CALL TO ORDER—The meeting was called to order at 3:30 p.m. Staff Present: Brenda Wisneski, Zoning Administrator David Lee, Planning Technician Jamie Murillo, Senior Planner B. MINUTES of September 10, 2015 Action: Approved C. PUBLIC HEARING ITEMS ITEM NO. 1 521 Orchid Avenue Tentative Parcel Map No. NP2015-012 (PA2015-145) Site Location: 521 Orchid Avenue Council District 6 David Lee, Planning Technician, provided a brief project description stating that the applicant is requesting approval of a tentative parcel map for condominium purposes and no waivers of Title 19 are proposed. An existing duplex has been demolished and a new duplex being built to condominium specifications is currently under construction. Mr. Lee explained that staff was able to make all of the required findings to recommend approval of the parcel map to the Zoning Administrator. Mr. Lee addressed comments submitted prior to the meeting regarding Condition No. 3, stating that tentative parcel map applications allow for conditions to be made on public improvements adjacent to the property. He also discussed a comment regarding the Hong Kong Orchid tree, which was revised to the Bauhinia Variegata (purpurea)due to a recent change in Council Policy regarding City trees. Mr. Lee further stated that a typing error for Condition No. 5 was revised and that standard Planning Department conditions were added in the revised resolution. Applicant Nanci Glass of Nicholson Companies, on behalf of the property owner, stated that she had reviewed the draft resolution and the required conditions. The Zoning Administrator opened the public hearing. One member of the public, Jim Mosher, spoke and had two comments. He wanted further clarification regarding the public improvements required by Condition No. 3. He also indicated that the new Council Policy regarding city trees intends to give flexibility and choice for land owners. Jamie Murillo, Senior Planner, addressed the public improvements and stated that the City has the right to require public improvements adjacent to the property. He also addressed the street trees, stating that Public Works designates street trees based on the width of the parkway and location. Zoning Administrator Wisneski indicated that Condition No. 21 would be revised to give flexibility to ensure that the condition will be consistent with the new Council Policy. Another member of the public, Cathy Marconi raised concern regarding the setback from the alley and height of the proposed duplex. The applicant responded that the alley setback and building height are in conformance with the City's development standards.
