CALL MEETING TO ORDER – 5:00 PM Chair Greer introduced new Commissioner Michael Kerr and welcomed him to the Arts Commission. II. ROLL CALL Commissioners Present: Arlene Greer, Chair Lynn Selich, Vice Chair Judy Chang (arrived 5:07 PM) Michael Kerr Caroline Logan Robert Smith Commissioner Absent: Rita Goldberg Staff Present: Tim Hetherton, Library Services Director Dave Curtis, Library Services Manager Francine Jacome, Administrative Support Technician III. NOTICE TO THE PUBLIC IV. PUBLIC COMMENTS - None V. CONSENT CALENDAR A. Approval of Minutes of the November 12, 2015, City Arts Commission Meeting Commissioner Kerr abstained from approval of the minutes as he was not in attendance at the November 12, 2015 meeting. Chair Greer and Secretary Logan offered corrections to the minutes of November 12, 2015. Relative to the concerns voiced by Secretary Logan, Chair Greer provided clarification noting that discussion veered away from the agenda topic. She suggested keeping on topic going forward. Library Services Director Hetherton reported that the notes were accurate and suggested postponing approval of the minutes to January 14, 2016, in order to listen to the tape and add clarity. Commissioner Chang arrived at this juncture (5:07 PM). B. Consent Calendar Items 1. Financial Report - Review of financial information. Cultural Arts Activities - Monthly review of cultural arts activities from the Library Administrative Office for upcoming Library and City arts events and services. Motion made by Commissioner Logan, seconded by Vice Chair Selich, and carried (6-0-0-1) to approve the Consent Calendar Items with the exception of the minutes, approval of which was postponed to January 14, 2016. AYES: Chang, Greer, Kerr, Logan, Selich, Smith NOES: None ABSTENTIONS: None ABSENT: Goldberg VI. CURRENT BUSINESS A. Items for Review and Possible Action 3. Exhibition of Art in the Central Library - Under the recommendation of the Fine Arts Ad Hoc Sub Committee, staff requests that the City Arts Commission approve the work of artists Salli Hosseini and Fernando Del Rosario for display in the Central Library. Chair Greer provided a staff report including a brief background, previous consideration and action, and recommendations. Motion made by Commissioner Logan, seconded by Commissioner Chang, and carried (6-0-0- 1) to approve the work of artists Salli Hosseini and Fernando Del Rosario for display in the Central Library. AYES: Chang, Greer, Kerr, Logan, Selich, Smith NOES: None ABSTENTIONS: None ABSENT: Goldberg 4. Establish Date for 2016 Newport Beach Art Exhibition - Under the recommendation of the Fine Arts Ad Hoc Sub Committee, staff requests that the 2016 Newport Art Exhibition be held on June 18, 2016 in the Civic Center Community Room and Civic Green. Chair Greer provided a staff report including the recommendation that the 2016 Newport Art Exhibition be held on June 18, 2016, in the Civic Center Community Room and Civic Green. Motion made by Commissioner Logan, seconded by Commissioner Chang, and carried (6-0-0-1) to establish June 18, 2016, as the date of the 2016 Newport Art Exhibition in the Civic Center Community Room and Civic Green. Acceptance of Art Donation - Under the recommendation of the Fine Arts Ad Hoc Subcommittee, staff recommends that the Arts Commission approve the acceptance of "Big Corona, Under the Lifeguard Stand" by Joan Irving Brandt, a donation from Caroline and Hugh Logan. Chair Greer provided a report noting that Commissioner Logan has offered to donate a water color painting from her collection to the City of Newport Beach. The painting, Big Corona, Under the Lifeguard Stand is a painting by Joan Irving Brandt. She provided background and listed the experience of the local artist. She added that Dr. and Mrs. Logan agree to all conditions listed in Council Policy I-11 and that Mrs. Logan requested that the painting be publicly displayed, in the Central Library. It will be accompanied by a plaque with the paintings title and include a statement of recognition from Dr. and Mrs. Logan. Placement of the painting is subject to the approval of the Library Board of Trustees and acceptance of the painting into the City's inventory is subject to the City Council's approval. She presented recommendations as stated in the staff report. Motion made by Commissioner Smith, seconded by Vice Chair Selich, and carried (6-0-0-1) to approve the acceptance of Big Corona, Under the Lifeguard Stand by Joan Irving Brandt, a donation from Caroline and Hugh Logan. Fine Arts Ad Hoc Subcommittee - Chair Arlene Greer (Chair), Secretary Caroline Logan, Commissioner Judy Chang. Chair Greer provided information regarding the Newport Beach Art Exhibition to be held on June 18, 2016. The event is an opportunity for local artists to display their work and for the community to meet the artists and purchase art in the City. She reported that the call for artists is in the process and will be announced the end of January, 2016. She provided information regarding last year's show and addressed awards. Chair Greer provided information regarding the Joan Irving Brandt Centennial Celebration scheduled for March 5, 2016, in the Central Library, Friends Room. Chair Greer reported that presently, the works of artist Charlotte Lerner are being displayed in the Central Library, Lobby Gallery. She provided information on the local artist and encouraged residents to visit. Chair Greer reported meeting with Library Services Hetherton at the Trevor School for the Arts and discussed Arts Commission opportunities for collaborations with the Fine Arts Department at UCI. She added that the Commission will explore the potential for 3-D art in the Lobby Gallery and commented on the photographic exhibit, American Alchemy by UCI Professor Joe Lewis, displayed last month. 3 Newport Beach City Arts Commission Regular Meeting Minutes December 10, 2015 Page 4 7. Newport Beach Sculpture Garden Ad Hoc Subcommittee - Chair Arlene Greer (Chair). Commissioner Robert Smith (co-Chair). Commissioner Smith commented on Sphere 112, noting that it will be installed in the Sculpture Garden on Friday, December 11, 2015, at 10:00 AM. Chair Greer reported that the Sculpture Garden Ad Hoc Committee is in the process of drafting a proposal for Phase 3 of the Sculpture Garden. She added that it will proceed, on schedule, with continuity between Phases 1 and 2 and will provide the Arts Commission with a proposal for Phase 3. It will be reviewed at the Arts Commission meeting on January 14, 2016. She added that she wishes to appoint Vice Chair Selich to join the Sculpture Garden Ad Hoc Committee and Vice Chair Selich, accepted. The Ad Hoc Committee will meet with Library Services Director Hetherton in early January, to begin work on the proposal. 8. Arts Master Plan Steering Committee - Chair Arlene Greer (Chair), Secretary Caroline Logan, Commissioner Goldberg. Chair Greer provided the report addressing prior consideration, results of several study sessions and highlights of input received from the public. She provided a separate handout listing information regarding the latter. The matter will be on the Commission's next meeting agenda for consideration. 9. Communications/Publicity/Marketing Ad Hoc Subcommittee - Commissioner Rita Goldberg (Chair), Vice Chair Lynn Selich, Commissioner Judy Chang. Vice Chair Selich stated there is nothing to report at this time, as she is waiting for communication from Chair Goldberg. Chair Greer stated she has asked the Committee to provide a presentation of events held in the City to better promote the Arts Commission and share in the responsibility of promoting the Newport Beach Foundation for the Arts. She added that she also asked for a presentation that can be taken out into the community. 10. Civic Center Art Placement Ad Hoc Subcommittee - Secretary Caroline Logan (Chair), Commissioner Rita Goldberg. Commissioner Logan reported that the framed American flag – donated by Newport Beach resident Gunnery Sergeant George J. Tepich, USMCR (Ret.) and approved by the Fine Arts Subcommittee – is in the process of being hung in City Hall as well as Gene and Diane Crane's donation of Rex and Joan Brandt paintings and possibly other Brandt watercolors. The latter are in the process so being hung at the Library in a sitting area, informally called, the Blue Sky Room. Discussion followed regarding art to be potentially hung in the City Hall area. 11. Newport Beach Arts Foundation Liaison Ad Hoc Subcommittee - Chair Arlene Greer (Chair), Vice Chair Lynn Selich, Commissioner Robert Smith. Commissioner Smith reported that typically, rather than hold a December meeting, the Arts Foundation holds a Holiday party. He reported that they have extended invitations to the Arts 4 Newport Beach City Arts Commission Regular Meeting Minutes December 10, 2015 Page 5 Commission. The party will be on Tuesday, December 15th. He reported that his wife would like to address the Commission with suggestions for raising funds. Carmen Smith, President of the Newport Beach Arts Foundation, spoke to the Commission about fundraising opportunities through Ralphs Community Rewards. Chair Greer encouraged the public to join the Newport Beach Arts Foundation. Staff provided information regarding the Foundation website including a membership link. 12. Performing Arts Ad Hoc Subcommittee - Chair Arlene Greer (co-Chair), Commissioner Rita Goldberg (co-Chair), Vice Chair Lynn Selich. Chair Greer noted nothing to report at this time but reported that the Committee will meet with Library Services Director Hetherton, in January, to talk about Concert on the Green and what may be done, in the future, to replace Shakespeare by the Sea. 13. Cultural Arts Collaborations Ad Hoc Subcommittee - Vice Chair Lynn Selich (Chair), Commissioner Judy Chang. Vice Chair Selich reported that the Subcommittee will meet in the New Year to review its overall plan for 2016-2017 and develop strategies. Chair Greer asked Commissioner Kerr to join the Cultural Arts Collaborations Ad Hoc Subcommittee and Commissioner Kerr accepted. VII. CITY ARTS COMMISSION ANNOUNCEMENTS OR MATTERS WHICH MEMBERS WOULD LIKE PLACED ON A FUTURE AGENDA FOR DISCUSSION, ACTION OR REPORT (NON- DISCUSSION ITEM) Commissioner Smith reported that the Balboa Island Improvement Association recently held their third concert at Balboa Island’s St. John Vianney Chapel and noted they were one of the recipients of an arts grant. He distributed a brochure with information on future concerts. Chair Greer commented on a recent abridged performance of The Nutcracker in the Friends Room performed by the Festival Ballet Theatre and commented positively on the performance. Vice Chair Selich commented on the old, wooden City Seal from the old City Hall and suggested the possibility of having it refurbished and creatively display it as a piece of historic artwork. She stated she will work with Mr. Hetherton regarding the piece. Chair Greer agreed and suggested getting together prior to the next meeting and placing the matter on the next meeting agenda. Chair Greer requested that the following topics be placed on the next Arts Commission agenda: the Phase 3 Sculpture Garden proposal, the Fine Arts John Wayne Bust, the draft of the Master Plan for Arts and Culture, the Commission's wish list for the Newport Beach Arts Foundation, Performing Arts, and Cultural Arts Collaboration Plan. 5 Newport Beach City Arts Commission Regular Meeting Minutes December 10, 2015 Page 6 Chair Greer stated she would like to discuss a five-year plan for the Commission and recommended submitting suggestions to the Arts Master Plan Ad Hoc Committee. VIII. PUBLIC COMMENTS ON NON-AGENDA ITEMS Unidentified speaker commented on Vice Chair Selich's suggestion regarding the old, wooden City Seal and on the possibility of surviving Blue Sky art students to attend any special exhibition. Vice Chair Selich commented on Big Wet Dog and possibly relocating it to Marina Park. Chair Greer asked Library Services Director Hetherton to arrange a walk of Marina Park for herself and Vice Chair Selich. Brief discussion followed regarding the possible donation of Big Wet Dog and Sphere 112. IX. ADJOURNMENT – 5:54 PM Approved by: Chair Arlene Greer 6
