CALL TO ORDER—The meeting was called to order at 3:30 p.m. Staff Present: Patrick J. Alford, Zoning Administrator Benjamin Zdeba, Associate Planner David Lee, Planning Technician B. MINUTES of February 11, 2016 Action: Approved C. PUBLIC HEARING ITEMS ITEM NO. 1 W Cafe Minor Use Permit Amendment No. UP2015-050 (PA2015-218) Site Location: 1703 Westcliff Drive Council District 3 Benjamin Zdeba, Associate Planner, provided a brief project description stating that the applicant is requesting approval of an amendment to a minor use permit for an existing tea room to add the service and sales of alcohol under a Type 41 (Beer and Wine, Bona Fide Eating Place) Alcoholic Beverage Control license. He noted that no other changes were requested to the minor use permit and that there would be no expansion of allowed hours or net public area. He discussed the parking requirement and explained that the proposed use would be more of a restaurant than the prior tea room use and should require additional parking. He stated that sufficient parking existed on-site to accommodate the increased parking requirement. Lastly, he noted that the Police Department reviewed the request, had no objections and provided recommended conditions of approval relative to the sale and service of alcohol. It was acknowledged that those conditions of approval were incorporated into the draft resolution for approval. Corrie Kates of Foothill Management, on behalf of the applicant, stated that they had reviewed the draft resolution and agrees with all of the required conditions. The Zoning Administrator opened the public hearing. Seeing that no one from the public wished to comment the public hearing was closed. Zoning Administrator Alford approved the project with additional language under finding 'C' regarding the parking requirement being met by the existing supply. Action: Approved ITEM NO.2 Newport Beach Country Club Sign Modification No. MD2015-012 (PA2015-221) Site Location: 1600 E. Coast Highway Council District 5 David Lee, Planning Technician, provided a brief project description explaining that the applicant is requesting approval of a modification permit for an additional monument sign and increased sign height. Mr. Lee stated that the proposed monument sign would be located at the primary entrance of the Newport Beach Country Club, which is the most frequently used entrance and leads directly into the parking lot. He also discussed how the monument sign was originally approved in the Planned Community Development Plan text (PC47), but was inadvertently deleted when the PC was amended in 2012. Mr. Lee further clarified that Page 1 of 2 NEWPORT BEACH ZONING ADMINISTRATOR MINUTES 02/25/2016 the proposed sign height is 6 feet 9 inches, and is beneficial for the Country Club due to its large lot and being set back far from the street. The sign area does not exceed 75 square feet, which is the maximum sign area permitted by the PC. The Zoning Administrator asked staff about the height of the original monument sign, before it was demolished. Staff deferred the question to the applicant's representative, Shawna Schaffner of CAA Planning, who stated that the sign was demolished before any measurements were made. The Zoning Administrator then asked the applicant about the other monument sign permitted by the PC. The applicant's representative stated that there are currently no plans to construct a monument sign at the permitted location, and described the location of the permitted sign in relation to the proposed sign. The Zoning Administrator asked if the monument sign was permitted in the original PC, and the applicant's representative affirmed that it was included in the original PC and was subsequently deleted when it was amended. Ms. Schaffner, on behalf of the owner, stated that she had reviewed the draft resolution and agrees with all of the required conditions. The Zoning Administrator asked her if she would have any objections to adding a condition requiring a 50-foot separation between monument signs. She replied that she would not. The Zoning Administrator opened the public hearing. Seeing that no one from the public wished to comment the public hearing was closed. The Zoning Administrator added a condition of approval stating that there shall be a minimum separation of 50 feet between monument signs on the property. Action: Approved D. PUBLIC COMMENTS ON NON-AGENDA ITEMS None. E.
