Planning Commissioners are citizens of Newport Beach who volunteer to serve on the Planning
Commission. They were appointed by the City Council by majority vote for 4-year terms. At the table in
front are City staff members who are here to advise the Commission during the meeting. They are:

NOTICE TO THE PUBLIC
Regular meetings of the Planning Commission are held on the Thursdays preceding second and fourth Tuesdays of
each month at 6:30 p.m. The agendas, minutes, and staff reports are available on the City's web site at:
httl)://www.newportbeachca.gov and for public inspection in the Community Development Department, Planning
Division located at 100 Civic Center Drive, during normal business hours. If you have any questions or require copies
of any of the staff reports or other documentation, please contact the Community Development Department, Planning
Division staff at (949) 644-3200.
This Commission is subject to the Ralph M. Brown Act. Among other things, the Brown Act requires that the
Commission's agenda be posted at least 72 hours in advance of each meeting and that the public be allowed to
comment on agenda items before the Commission and items not on the agenda but are within the subject matter
jurisdiction of the Commission. The Commission may limit public comments to a reasonable amount of time,
generally three (3) minutes per person. All testimony given before the Planning Commission is recorded.
It is the intention of the City of Newport Beach to comply with the Americans with Disabilities Act (ADA) in all
respects. If, as an attendee or a participant of this meeting, you will need special assistance beyond what is normally
provided, the City of Newport Beach will attempt to accommodate you in every reasonable manner. Please contact
Leilani Brown, City Clerk, at least 72 hours prior to the meeting to inform us of your particular needs and to determine
if accommodation is feasible (949-644-3005 or(brown@newportbeachca.gov).
APPEAL PERIOD: Use Permit, Variance, Site Plan Review, and Modification Permit applications do not become
effective until 14 days following the date of approval, during which time an appeal may be filed with the City Clerk in
accordance with the provisions of the Newport Beach Municipal Code. Tentative Tract Map, Tentative Parcel Map,
Lot Merger, and Lot Line Adjustment applications do not become effective until 10 days following the date of
approval, during which time an appeal may be filed with the City Clerk in accordance with the provisions of the
Newport Beach Municipal Code. General Plan and Zoning Amendments are automatically forwarded to the City
Council for final action.

ITEM NO. 2 AVILA'S EL RANCHITO OUTDOOR DINING USE PERMIT(PA2016-080)
Site Location: 2515 East Coast Highway
Summary:
Establish outdoor dining at an existing restaurant.
CEQA Compliance:
The project is categorically exempt under Section 15303, of the State CEQA (California
Environmental Quality Act) Guidelines — Class 3 (New Construction or Conversion of Small
Structures).
Recommended Action:
1. Conduct a public hearing; and
2. Adopt Resolution No. approving Use Permit No. UP2016-019.
ITEM NO. 3 BUNGALOW OUTDOOR DINING AND OFF-SITE PARKING USE PERMIT (PA2016-083)
Site Location: 2441 East Coast Highway
Summary:
Request to establish outdoor dining at an existing restaurant and associated off-site
parking.

The project is categorically exempt under Section 15303, of the State CEQA (California
Environmental Quality Act) Guidelines — Class 3 (New Construction or Conversion of Small
Structures).
Recommended Action:
1. Conduct a public hearing; and
2. Adopt Resolution No.approving Use Permit No. UP2016-020.
ITEM NO. 4 ROTHSCHILD'S OUTDOOR DINING USE PERMIT(PA2016-088)
Site Location: 2407 East Coast Highway
Summary:
Establish outdoor dining at an existing restaurant.
CEQA Compliance:
The project is categorically exempt under Section 15303, of the State CEQA (California
Environmental Quality Act) Guidelines — Class 3 (New Construction or Conversion of Small
Structures).
Recommended Action:
1. Conduct a public hearing; and
2. Adopt Resolution No.approving Use Permit No. UP2016-023.
ITEM NO. 5 THE RESIDENCES AT NEWPORT PLACE (PA2014-150)
Site Location: West of MacArthur Boulevard and is bounded by Corinthian Way,
Martingale Way, Dove Street & Scott Drive (1701 Corinthian Way, 1660 Dove Street,
4251, 4253, 4255 Martingale Way, 4200, 4220, & 4250 Scott Drive)
Summary:
A Planned Development Permit for the development of a mixed-use residential project consisting of 384
residential units and 5,677 square feet of retail use on a 5.7-acre property. An existing commercial
center called MacArthur Square that is located at the project site will be demolished. The application
includes requests for building height and setback adjustments and relief from a requirement to dedicate
a 1/2 acre public park pursuant to General Plan Land Use Policy 6.15.13. The application also includes
a Lot Merger to consolidate three existing lots into one lot for development. Lastly, the application
includes an Affordable Housing Implementation Plan related to the project's inclusion of 86 affordable
housing units required pursuant to the Newport Place Planned Community Regulations and the City's
Density Bonus Ordinance.
CEQA Compliance:
A Mitigated Negative Declaration has been prepared by the City of Newport Beach in connection with
the application noted above. The Mitigated Negative Declaration states that, the subject development
will not result in a significant effect on the environment with the incorporation of certain mitigation
measures as conditions of approval. It is the present intention of the City to accept the Mitigated
Negative Declaration and supporting documents should the project be approved. This is not to be
construed as either approval or denial by the City of the subject application. The City encourages
members of the general public to review and comment on this documentation. Copies of the Mitigated
Negative Declaration and supporting documents are available for public review and inspection at the

Planning Division or at the City of Newport Beach website at
www.newpottbeachca.gov/cegadocuments.
Recommended Action:
1. Conduct a public hearing; and
2. Approve the project by adopting Resolution No._(Attachment No. PC 1)to:
a. Adopt Mitigated Negative Declaration No. MD2015-009;
b. Approve Planned Development Permit No. PL2014-001, to approve the overall project
including adjustments of building height and setback;
c. Approve a waiver request for the dedication of a 0.5-acre neighborhood park to the City
pursuant to General Plan Land Use Element Policy 6.15.13, by requiring an easement
for public access over the proposed 0.5-acre open space area; and accepting a fee
payment equal to the value of 0.5 acre of parkland established by Ordinance No. 2007-
30;
d. Approve Lot Merger No. LM2014-003, to allow the merger of three existing parcels into
one lot; and
e. Approve Affordable Housing Implementation Plan No. AH2015-001, to approve the
program that specifies how the proposed project would meet the City's affordable
housing requirements.
VIII. CURRENT BUSINESS
ITEM NO. 6 WEST NEWPORT MESA STREETSCAPE MASTER PLAN (PA2015-138)
Site Location: West Newport Mesa
Summary:
The Planning Commission reviewed the initial stages for preparation of the Master Plan on February 18,
2016 meeting. Since that time, additional feedback has been collected from the community and
preliminary concepts have been developed. The purpose of this meeting is for the Planning
Commission to review the draft concepts and provide comments.
CEQA Compliance:
This is an informational item only and is not considered a project per the California Environmental
Quality Act ("CEQA") pursuant to Section 15060(c)(1) in that the activity will not involve the exercise
of discretionary powers.
Recommended Action:
1. Receive update and provide comments on the preliminary concepts for the West Newport Mesa
Streetscape Master Plan. No formal action will be taken.
