ITEM NO.2 MILLER RESIDENCE GRADE ESTABLISHMENT APPEAL(PA2015-120)
Site Location: 1608 West Ocean Front
Continued from August 6, 2015 and August 20, 2015
Summary:
An appeal of the Community Development Director's establishment of grade for purposes of determining
height in accordance with Section 20.30.050 (Grade Establishment) of the Zoning Code for the
construction of a new single-family residence. The applicant desires to use a higher average grade than
the grade elevations determined by the Community Development Director.
CEQA Compliance:
The project is categorically exempt under Section 15303, of the State CEQA (California
Environmental Quality Act) Guidelines - Class 3 (New Construction or Conversion of Small
Structures).
Recommended Action:
1. Conduct a de novo public hearing, and
2. Adopt Resolution No. denying the applicant's Appeal to Planning Commission
and upholding the Community Development Director's establishment of grade.

Summary:
Discuss the Local Coastal Program Implementation Plan.
CEQA Compliance:
This item is covered by the general rule that CEQA applies only to projects, which have potential for
causing a significant effect on the environment. Where it can be seen with certainty that there is no
possibility that the activity in question may have a significant effect on the environment, the activity is
not subject to CEQA(CEQA Guidelines Section 15061(b)(3)).
Recommended Action:
1. No formal action will be taken. Review and discuss the proposed Implementation Plan.

ITEM NO. 2 VERIZON WIRELESS FACILITY(PA2014-125)
Site Location: 1501 Superior Avenue
Continued from July 23, 2015
SUMMARY: A Conditional Use Permit to allow 12, eight-foot antennas, one microwave dish, 12
RRU's, and support equipment cabinets behind a new 12-foot tall parapet screen
wall on the roof of an existing office building. The new parapet screen wall would
exceed the maximum height limits of 50 feet by 5 feet. The proposed support
equipment will include three equipment cabinets, two battery cabinets, three fiber
demarcation boxes, two GPS antennas, and one generator all within the existing
office building.
CEQACOMPLIANCE:The project is categorically exempt under Sections 15301 and 15303, of the
State CEQA (California Environmental Quality Act) Guidelines - Class 1 (Existing
Facilities) and Class 3 (New Construction).
Principal Planner Jim Campbell gave a presentation summarizing the applicants'
request.
The Planning Commission voted to approve the project with the recommended
changes to the conditions proposed by staff.
