Newport Beach City Arts Commission
Thursday, February 9, 2012 – 5:00pm

Convened at 5:00pm
Call to Order and Roll Call:
Commissioners Present: Robyn Grant, Chair; Rita Goldberg, Secretary; Robert Smith, Vice Chair; Gil
Lasky; Christopher Trela; Carole Boller, Arlene Greer
Commissioners Absent: None
Staff Present: Nancy Gardner, Mayor
Cynthia Cowell, Library Director; Melissa Kelly, Support Services
Coordinator; Jana Barbier, Cultural Arts Coordinator
Public Present: Carmen Smith
Public Comments: Arts Commission Chair Grant announced that due to a technical issue
on the agenda, there could be no vote during at the February 9
meeting. Grant opted to discuss several agenda items without
voting.
Carmen Smith from the Newport Beach Arts Foundation presented a
check for $1,310.00 to the City Arts Commission. The funds were
from sale of artwork at Art in the Park in June of 2011.
Commissioner Grant thanked Mrs. Smith and the Foundation and
noted that she’d write a note of appreciation. Carmen Smith also
announced that the Arts Foundation’s next meeting would be at
SCAPE Gallery in Corona del Mar.
Approval of Minutes - January 12, 2012 Approval of minutes postponed until March 8
meeting. Commissioner Goldberg noted that the line-up of concerts had been changed and asked that this
be reflected in the February 9 minutes.
Current Business:
A. Items for Review and Discussion
1. Commissioners reviewed the staff report and calendar
2. Commissioners reviewed correspondence
Commissioner Goldberg reminded commissioners that the Autry National Center Museum Tour was on
February 16.
B. Items for Review and Possible Action
1. Concerts in the Parks - Commissioner Goldberg noted that the line-up of concerts had been
changed and that both Celtic and Jazz music would be part of the summer concert series.

Commissioners Boller and Greer updated the commission on the Newport Beach Art Exhibition and Sale on
April 14. It was noted that Mayor Gardner would attend. Commissioner Boller announced that she would
provide a schedule for the day’s duties. Commissioners asked staff to add a bass player to the musical
offering on April 14. Commissioner Boller stated that she’d secured a judge, artist Tom Lamb, to select the
exhibition awards. Commissioner Goldberg asked if an award category for photography had been added,
and Boller responded yes. Staff noted that the registration form for this event was on the City website:
www.newportbeachca.gov under Departments/Cultural Arts/NB Art Exhibition and Sale.
The display of the Lenahan watercolors at Oasis was discussed. A reception for the artwork would take
place on March 1 from 4-5pm. Commissioner Boller recapped the Lenahan donation process and showed a
restored and reframed painting from the collection. Commissioner Smith asked if one painting would go
permanently to the Balboa Yacht Club and thanked Commissioner Grant for all of her work on this.
2. Review Budget - Library Support Services Coordinator Melissa Kelly passed around an updated list
of expenses to date, as well as a list of annual costs for the Arts Commission’s events. Discussion
regarding whether to designate $20,000 of the $40,000 that the Arts Commission uses for Cultural
Arts Grants specifically for Cultural Arts Grants in 2012-13. Arts Commissioners discussed this and
decided to keep the funds designated as they currently are to provide more flexibility.
Arts Commissioners discussed the museum tour expenses and revenue and decided to ask City Council to
increase their expenses in the preliminary budget to offset the programming costs for the tours.
Performing Arts
A list of bands and dates was discussed. Shakespeare by the Sea performances were confirmed for July 7/8.
The tour to the Autry National Center was considered, and last minute details were discussed.
NBAF
Commissioner Greer stated that the next Arts Foundation meeting was planned at the SCAPE
Gallery on March 14, and that the address is 2859 E. Cost Hwy. The Art in the Park event is
scheduled for June 16.
Art in Public Spaces
Commissioner Smith recapped the sequence of requests regarding the decision not to accept the
“Skydivers” sculpture from the Irvine Co.
Publicity
Commissioner Grant welcomed Mayor Gardner and noted that she would be the liaison to the Arts
Commission.
Announcements – Library Director Cowell announced that the last steel beam had been placed for
the additional library space being constructed.
