At the April 8th City Council Study session, staff presented the Arts Orange County proposal for
preparation of an Arts Master Plan. City Council reviewed the proposal and recommended that the Arts
Commission proceed with urgency on the Arts Plan. Council stated that the Arts Commission has a
broad mandate to change existing policies, and to not be constrained by the status quo.
Council recommended that the Arts Orange County Master Arts & Culture Plan take a bold, broad‐
based, inclusionary approach that gives equal regard to all creative disciplines. This approach should
also be taken when considering the City’s cultural assets, which includes venues, public art, arts
organizations, galleries, creative businesses, and individual artists.
Council recommended that Arts Orange County review and consider master art plans from other cities.
A review of various arts funding mechanisms in other municipalities should also be conducted.
As a first step, the Arts Orange County Master Arts & Culture Plan recommends that the Arts
Commission appoint a Steering Committee as an Ad Hoc Sub Committee to guide the actions of the plan
and make strategic decisions.
