CALL TO ORDER—The meeting was called to order at 3:30 p.m. Staff Present: Patrick J. Alford, Zoning Administrator Jim Campbell, Principal Planner Chelsea Crager,Assistant Planner B. REQUEST FOR CONTINUANCES ITEM NO. 5 Annual Review of Development Agreement for North Newport Center(PA2009-023) Site Location: Sub-areas of Fashion Island; Block 100, Block 400, Block 500, Block 600, and Block 800 of Newport Center Drive; and San Joaquin Plaza Council District 5 The Zoning Administrator noted a request for continuance from the applicant regarding this item. No one from the public wished to comment on the matter. The Zoning Administrator continued the item to the regular scheduled hearing on June 30, 2016. Action: Continued to June 30, 2016 C. MINUTES of May 26, 2016 Action: Approved as amended D. PUBLIC HEARING ITEMS ITEM NO. 1 1 Pinehurst Lane Lot Line Adjustment No. LA2016-002 (PA2016-024) Site Location: 1 Pinehurst Lane and 1 Big Canyon Drive Council District 5 Chelsea Crager, Assistant Planner, provided a brief description stating that the project is a lot line adjustment between the subject properties at 1 Pinehurst Lane and 1 Big Canyon Drive. The purpose of the application is to reallocate 391 square feet from 1 Big Canyon Drive to 1 Pinehurst Lane, thereby allowing existing residential accessory structures to be located entirely on the 1 Pinehurst Lane property. The number of parcels remains unchanged. The Zoning Administrator asked for clarification on the nature of the existing improvements. Ms. Crager stated that a wall crosses the shared property line. Applicant Rhonda Kreger, on behalf of the Big Canyon Country Club, stated that she had reviewed the draft resolution and agrees with all of the required conditions. The Zoning Administrator opened the public hearing. Seeing that no one from the public wished to comment the public hearing was closed. Action: Approved Page 1 of 2 NEWPORT BEACH ZONING ADMINISTRATOR MINUTES 06/16/2016 ITEM NO. 2 735 Cameo Highlands Drive Lot Line Adjustment No. LA2016-004(PA2016-041) Site Location: 735 Cameo Highlands Drive Council District 6 Chelsea Crager, Assistant Planner, provided a brief description stating that the project is a lot line adjustment between the subject property at 735 Cameo Highlands Drive and 3 unaddressed properties to the east. The purpose of the application is to reallocate 425.25 square feet from the unaddressed properties to 735 Cameo Highlands Drive, thereby allowing existing residential accessory improvements to be located entirely on the 735 Cameo Highlands Drive property.The number of parcels remains unchanged. Applicant Lenny Reidling of Guida Surveying, and owner Dean Kirk of Irvine Company, stated that they had reviewed the draft resolution and agree with all of the required conditions. The Zoning Administrator opened the public hearing. Seeing that no one from the public wished to comment the public hearing was closed. Action: Approved ITEM NO. 3 Ebb Tide Temporary Sales Office Limited Term Permit No. XP2016-001 (PA2016-042) Site Location: 1560 Placentia Avenue Council District 2 Jim Campbell, Principal Planner, provided a brief presentation indicating that the project is the model home complex for the Ebb Tide subdivision previously approved by the City in 2015. The project includes a temporary sales trailer and customer parking area and three model homes. Additionally, the project includes a temporary fire driveway for apparatus turn around and temporary signage. Ed Davis, representing the developer and applicant Ebb Tide LLC., stated that he had reviewed the draft resolution and conditions of approval. He requested a change to the operating hours for the sales activities. The application requested 10:00 a.m. to 5:00 p.m., daily, but he asked for the sales trailer to be open until 7:00 p.m. He stated that the applicant agrees to all conditions. The Zoning Administrator opened the public hearing. Seeing that no one from the public wished to comment the public hearing was closed. The Zoning Administrator thoughtfully considered the applicant's request. Principal Planner Campbell expressed no concerns with the potential change in the hours of operation for the sales office. Action: Approved with a change to the findings and conditions to allow the sales activities between 10:00 a.m.to 7:00 p.m. E. PUBLIC COMMENTS ON NON-AGENDA ITEMS None F. ADJOURNMENT The hearing was adjourned at 3:41 p.m. The agenda for the Zoning Administrator Hearing was posted on June 10, 2016, at 4:30 p.m. in the Chambers binder and on the digital display board located inside the vestibule of the Council Chambers at 100 Civic Center Drive and on the City's website on June 10, 2016, at 4:20 p.m. Patrick J.
