CALL MEETING TO ORDER II. APPROVAL OF MINUTES MINUTES OF AUGUST 13, 2015 III. PUBLIC HEARING ITEM(S) ITEM NO. 1. Echo 56 Temporary Sales Office Limited Term Permit(PA2015-142) 5515 River Avenue Summary: A Limited Term Permit application (90 days or more) to allow the use of a temporary sales office associated with a previously approved 24-unit condominium development under construction. Recommended Action: 1. Conduct a public hearing; and 2. Adopt Draft Zoning Administrator Resolution No. _ approving Limited Term Permit No. XP2015-007. CEQA Compliance: NOTICE IS HEREBY FURTHER GIVEN that all significant environmental concerns for the proposed project have been addressed in a previously adopted Mitigated Negative Declaration (SCH No. 2008021075) and an addendum to the Mitigated Negative Declaration. It is the intent of the City to accept the addendum and supporting documents to the Mitigated Negative Declaration since no new environmental impacts and no impacts of greater severity would result from approval of the proposed project. Copies of the previously prepared Mitigated Negative Declaration and supporting documents are available for public review and inspection at the Planning Division or at the City of Newport Beach website at www.newportbeachca.gov/cegadocuments. ITEM NO. 2. Go Greek Yogurt Minor Use Permit (PA2015-121) 3500 E. Coast Highway Summary: A Minor Use Permit application for a take-out service, limited eating and drinking establishment with 6 seats. The applicant proposes to convert the existing vacant suite in a new commercial building into a fresh and frozen yogurt shop. No late hours (after 11:00 p.m.) or alcohol sales are proposed as part of this application. A maximum of three (3) employees would be on duty per shift. Recommended Action: Zoning Administrator- August 27, 2015 1. Conduct a public hearing; and 2. Adopt Draft Zoning Administrator Resolution No. _ approving Minor Use Permit No. UP2015-032. CEQA Compliance: The project is categorically exempt under Section 15301, of the State CEQA (California Environmental Quality Act) Guidelines - Class 1 (Existing Facilities). ITEM NO. 3. Harbor View Mobil Service Station Comprehensive Sign Program (PA2015-136) 2500 San Joaquin Hills Road Summary: An amendment to a Comprehensive Sign Program and Modification Permit to authorize signage for the Mobil Service Station located within the Harbor View Shopping Center. Recommended Action: 1. Conduct a public hearing; and 2. Adopt Draft Zoning Administrator Resolution No. _ approving Comprehensive Sign Program No. CS2015-009. CEQA Compliance: The project is categorically exempt under Section 15311, of the State CEQA (California Environmental Quality Act) Guidelines - Class 11 (Accessory Structures). ITEM NO. 4. 2908 Ocean LLC Lot Line Adjustment (PA2015-127) 2908 and 2914 Ocean Boulevard Summary: A lot line adjustment application to adjust the boundary between two contiguous parcels fronting Ocean Boulevard. Land taken from 2908 Ocean Boulevard will be reallocated to 2914 Ocean Boulevard. There will be no change in the number of parcels. Recommended Action: 1. Conduct a public hearing; and 2. Adopt Draft Zoning Administrator Resolution No. _ approving Lot Line Adjustment No. LA2015-004. CEQA Compliance: The project is categorically exempt under Section 15305, of the State CEQA (California Environmental Quality Act) Guidelines - Class 5 (Minor Alterations in Land Use Limitations). ITEM NO. 5. Big Canyon Lot Line Adjustment (PA2015-090) 1 Big Canyon Drive and 29 Rue Grand Vallee Summary: A lot line adjustment application to adjust the boundary between two contiguous parcels located in Big Canyon. Land taken from 1 Big Canyon Drive will be reallocated to 29 Rue Grand Vallee. There will be no change in the number of parcels. Zoning Administrator- August 27, 2015 Recommended Action: 1. Conduct a public hearing; and 2. Adopt Draft Zoning Administrator Resolution No. _ approving Lot Line Adjustment No. LA2015-002. CEQA Compliance: The project is categorically exempt under Section 15305, of the State CEQA (California Environmental Quality Act) Guidelines - Class 5 (Minor Alterations in Land Use Limitations). IV. PUBLIC COMMENTS ON NON-AGENDA ITEMS Public comments are invited on non-agenda items generally considered to be within the subject matter jurisdiction of the Committee. Speakers must limit comments to three (3) minutes. Before speaking, we invite, but do not require, you to state your name for the record. The Committee has the discretion to extend or shorten the speakers'time limit on non-agenda items, provided the time limit adjustment is applied equally to all speakers. As a courtesy, please turn cell phones off or set them in the silent mode. V. ADJOURNMENT This hearing is subject to the Ralph M.Brown Act.Among other things,the Brown Act requires that the Zoning Administrator agenda be posted at least seventy-two(72)hours in advance of each regular hearing and that the public be allowed to comment on agenda items before the Zoning Administrator and items not on the agenda but are within the subject matter jurisdiction of the Zoning Administrator.The Zoning Administrator may limit public comments to a reasonable amount of time,generally three(3)minutes per person. It is the intention of the City of Newport Beach to comply with the Americans with Disabilities Act("ADA")in all respects. If,as an attendee or a participant at this hearing,you will need special assistance beyond what is normally provided,the City of Newport Beach will attempt to accommodate you in every reasonable manner.If requested,this agenda will be made available in appropriate alternative formats to persons with a disability,as required by Section 202 of the Americans with Disabilities.Act of 1990(42 U.S.C.Sec. 12132),and the federal rules and regulations adopted in implementation thereof.
