Call to Order and Roll Call:
Commissioners Present: Robyn Grant, Chair; Robert Smith, Carole Boller,
Gil Lasky, Wendy Brooks, and Chris Trela
Commissioners Absent: Rita Goldberg

Approval of Minutes: It was MSP (Lasky/Brooks) to approve the August 12, 2010
minutes.
Continued Business:
Staff Report /Correspondence - Reviewed and filed. Commissioner Boller reminded
everyone that the artist’s reception (Marian Jones) had been cancelled for the following
Monday. Commissioner Brooks asked that the Cultural Arts Grant Committee be changed
to Cultural Arts Grants Committee.

New Business:
Listing to the Newport Beach Register of Historic Properties: Rawlins Solar House,
804 S. Bay Front.

Commissioner Trela stated that he had been heading up a committee to review the
status of the Newport Beach Historical Property Register, and what designation the
Rawlins Solar House should have. Trela passed around a report in assessing the
property and the issue was discussed at length.
Several criteria were considered with regard to listing the Rawlins Solar House on the
City of Newport Beach Register of Historical Property, including a review of existing
properties of historical and architectural significance, and specifications and photos of
the Rawlins Solar House. Trela asked several questions including what class
designation the property should have and also whether the property fit within the same
framework/class distinction as the Balboa Pavilion.
Kathleen Bowden, Economic Development Coordinator explained the process for
registering property on the Newport Beach Register of Historical Property.
Requirements include the owner submitting a written request, environmental impact
report, age of the property, architectural significance and review by an architectural
historian. Bowden explained and discussion ensued as to the differences and similarities
between the National Register of Historical Properties and the Newport Beach Register
of Historical Properties. It was reported that the owner of the property would not
receive any financial gain from the listing. The Rawlins House was built in 1968 by
John Lautner. The City Council Policy was reviewed and discussed.
Laura Janssen of the Historic Resources Group discussed other structures built by
architect, John Lautner; and gave some background on the architect. She explained
that each Lautner building was unique and that the Rawlins Solar House was on the
national register. Commissioner Boller inquired as to why the decision had to be made
right away and it was explained by Ms. Jansen that the owner of the Rawlins Solar
House had the home for sale and that including the home on the Newport Beach
Historic Register was a source of pride for the owner.
It was MSP (Smith/Trela) to recommend classifying the Rawlins Solar House on the
Newport Beach Register of Historical Property as a Class 2 property. A vote was taken:

Christopher Trela – Class 2
Wendy Brooks – Class 1
Carole Boller – Class 2
Gil Lasky – Class 1
Robyn Grant – Class 2
The Arts Commissioners discussed this item being reviewed by City Council on
September 14. Chris Trela was intending to write a synopsis/letter to City Council on
behalf of the Arts Commission before that date.
Cultural Arts Grants (2010-11)
The Cultural Arts Grant applications were discussed. Each Arts Commissioner had the
opportunity to review the applications of each organization during the week prior to the
meeting. Rita Goldberg was out of town and had not forwarded her recommendations to
the Arts Commission.

Commissioners made their recommendations and each project was discussed at length.
Commissioner Smith noted several Arts Commission projects that would require
additional funding this year, including the public art lecture series and an additional
concert. Discussion ensued as to retaining some of the Cultural Arts Grant funds for
use by the Arts Commission for public programming.
Following further discussion, it was MSP (Boller/Lasky) to recommend the following
funding levels be forwarded to City Council for approval:
Newport Harbor Nautical Museum $2,000
Baroque Music Festival $3,500
South Coast Repertory $2,000
Southland Opera $2,000
NB Art Collection Advisory Committee/
Ruth Stoever Fleming Art Collection $2,000
Festival Ballet Theatre $1,000
NB Film Festival $5,000
NB Sport Museum $0
OC YMCA $1,000
City Arts Commission $21,000
