A. CALL TO ORDER—The meeting was called to order at 3:30 p.m.

C. PUBLIC HEARING ITEMS
ITEM NO. 1 Sparky's Bikes and Ice Minor Use Permit No. UP2015 031 (PA2015-116)
Site Location: 309 Palm Street, Unit 101 Council District 1
Benjamin Zdeba, Associate Planner, provided a brief project description stating that the application was
to allow a take-out service, limited eating and drinking establishment within a portion of an existing
bicycle rentals shop. He noted that bicycle rentals is defined by the Zoning Code as a retail sales use
and does not require a use permit. He further stated that the parking requirement for a retail sales use is
equal to that of a take-out service, limited eating and drinking establishment and provided an overview
of the recommended hours of operation as well as staffs recommendation to allow up to six seats
consistent with the take-out service, limited use to allow flexibility in the event the applicant would like to
add seats in the future. Lastly, he described the zoning and uses within the surrounding area and noted
that staff believed all findings could be made and is, therefore, recommending approval.
The Zoning Administrator opened the public hearing. Seeing that no one from the public wished to
comment the public hearing was closed.
Zoning Administrator Wisneski expressed agreement with staffs recommendation and commented on
the appropriateness of the use for the area as a visitor-serving use that is compatible with the Balboa
Village area. She approved the project as submitted.
Action: Approved
