, but they were actually controlling my life. Drugs blackened my vision of reality. Down and down I went, every day faster than the day before. I had no real friends and I began routinely stealing from almost everyone, including my parents, to support my habitual drug abuse. My parents had gone through so much pain, grief and anguish that they were to the point of disowning me for good in order to survive themselves. I made many attempts to change my life. I went to three (3) well -known and respected drug rehabilitation centers, numerous half -way houses and participated in hundreds of alcohol and drug meetings to stop using drugs. None of them worked for me. It wasn't because "I wasn't willing" or "I didn't want it enough" or that "I wasn't humble enough" as I had been told. I know now that is was because drugs were still in my body and there were no "real" answers or tools which I could apply that would work. 1 continued to blindly poison myself to death with no end in sight. I had no idea at that point that the Narconon Program had the answers. The secretary at work recommended to my dad that a solution was available. My parents doubted • whether anything could work in my case. Thankfully they still believed in me. I reluctantly admitted that I was not completely in control of my actions and that I was somewhat out of touch with reality. That is all I could admit. Nevertheless, I agreed to at least give it a shot. Having been through so many programs and having been told so many things that didn't work I was very skeptical about anything really working. But I had nothing to lose since I knew sure enough that 1 was headed straight downhill towards disaster at a faster pace than ever before. My years of drug use and abuse had caused so much damage to me physically and mentally that there was no where else to go but Up or D ... Dead! So little did I know at that time! The Narconon Program was different. It worked! I was finally free of drugs and the insanity of drugs. I was free from the downward spiral of death that had me trapped for so many years. I knew for the first time since the insanity began that Freedom and Hope were "real ". I had been almost completely hopeless and, where all other programs had failed to work, this program worked without a doubt. I didn't just feel it, I knew it! I was absolutely amazed! • I successfully walked on a "yellow brick road" paved by Narconon through • the jungle of drugs, confusion and darkness and straight into LIFE! I knew this much for sure. 1 was drug -free. I was happy. I was able to be myself. I didn't have drugs in my body anymore and I could communicate with others ...without needing drugs! In addition, I was never told what to think or how to think. All the other programs and places I had been before, they had told me what to think and how to think. At Narconon, I sweated all the drugs out of my body (I gave my urine and sweat samples and saw the actual results myself) and I learned for myself how to think for myself and how to learn by myself. I only had to apply what I learned. I clearly saw for myself that what I had learned was not only real, and that it worked, but that I could use what I learned to live and survive with the greatest of ease and control. Wow! Not only was I free of drugs, but now I had an arsenal of powerful tools that "worked like magic at my command ". All I had to do was use them. I completed the Narconon Program in 1995. 1 have been drug free for eight (8) wonderful years now! My experiences have been nothing less than life changing! I have found out who I am and I continue to learn more about myself and the world in which we We than I had ever dreamed possible! Since Narconon, I have never needed help or support from anyone. No meetings, support groups, nothing. I am in complete control of my life now! • I'm alive now because I didn't stop looking for answers and more importantly because I was led to the Narconon Program. First I will have to back up and share some things about my oldest daughter, Denise. Denise was a straight A student who never gave us anything but joy. She graduated high school, and about a year later, got a great job and moved into her own apartment. For about 3 years, things could not have gone better for Denise. All of a sudden, she quit calling us, and even if she did, she wanted to borrow money. When she came to the family Christmas Dinner, we automatically knew something was drastically wrong. Denise's eves were glassy, and she seemed to nod off right where she was sitting. My husband called some of her closest friends after she left, and they said she had been acting very weird and hanging around with a questionable crowd. We immediately knew that it was drugs We called a good friend who had been through 0 years of it with her son. We knew that her son was now her pride and joy, and after having lunch with him ourselves, it was hard to believe that this was the same child that caused his Mother so much heartache. After successfully completing 4 different drug treatment centers, we knew that he had relapsed every time up until now. We asked him to please help us to help Denise. He told us that when he attended the other programs, he always felt pulled back, literally, into the drugs. He told us that because he did the sauna, he no longer craves drugs, and that has been the difference in being sober for 8 years now. He gave us the phone number; we confronted Denise, and got her on a plane right away. She got to Narconon, and several weeks later we not only had our girl back, but she was • more loving and appreciative of our family than she had ever been. We were amazed at how she was taking responsibility, and even refused to let us set her up in an apartment upon her returned. She worked? jobs and saved up her money so she could handle everything on her own. She finally shared with us how heavily she was addicted to a variety of drugs, anything she could get her hands on. She also shared that the night before we called her to tell her about Narconon, she had almost died from an overdose of a combination of street and prescription drugs. She thanked us for saving her life and added that she will never forget what the Narconon Program had done for her. We are so impressed at the follow up of this program. They call my daughter to check on her, and have even called us to see how our family is doing. Narconon is about people and families, and about helping. It is our hope that there would be a Narconon in every community, so that drug addiction can be successfully dealt with. Narconon works, it saved our oldest daughter Denise's life! I was encouraged to take a part-time job during high school to learn the value of money. So, from the ages of 16 -20 I held a position managing a "Hot Dog on a Stick". I eventually became a corporate trainer, opening 5 stores in Michigan. I started a savings account when I got myjob and I had a good amount of money saved as well as paying all my bills and car insurance. Needless to say, I never imagined at that point that I would fall into drug use or addiction. I thought I was stronger than that —that I had a good head on my shoulders. Somewhere down the road, I made a wrong turn. I started hanging out with the wrong people, was introduced to methamphetamines and started experimenting now and then. I still had the mindset that I was strong- minded and I would never get addicted. Before I knew it, a year and a half went by and i had no job, a horrible relationship with my family, I was overdrawing my bank account and writing bad checks. and 1 went to jail for the first time on a charge of possession. When I got out of jail, I knew I had to do something to handle this addiction. I tried several times with the help of my family to do it on my own. I could not do it. My' mother suggested I go into a residential rehabilitation center. Based on the fact that I had failed so many times when trying on my own. I agreed to try it at a rehab. It wasn't an easy decision to make, l did not like to admit that I was an addict and drugs had more control of mv_ life than l did. But it was the best decision I ever made. I went into the Narconon program in Southern California. I was in the program for 3 hard • months. However, by taking that time to learn about and look at all of the things I have done and actually confronting the problems in my life, l can honestly say that I have put all that behind me and I am now a better person. I appreciate the good things in life. My focus is on the positive and my friends and family are amazed by the changes in me. 1 feel so good and I owe it to Narconon and the staff who helped me through it. Thank you for your time. Sin erly, Renee Demontreux I decided to stop using drugs a long time ago, many many times. I did. Many, many times. I stopped using heroin. I was still a junky, I was just not using. I looked like a junky, I thought like a junky, I acted like a junky, I resigned myself to the fact that I • would always be a junky, whether I used or not. I might as well use. I went to N.A., I sat around at meetings, talking about using, not using, and how long it had been since we last used. My life still circled around using, without the benefit of enjoying the high. I decided I'd rather be using than talking about using. Once I stopped using, I consequently stopped eating. I realized my problems ran much deeper than drugs. I was doing anything and everything to escape my pain. Once, I went to a psychiatrist and they told me just to talk about my pain. I did. They said that would help. It didn't. I asked them how to deal with pair.. They said nobody really knows. They prescribed me medication. It didn't help. It made me think that if I was going to be medicated, I was going to be medicated, I like my medication better. It had fewer side effects. Once, I went to a hospital to withdraw from heroin and they gave me a more addictive, more expensive prescription. This didn't make sense to me. Throughout all this time, I realized I wasn't living, whether I was using or not, I wasn't living, I didn't know how. Then, I found a place called Narconon. They said they would not medicate me; they would clean my body and my mind and teach me how to live. They told me I would be in a sauna program and everyday teach me the technology or tools to live by. I got scared. Then it hit me, my brain was so dirty and cluttered, that it could use the cleansing. I came to Narconon, I hurt, I screamed, I decided, I learned and I came to • confront and understand. I grew, I gained power and control. I lived. I am not a junky; I am a woman who now works at a drug rehab, helping others to come to the same end that I did, to become a happy, healthy, productive member of society. If deciding to do it is all it takes for someone, more power to them, some of us need a little more help and it is crucial that help, such as Narconon, is there. I started using drugs when I was 15 years old. Over the years, my drug use increased in such a huge way that by the time I was 23 years old I was using drugs on a daily basis. I was smoking pot, snorting cocaine, and smoking speed. I kept this up for the next 7 years until I was 30 years old. During this time, I started my own welding shop and was working full -time on my own. Due to my heavy drug use, I had to close the business — I was high all the time. So for a few years, all I did was commit crimes and use drugs. Then I started manufacturing speed in order to supply my drug use. I was finally arrested at the age of 30 for manufacturing speed. I was sent to jail. My parents came to see me and offered to help me with the understanding that if they did help me get out of jail, I had to go into a residential rehabilitation center. My mother had found Narconon while searching the Internet. When I was released from jail, my parents drove me to Narconon in Newport Beach. I spent the next four months working on the Narconon program. That was 3 years ago. I have to say, that the experience of doing the program at Narconon changed my life. As a matter of fact, my life has never been better. CA la and found them to be very enthusiastic and dedicated to helping solve the problems of addiction to drugs and alcohol.
