TITLE: Traffic Signal Modernization Project - Phase 8 - Award of Construction Contract No.
6079 (15T11/CAP 15-021)
ABSTRACT:
Staff advertised and has now received bids for construction of the eighth and final phase of the multi-year
Traffic Signal Modernization Project and requests City Council approval to award the construction contract
to Pro Tech Engineering Corporation of Anaheim, California.
RECOMMENDATION:
a) Approve the project drawings and specifications;
b) Award Contract No. 6079 to Pro Tech Engineering Corporation for the total bid price of $670,225.00,
and authorize the Mayor and the City Clerk to execute the contract; and
c) Establish an amount of$67,000 (10%) to cover the cost of unforeseen work.
FUNDING REQUIREMENTS:
Sufficient funding is available for the award of this contract. The following funds will be expensed:

DISCUSSION:
At 10 a.m. on August 12, 2015, the City Clerk opened and read the following bids for this project:

The low total bid amount is approximately 17 percent below the Engineer's Estimate of $805,500.00. This
bid is substantially lower than the second responsive low bid of $798,729.00. After subsequent review of
the low bid amount, Pro-Tech Engineering confirmed they can complete the required construction at its bid
amount of $670,225.00. Pro-Tech Engineering possesses a California State Contractors License
Classification (C-10) as required by the project specifications.
Phase 8 of the Traffic Signal Modernization project is the final phase of the multi-year project to update
traffic signal control and communication equipment.
Construction of this project includes:
• Installation of modern traffic signal control and fiber optic communication equipment at existing traffic
signals along the San Miguel Drive corridor and at the Jamboree Road-Marine Avenue/Bayside Drive
and Birch Street/Von Karman Avenue intersections;
• Installation of Closed Circuit Television (CCTV) Cameras at four existing signalized intersections; and
• Installation of fiber optic communication cable on MacArthur Boulevard from Bonita Canyon Drive-
Ford Road to Bison Avenue to close an existing fiber optic network gap.
In addition to the above traffic signal system improvements, fiber optic communication cable and equipment
will be installed at the following City facilities to increase the reliability and efficiency of the City's
communication network:
• Big Canyon Reservoir;
• Mariners Branch Library/Fire Station 6; and
• Fire Station 8 (Newport Coast).
For efficiency purposes, staff incorporated the 2015/2016 Traffic Signal Rehabilitation CIP Project into the
Traffic Signal Modernization project. Rehabilitation of existing traffic signals includes replacement of
equipment that is outside the scope of the Traffic Signal Modernization Project, but is essential to the
operation of the traffic signals. The following intersections will be rehabilitated as part of this contract:
• MacArthur Boulevard/San Joaquin Hills Road and
• San Miguel Drive/Pacific View Drive-Baywood Drive. 11-2
Rehabilitation of the San Miguel Drive/Pacific View Drive-Baywood Drive intersection includes the addition
of protected left-turn phasing to facilitate the northbound and southbound San Miguel Drive left turns.
With completion of Phase 8, all 123 of the City-operated traffic signals will be integrated into the City's
Traffic Management Center in the Civic Center utilizing a new fiber optic connection to the City's existing
ethernet network.
Pursuant to the Contract Specifications, the contractor will have 100 consecutive working days to complete
the work.
ENVIRONMENTAL REVIEW:
Staff recommends City Council find this project exempt from the California Environmental Quality Act
("CEQA") pursuant to Section 15301 (for repair, maintenance and minor alteration of existing public
facilities with negligible expansion) of the CEQA Guidelines, California Code of Regulations, Title 14,
Chapter 3, because it has no potential to have a significant effect on the environment.
NOTICING:
The agenda item has been noticed according to the Brown Act (72 hours in advance of the meeting at
which the City Council considers the item).
