CALL TO ORDER—The meeting was called to order at 3:30 p.m. Staff Present: Patrick J. Alford, Zoning Administrator David Lee, Planning Technician B. MINUTES of December 10, 2015 Action: Approved C. PUBLIC HEARING ITEMS ITEM NO. 1 415 Marguerite Avenue Condominium Conversion No. CC2015-003 and Tentative Parcel Map No. NP2015-017 (PA2015-176) Site Location: 415 Marguerite Avenue Council District 6 David Lee, Planning Technician, provided a brief project description stating that the applicant is requesting approval of a condominium conversion and a tentative parcel map for condominium purposes. The front unit of an existing duplex has been demolished and will be replaced with a new unit being built to condominium standards. The rear unit will be remodeled to condominium standards. There are no waivers of the subdivision development standards proposed. Applicant James `Buzz" Person, on behalf of the owners, stated that he had reviewed the draft resolution and agrees with all of the required conditions. The Zoning Administrator opened the public hearing. Seeing that no one from the public wished to comment the public hearing was closed. Action: Approved ITEM NO. 2 713 Marguerite Avenue Tentative Parcel Map No. NP2015-020 (PA2015-207) Site Location: 713 Marguerite Avenue Council District 6 David Lee, Planning Technician, provided a brief project description stating that the applicant is requesting approval of a tentative parcel map for condominium purposes and no waivers of Title 19 are proposed. An existing duplex has been demolished and will be replaced by a new duplex being built to condominium specifications. Mr. Lee explained that staff was able to make all of the required findings to recommend approval of the parcel map to the Zoning Administrator. Seeing that no one from the public wished to comment the public hearing was closed. Action: Approved ITEM NO. 3 109 and 111 Park Avenue Lot Merger No. LM2015-003 (PA2015-179) Site Location: 109 and 111 Park Avenue Council District 5 David Lee, Planning Technician, provided a brief project description stating that the applicant is requesting approval of a lot merger and no waivers of Title 19 are proposed. Mr. Lee explained that 111 Park Avenue is irregular in shape, substandard in area, unsuitable for development that is compatible with the neighborhood, and only accessible from two alleys. The lot merger will eliminate the irregular parcel and provide access from Park Avenue. Applicant Loren Toomey, on behalf of John and Sandra Wessman, stated that he had reviewed the draft resolution and agrees with all of the required conditions. The Zoning Administrator opened the public hearing. Seeing that no one from the public wished to comment the public hearing was closed. Action: Approved ITEM NO.4 415 38th Street Tentative Parcel Map No. NP2006-001 Extension Request (PA2006-005) Site Location: 415 381h Street Council District 1 David Lee, Planning Technician, provided a brief project description stating that the applicant is requesting approval of a 24-month extension of a tentative parcel map originally approved by the Zoning Administrator on January 23, 2006. Mr. Lee explained that, due to automatic extensions, the map is set to expire on February 6, 2016. The 24-month extension will allow for the map to expire on February 6, 2018. Due to economic constraints, construction of the project was delayed. Recently, an Approval-in- Concept has been approved and the applicant is in the process of obtaining a permit from the Coastal Commission. The applicant, Josef Szigeti,was not present at the meeting. The Zoning Administrator opened the public hearing. Seeing that no one from the public wished to comment the public hearing was closed. Action: Approved D. PUBLIC COMMENTS ON NON-AGENDA ITEMS None. ADJOURNMENT The hearing was adjourned at 3:39 p.m. The agenda for the Zoning Administrator Hearing was posted on January 7, 2016, at 3:30 p.m. in the Chambers binder and on the digital display board located inside the vestibule of the Council Chambers at 100 Civic Center Drive and on the City's website on January 7, 2016, at 3:30 p.m. Patrick J.
