REGULAR MEETING
6:30 p.m.
I. CALL TO ORDER—Chair Kramer called the meeting to order at 6:30 p.m.

IV. PUBLIC COMMENTS
Jim Mosher commented on Zoning Code regulations relative to building heights and how they are measured.
He added that there seems to be no uniformity across the country as how building heights are measured.
He referenced practices by other municipalities and expressed concerns with the City's code interpretations.
V. REQUEST FOR CONTINUANCES
Deputy Community Development Director Brenda Wisneski reported that, relative to Item No. 3 on the agenda,
the applicant is requesting continuing the matter until the Planning Commission meeting of September 3, 2015.
In response to Secretary Koetting's question, Deputy Community Development Director Wisneski stated that
when requests for continuance are received, staff makes an effort to contact interested parties to communicate
same.
Motion made by Commissioner Weigand and seconded by Vice Chair Brown to continue Item No. 3 of the
agenda to the Planning Commission meeting of September 3, 2015.

VI. CONSENT ITEMS
ITEM NO. 1 MINUTES OF AUGUST 6,2015
Recommended Action: Approve and file
Chair Kramer reported submitting modifications to the minutes as well as Commissioners Zak and Hillgren and
Mr. Jim Mosher.
Deputy Community Development Director Wisneski offered additional modifications.
Motion made by Chair Kramer and seconded by Secretary Koetting to approve the Planning Commission
meeting minutes of August 6, 2015, as amended.

VII. PUBLIC HEARING ITEMS
ITEM NO.2 VERIZON WIRELESS FACILITY(PA2014-125)
Site Location: 1501 Superior Avenue
Continued from July 23, 2015
Principal Planner Jim Campbell referenced the information and contained in staff report. He highlighted the
location, existing conditions, new parapet screen proposal, heights of the antennas, original and current
proposals, and recommendation for approval of a 12-foot rooftop screen wall. He reported there will be no
interference with properly working medical equipment and addressed notification of tenants, noticing, and the
ability to potentially collocate a second carrier on the roof of the building. He acknowledged receipt of and
provided responses to written comments from Mr. Jim Mosher including suggested changes to the
resolution.
Chair Kramer opened the public hearing.
Rachel Davidson, on behalf of Verizon Wireless, addressed the proposed eight-foot antennas and the signal
propagation issue.
In response to a question by Secretary Koetting, Ms. Davidson reported reviewing the additional changes to
the conditions and agreed to them as written.
Commissioner Zak asked regarding conditions relative to frequencies and potential interference with medical
equipment and asked if the standard indemnification condition would protect the City should there be any
interference.
Assistant City Attorney Michael Torres indicated that the condition would require the applicant to indemnify
the City should there be any claims or damages.
Chair Kramer closed the public hearing.
Motion made by Commissioner Lawler and seconded by Commissioner Weigand to adopt Resolution No.1991
approving Conditional Use Permit No. UP2014-033 incorporating comments from Mr. Jim Mosher.

ITEM NO. 3 MILLER RESIDENCE GRADE ESTABLISHMENT APPEAL(PA2015-120)

Continued from August 6, 2015
This matter was continued to the Planning Commission meeting of September 3, 2015, per the applicant's
request and motion under Requests for Continuance.
VIII. STAFF AND COMMISSIONER ITEMS
ITEM NO.4 MOTION FOR RECONSIDERATION - None
ITEM NO. 5 COMMUNITY DEVELOPMENT DIRECTOR'S REPORT
1. Update on the General Plan/Local Coastal Program Implementation Committee
Deputy Community Development Director Wisneski reported that the General Plan/Local Coastal Program
Implementation Committee will meet next Thursday, afternoon to review comments from the Coastal
Commission and the next version of the public draft. The Planning Commission will review the item during a

study session at its meeting of September 3, 2015. A second study session will be held during the second
meeting in September to continue a detailed review of the document.
2. Update on City Council Items - None
3. Improving Visibility of Posted Public Hearing Notices
Deputy Community Development Director Wisneski reported that the City Clerk posts public hearing notices for
City Council as well as the Planning Commission. She provided information on the noticing process and
reported that going forward; they will be printed on larger paper and in color.
4. Development Tracking
Deputy Community Development Director Wisneski addressed development tracking including the City's GIS
mapping feature, background, regulations limiting the types of development throughout the City, related General
Plan amendments and development capacity.
Discussion followed regarding the significance of 80% relative to the green light initiative.
Members of the Commission commented positively on the information available on the City's website.
Discussion followed regarding on-going construction projects.

IX. ADJOURNMENT
There being no further business to come before the Planning Commission, the meeting was adjourned at
7:02 p.m. to the Planning Commission meeting of September 3, 2015.
The agenda for the Planning Commission meeting was posted on Friday, August 14, 2015, at 11:39 a.m. in
the Chambers binder, on the digital display board located inside the vestibule of the Council Chambers at
100 Civic Center Drive and on the City's website on Friday, August 14, 2015, at 11:43 a.m.
