CALL TO ORDER—The meeting was called to order at 3:30 p.m. Staff Present: Brenda Wisneski, Zoning Administrator Jason Van Patten, Assistant Planner Melinda Whelan, Assistant Planner B. MINUTES of September 24, 2015 Action: Approved C. PUBLIC HEARING ITEMS ITEM NO. 1 4340 Von Karman Condominium Conversion No. CC2015-001 and Tentative Parcel Map No. NP2015-001 (PA2014-230) Site Location: 4340 Von Karman Avenue Council District 3 Jason Van Patten, Assistant Planner, provided a brief project description stating that the request was to convert a four-story office building to nonresidential condominiums. He indicated that the project included a request to waive separate sewer and water connections to each unit. Mr. Van Patten noted that staff supported the waiver and that it would eliminate the need for significant alterations to the site. He further noted that the Municipal Operations Department accepted the request provided the owner formed an Association to ensure the timely payment of water and sewer fees. Mr. Van Patten provided an overview of the parking required for the building and surrounding buildings and noted that the available spaces in the parking lot were sufficient in meeting the parking requirement. He then provided a revised resolution with additional language in Finding A, Facts in Support of Finding, in order to provide additional details. Mr. Van Patten stated that a special inspection was conducted of the property and clarified that the minor safety violations found during this inspection will be corrected prior to the building becoming condominiums. Zoning Administrator Wisneski requested that condition nos. 6 and 14 indicate that they are required prior to map recordation. Applicant Rick Del Carlo, on behalf of the property owner, stated that he had reviewed the draft resolution and agrees with all of the required conditions. He then inquired about the next steps required in this process to which Zoning Administrator Wisneski stated that Mr. Van Patten will assist him at a later time. The Zoning Administrator opened the public hearing. Seeing that no one from the public wished to comment the public hearing was closed. The Zoning Administrator then approved the project incorporating the changes to Finding A, Facts in Support of Finding, nos. 1, 2, 3, and 4, as well as to condition nos. 6 and 14. Action: Approved Page 1 of 3 NEWPORT BEACH ZONING ADMINISTRATOR MINUTES 10/15/2015 ITEM NO.2 700 Avocado Avenue Tentative Parcel Map No. NP2015-013 (PA2015-147) Site Location: 700 Avocado Avenue Council District 6 Melinda Whelan, Assistant Planner, provided a brief project description stating the request was for a tentative parcel map for two-unit condominium purposes and that no waivers of Title 19 are proposed. An existing duplex has been demolished and a new duplex is under construction and being built to current condominium specifications. The project meets all of the requirements of the Municipal Code. Staff was able to make all of the required findings and recommends approval to the Zoning Administrator. Applicant Mr. Person, representing the owner of the property, stated that he had reviewed the draft resolution and agrees with all of the required conditions. The Zoning Administrator opened the public hearing. Seeing that no one from the public wished to comment, the public hearing was closed. The Zoning Administrator noted the conditions include protecting five existing street trees along 4th Avenue and one street tree along Avocado Avenue and approved Tentative Parcel Map No. NP2015-013. Action: Approved ITEM NO. 3 2801 Bayside Drive Tentative Parcel Map No. NP2015-014(PA2015-148) Site Location: 2801 Bayside Drive Council District 6 Melinda Whelan, Assistant Planner, provided a brief project description stating the request was for a tentative parcel map for two-unit condominium purposes and that no waivers of Title 19 were proposed. An existing triplex has been demolished and a new duplex is under construction. The project meets all of the requirements of the Municipal Code. Staff was able to make all of the required findings and recommends approval to the Zoning Administrator. Applicant Mr. Person, owner of the property, stated that he had reviewed the draft resolution and agrees with all of the required conditions. The Zoning Administrator opened the public hearing. Seeing that no one from the public wished to comment, the public hearing was closed. The Zoning Administrator confirmed with staff that the existing two access points on Bayside Drive would be maintained. The Zoning Administrator approved Tentative Parcel Map No. NP2015-014. Action: Approved ITEM NO.4 112 30th Street Tentative Parcel Map No. NP2015-015 (PA2015-149) Site Location: 112 30th Street Council District 1 Melinda Whelan, Assistant Planner, provided a brief project description stating the request was for a tentative parcel map for two-unit condominium purposes and that no waivers of Title 19 were proposed. An existing single-family dwelling has been demolished and a new duplex is under construction. Park fees and public improvements are required and addressed in the conditions of approval. The project meets all of the requirements of the Municipal Code. Staff was able to make all of the required findings and recommends approval to the Zoning Administrator. Applicant Mr. Person, owner of the property, stated that he had reviewed the draft resolution and agrees with all of the required conditions. Seeing that no one from the public wished to comment, the public hearing was closed. The Zoning Administrator approved Tentative Parcel Map No. NP2015-015. Action: Approved D. PUBLIC COMMENTS ON NON-AGENDA ITEMS None. E.
