V. CONSENT CALENDAR
A. Approval of Minutes of the January 14, 2016, City Arts Commission Meeting
Motion made by Commissioner Smith, seconded by Commissioner Goldberg, and carried (6-0- 0-1) to approve the City Arts Commission minutes from the January 14, 2016, meeting, as
presented.
AYES: Goldberg, Greer, Kerr, Logan, Selich, Smith
NOES: None ABSTENTIONS: None

B. Consent Calendar Items
1. Cultural Arts Activities - Monthly review of cultural arts activities from the Library
Administrative Office for upcoming Library and City arts events and services.
2. Correspondence and Press
Motion made by Commissioner Smith, seconded by Commissioner Goldberg, and carried (6-0- 0-1) to approve the Consent Calendar.

VI. CURRENT BUSINESS
A. Items for Review and Possible Action
1. Performing Arts for Summer 2016 – Staff submits the performers recommended by the
Performing Arts Ad Hoc Subcommittee for the 2016 Concerts on the Green series for City Arts Commission approval.
Chair Greer provided a staff report including a list of performers and dates, together with funding requirements.
Commissioner Goldberg inquired as to why two events where scheduled back to back and asked if they could be spread out more. Staff indicated that they would contact the artists to see if the
dates could be changed. Chair Greer recommended that the vote on performers move forward without voting on the dates. Motion made by Commissioner Goldberg, seconded by Vice Chair Selich, and carried (6-0-0-1) to accept the artists for the summer program with performance dates to be determined at a later
time.

B. Monthly Reports
1. Fine Arts Ad Hoc Subcommittee - Chair Arlene Greer (Chair), Secretary Caroline Logan,
Commissioner Judy Chang.
Chair Greer provided information regarding the Joan Irving Brandt program in the Central Library,
Friends Room on March 5, 2016. There was a large attendance and guests enjoyed the
presentation and reception that followed. She noted there would be a second presentation on March 16, 2016, featuring guest speaker Jennifer Martinez Wormser of Laguna College of Art +
Design.
2. Newport Beach Sculpture Garden Ad Hoc Subcommittee - Chair Arlene Greer (Chair).
Commissioner Robert Smith (co-Chair).
Chair Greer provided information regarding the Phase III proposal that had been voted down at
the Special Meeting held the previous week. She addressed the possibility of pursuing private funds to finance this final phase of the sculpture garden. Vice Chair Selich stated that she was not able to pursue fundraising without an Arts Manager in place and asked Staff when the position
would be filled. Staff commented that the City was holding off on hiring until decisions are made on Phase III of the Sculpture Garden Exhibition.

3. Arts Master Plan Steering Committee - Chair Arlene Greer (Chair), Secretary Caroline Logan, Commissioner Goldberg.
Commissioner Goldberg commented that the Commission should not wait until the Arts Master plan is presented to Council for approval before proceeding with possible fundraising and
sponsorship for the Newport Beach Arts Exhibition, scheduled for June 18, 2016. She asked Vice Chair Selich if the Cultural Arts Collaborations Ad Hoc Subcommittee could come up with ideas for fundraising. Vice Chair Selich said she did not feel it was prudent to approach businesses for
sponsorship opportunities without a clearly defined marketing strategy. Commissioner Goldberg commented that the event is approaching quickly, and for the Commission to delay seeking sponsorship would undermine the ability to underwrite various event expenses.
4. Communications/Publicity/Marketing Ad Hoc Subcommittee - Commissioner Rita
Goldberg (Chair), Vice Chair Lynn Selich, Commissioner Judy Chang.
Vice Chair Selich reiterated her reluctance to proceed with any kind of fundraising or sponsorship
without a clear definition of how donors would benefit from sponsorship of any Cultural Arts
events. Commissioner Kerr stated that the Arts Commission is not a fundraising body, but rather is the responsibility of the Arts Foundation.
Commissioner Kerr departed at this juncture (5:45 PM).
Chair Greer suggested a meeting to hold further discussion on the matter. Staff commented that a retreat type of meeting would need to be open to the public and recommended a special meeting
would be another possible option.
5. Civic Center Art Placement Ad Hoc Subcommittee - Secretary Caroline Logan (Chair),
Commissioner Rita Goldberg.
Commissioner Logan reported that the Commission has the opportunity to display Mexican art at
the Civic Center to coincide with Cinco de Mayo. The Civic Center has extensive display space
that is already equipped for hanging art. Staff recommended adding the item to the next agenda. 6. Newport Beach Arts Foundation Liaison Ad Hoc Subcommittee - Chair Arlene Greer
(Chair), Vice Chair Lynn Selich, Commissioner Robert Smith.
Commissioner Smith reported that it has been several months since refinishing of Sphere 112 and after careful inspection of the sculpture, has determine there is no more threat of rust. He
recommends adding the approval of the sculpture as a donation from the Arts Foundation, to the
next agenda.
7. Performing Arts Ad Hoc Subcommittee - Chair Arlene Greer (co-Chair), Commissioner Rita
Goldberg (co-Chair), Vice Chair Lynn Selich.
Chair Greer commented that Staff has received several emails regarding the decision to no longer present Shakespeare by the Sea. The Ad Hoc Subcommittee is to discuss options to
replace the summer event and Staff noted the various problematic issues resulting from the
needs of the production company.

8. Cultural Arts Collaborations Ad Hoc Subcommittee - Vice Chair Lynn Selich (Chair), Commissioner Judy Chang.
Vice Chair Selich reported that the Ad Hoc Subcommittee would like to create sponsorship packets, but emphasizes the need to create a clear plan delineating where funds are needed or
how sponsors would benefit. Commissioner Goldberg asked for something to be put together in time for the Newport Beach Arts Exhibition.
VII. CITY ARTS COMMISSION ANNOUNCEMENTS OR MATTERS WHICH MEMBERS WOULD LIKE PLACED ON A FUTURE AGENDA FOR DISCUSSION, ACTION OR REPORT (NON-
DISCUSSION ITEM)
Chair Greer requested that the following topics be placed on the next Arts Commission agenda:
the acceptance of Sphere 112 as a gift, Fine Arts exhibition artists, Civic Center art placement,
the Pacific Symphony concert and finalized dates for the summer concert series, the Phase 3 Sculpture Garden proposal. VIII. PUBLIC COMMENTS ON NON-AGENDA ITEMS
Jim Mosher questioned when the decision was made to cancel the Shakespeare by the Sea
performance. He also noted that the Mayor cannot make a decision on Arts Commission fundraising until the next Council meeting, and recommended that the need for private funds can
come from tourism money as it is not collected as a tax. He commented on the I-13 policy Public
Art and Cultural Facility Fund as well as noting that the Arts Foundation over the past ten years has only donated approximately $1,000 to Cultural Arts.
