HomeMy WebLinkAbout11/14/2013 - City Arts Commission - 01 Draft Minutes DRAFT Newport Beach City Arts Commission Meeting Minutes Thursday, October 10, 2013 — 5:00pm Central Library Friends Meeting Room Convened at 5:00pm 1) Call Meeting to Order Chair Goldberg called the meeting to order. 2) Roll Call Commissioners Present: Rita Goldberg, Chair Arlene Greer, Vice Chair Caroline Logan, Secretary Michaell Magrutsche Charles Ware Judy Chang Robert Smith Staff Present: Tim Netherton, Acting Library Services Director Natalie Basmaciyan, Adult Services Coordinator Michael Torres, Deputy City Attorney Council Present: Nancy Gardner, Council Member Public Present: Jim Mosher Peggy Spaulding Carmen Smith Nicole Shine 3) Public Comments Peggy Spaulding discussed the planning behind Art in the Park, noting that it will take place in the Civic Green. There is a greater quality of art this year, with enthusiastic artists participating. The money raised from this event goes toward the marine sculpture, the McFadden Centennial, Concert in the Park, and Shakespeare by the Sea. The event starts at 10am, with the seventy vendors arriving earlier to set up their booths. Families and friends are invited to join, celebrating art and enjoying food and beverages. Friends of the Library will have their own booth, where they will be selling books. This event is pivotal in raising awareness of the arts, as well as helping local artists secure sponsorships and advertising. Jim Mosher suggested minor changes to the minutes regarding specific open items as presented in his handout. The Cultural Arts grant application deadline will pass on September 27, and noted that Tim Hetherton's Cultural Arts report will give an update on the status. The Sculpture in the Park Administrator RFP application deadline was September 18 and is no longer on the City's website. He is hoping for an update. Finally, the process for the selection of a new Library Services Director was reviewed on August 16th and the City Manager passed a timeline for the selection process. The Executive Recruiter Teri Black was supposed to speak to the Library Foundation, City Arts Commission, and Friends of the Library, and he is curious if they have been contacted. He would also like follow-up on the status of the Arts Coordinator position. 1 DRAFT Chair Goldberg thanked Ms. Spaulding and Mr. Mosher for their comments. 4) Approval of Minutes Chair Goldberg asked for an approval of the minutes. Commissioner Greer asked to include in the minutes her handout which included two paragraphs of her report on the Hilbert Reception which she gave to Tim Netherton to be noted. It was moved, seconded and passed (Commissioner Magruts+che/Commissioner Smith) to approve the September 12, 2013 minutes with Mr. Mosher's corrections and adding Commissioner Greer's paragraphs as amended and agreed upon at this meeting. Motion carried by all Commissioners in attendance. Chair Goldberg asked the commissioners to introduce themselves, as there are two new commissioners and it would be a good opportunity to get to know one another. Commissioner Charles Ware began, noting that he is a design professional and has spent a great amount of time traveling through Asia and the Middle East. He explained the principles of urban design and landscape and how it appeals to him. Commissioner Judy Chang is a long time resident of Newport Beach and has a passion for arts, as well as traveling to many surrounding art shows. Commissioner Caroline Logan has participated in City events since she was a child and has spent the last twelve years on the Board of Directors for Speak Up Newport that provide an arena for people to problem solve issues within Newport Beach. Commissioner Michaell Magrutsche is an artist with a background in television and visual arts, as well as a certified life coach. Commissioner Arlene Greer has been on the Arts Commission since 2011 and noted her previous affiliations some of which included serving as president of an opera company and vice president of a ballet company. She has done extensive work in fundraising, including the Orange County High School for the Performing Arts when it was located in Los Alamitos High School. Chair Rita Goldberg is in her sixth year with the Arts Commission, and has been a resident of Newport Beach for over thirty years. She is an editor for a local magazine. Commissioner Robert Smith is also in his sixth year on the Arts Commission, and a thirty-five year resident of Newport Beach. He serves on the Board of Directors for the Discovery Science Center and other arts and cultural institutions. 5) Current Business A. Consent Calendar- 1. Cultural Arts Activities - Monthly review of cultural arts activities from the Library Administrative Office for upcoming Library and City arts events and services. 2 DRAFT 2. Correspondence and Press - Review of Arts Commission correspondence and/or marketing materials. 3. Financial Report- Nothing attached. Chair Goldberg asked for comments regarding the Consent Calendar. Mr. Mosher asked to review the financial report, noting that he was unable to locate it online. Chair Goldberg concurred that it was also not in her packet, asking that it be tabled until it can be located. It has not been a consistent agenda item but now that there are various people helping with the implementation, it can be moved. B. Items for Review and Possible Action — 1. Review of Ad Hoc Committee Names and Assignments Chair Goldberg noted the purpose of the Ad Hoc Committees to meet and discuss relevant matters effectively and efficiently in a smaller setting. Some of the committees have changed since their inception. Chair Goldberg discussed the explanation of each committee/assignment/chair. Any commissioner wishing to attend another committee may arrange to do so. Michael Torres noted the importance of having a motion for the Consent Calendar. It was moved, seconded and passed (Commissioner Greer/Commissioner Goldberg)to approve the Consent Calendar as presented. Motion carried by all Commissioners in attendance. Chair Goldberg presented a proposal for the establishment of Ad Hoc Committees. The, Art in Public Spaces Ad Hoc Committee is no more, and is now the Newport Beach Civic Center Sculpture Garden Ad Hoc Committee. The role of this committee will be to work in an advisory capacity with the appointed consultant/staff to implement the Sculpture Garden. It was moved, seconded and passed (Commissioner Greer/Commissioner Smith) to rename the Art in Public Spaces Ad Hoc Committee to the Newport Beach Civic Center Sculpture Garden Ad Hoc Committee as presented by Chair Goldberg in the handout. Motion carried by all Commissioners in attendance. Chair Goldberg appointed Commissioners Smith, and Ware on this committee. It was moved, seconded and passed (Commissioner Logan/Commissioner Greer) to assign Chair Goldberg, Commissioner Smith, and Commissioner Ware to the Newport Beach Sculpture Garden Ad Hoc Committee. Motion carried by all Commissioners in attendance. Chair Goldberg noted that there will be no change and no vote needed on the Fine Arts Ad Hoc Committee. Commissioners Greer and Magrutsche will remain on this committee, with Commissioner Greer as Chair. Chair Goldberg noted that the Performing Arts Ad Hoc Committee, the Museum Tour Ad Hoc Committee, and the Arts Foundation Liaison Ad Hoc Committee will remain the same. Chair 3 DRAFT Goldberg noted that the Master Plan Ad Hoc Committee for city-wide visual and public art installations would revert back to its original name, Master Public Art Site Plan Ad Hoc Committee. This committee's role is to evaluate public places, and surrounding grounds, within the City of Newport Beach, specifically parks and community use buildings, for appropriateness to host art. This committee will provide a document (a spread sheet) and accompanying photos or images that will serve to identify the suitability of art placement within Parks and Public Amenity Use Buildings within Newport Beach. The information gathered by this committee will serve as a useful tool in the ability to determine the feasibility of accepting or acquiring art as opportunities arise. It was agreed that the chair for this committee will be Commissioner Magrutsche and Commissioners Logan and Ware will also serve. It was moved, seconded and passed (Commissioner Greer/Commissioner Smith) to assign Commissioner Magrutsche as Chair and Commissioner Ware to the Master Public Art Site Plan Ad Hoc Committee, with Commissioner Logan supporting. Motion carried by all Commissioners in attendance. Chair Goldberg introduced a new sub-committee, titled Civic Center Art Placement Ad Hoc Committee, with Commissioner Greer and Commissioner Chang attending and Chair Goldberg as chair of this committee. The committee will work with the Civic Center to decide upon new art to be placed at the Civic Center. It was moved, seconded and passed (Commissioner Greer/Commissioner Magrutsche) to assign Chair Goldberg as chair, with Commissioner Greer and Commissioner Chang, to the Civic Center Art Placement Ad Hoc Committee. Motion carried by all Commissioners in attendance. Chair Goldberg added another new committee, Art Owned by the City of Newport Beach Ad Hoc Committee, stating that the purpose of this committee will evaluate the art currently owned by or in the possession of The City of Newport Beach and make recommendations for placement as deemed appropriate. This committee will use the document prepared by the Master Site Plan Committee as a tool for placement of art. It was moved seconded and passed Commissioner Smith/Commissioner Logan to assign Commissioner Greer as Chair, with Commissioner Ware and Commissioner Chang as members, to the Art Owned by the City of Newport Beach Ad Hoc Committee. Motion carried by all Commissioners in attendance. Chair Goldberg noted that all Commissioners now have a list of all noted committees, roles and members. C. Monthly Reports - 1. Art in Public Spaces Ad Hoc Committee renamed as Newport Beach Sculpture Garden Ad Hoc Committee— Commissioner Logan discussed the published RFP that outlined an artist creating a temporary sculpture for the Garden, and it is scheduled to be in place next May, commemorating the one- year anniversary of The Civic Center. Only two applications were received and Senior Staff is reevaluating the manner in which it was advertised and how they plan to move forward. 4 Commissioner Smith noted that the timeline is under review. City Council has approved a $125,000 budget for this project, but this position may not have been properly advertised and there will be follow-up on how this item will proceed. 2. Fine Arts Ad Hoc Committee Commissioner Greer discussed the upcoming plans for the Newport Beach Art Exhibition and Sale, which is normally held in April but will be held in June, at the Community Room, barring availability. They would like to increase the citizen participation, as well as the number of participating artists. Instead of having the artwork displayed only for the four-hour event, it is proposed that the artists' pieces would be displayed the entire month. However the committee is currently just seeking approval for moving the event to June. It was agreed to move it to June. If weather didn't permit it to be outside, it could always be moved into the Community Room. 3. Performing Arts Ad Hoc Committee Chair Goldberg noted that this committee has been sunsetted, therefore having nothing to report. 4. Museum Tour Ad Hoc Committee Commissioner Greer noted the James Turrell exhibits at the Irvine Museum, the Getty Villa, the San Diego Museum of Art, and the Los Angeles County Museum of Art (LACMA), and distributed the overview that she had read aloud and proposed a February bus tour to the LACMA. It was moved, seconded and passed (Commissioner Greer/Commissioner Magrutsche) to appoint Commissioner Chang to the Museum Tour Ad Hoc Committee. Motion carried by all Commissioners present. It was moved, seconded and passed (Commissioner Greer/Commissioner Magrutsche) to approve the museum bus tour to view the exhibits by James Turell at the Los Angeles County Museum of Art hopefully in February. Motion carried by all Commissioners in attendance. 5. Arts Foundation Liaison Ad Hoc Committee Commissioner Smith shared that effort is being put into the Art in the Park event, to be held on Saturday, October 12 from 10:OOam to 5:OOpm. There has been a huge push with social media and email blasts to promote the event to residents. It is their largest fundraiser of the year and they are hoping for a large turnout. 6. Publicity Ad Hoc Committee Chair Goldberg noted that there is no Publicity Ad Hoc Committee as Staff does the publicity in- house, and this committee should be removed from all future agendas. It was moved, seconded and passed (Commissioner Greer/Commissioner Magrutsche)to remove the Publicity Ad Hoc Committee from all future agendas. Motion carried by all Commissioners in attendance. 7. Cultural Arts Grant Ad Hoc Committee 5 DRAFT Chair Goldberg noted that all applications have been received and an upcoming meeting will discuss funding allocations. 8. Master Plan Ad Hoc Committee for City-Wide Visual & Public Art Installations to be referred to as Master Public Art Site Plan Ad Hoc Committee - Commissioner Logan stated that there was a request for comprehensive application forms for people who wanted to do more than just donations and the committee has created a form that includes people applying for art to be a donation, exhibition, or purchase for the City of Newport Beach. This form is already available on the website and they continue working with Michael Torres in these efforts. Commissioner Logan noted that at the next meeting, Michael Torres would have a report on the I- 11 document, as only an incorrect copy is currently available. Chair Goldberg clarified the role of this committee as noted in her handout. 6) City Arts Commission Announcements or Matters Which Members Would Like Placed on a Future Agenda for Discussion, Action or Report (Non-Discussion Item) Commissioner Greer stated that Mr. Hilbert had requested to make a presentation to the City Arts Commission of his work and collections, both original work and reproductions, with the help of his curator, Gordon McClellan. It was moved, seconded and passed (Commissioner Greer/Commissioner Smith) to invite Mr. Hilbert to a future meeting to discuss the possibility of presenting his original and reproduced works at an exhibit. Motion carried by all Commissioners in attendance. 7) Public Comments on Non-Agenda Items Jim Mosher noted that discussing the possibility of having Mr. Hilbert come to a future meeting is an excellent topic and the public should be notified. Additionally, Newport Beach does not have a Cultural Arts Department and now would be a good time to update the City Website with the two new Commissioners and to post the distributed list of Ad Hoc Committees, what they are doing and who the committee members are. It would be beneficial for residents to see what is being accomplished by the committees. He noted that the Arts Commission might be interested in the project Uptown Newport which was approved by City Council. There was also some discussion about the difficulty in recording the meetings and a solution might be having meetings in the City Council Chambers, as the technical equipment is already in place. Possible review of the Commission's By-Laws was also noted to possible change the date and time of the meeting. 8) Adjournment—6:29p.m. Submitted by: 6
