RECOMMENDATION: a) Determine that the action is exempt from the California Environmental Quality Act (CEQA) pursuant to Sections 15060(c)(2) and 15060(c)(3) of the CEQA Guidelines because it will not result in a physical change to the environment, directly or indirectly; b) Receive and file. FUNDING REQUIREMENTS: There is no fiscal impact related to this item. Funds were included in the Fiscal Year 2015-2016 Council approved operating budget. DISCUSSION: The Fiscal Year 2015-2016 funding level for District Discretionary Grants was $6,000 per district for a total of $42,000. Council members allocated a total of $16,993.52 for uses, projects or community entities that benefit the City as a whole or the Council member's district specifically. Attached please find the Fiscal Year 2015-2016 Council Discretionary Grant Report. ENVIRONMENTAL REVIEW: Staff recommends the City Council find this action is not subject to the California Environmental Quality Act (CEQA) pursuant to Sections 15060(c)(2) (the activity will not result in a direct or reasonably foreseeable indirect physical change in the environment) and 15060(c)(3) (the activity is not a project as defined in Section 15378) of the CEQA 13-1 Annual Report on Council Discretionary Grant Funds July 26, 2016 Page 2 Guidelines, California Code of Regulations, Title 14, Chapter 3, because it has no potential for resulting in physical change to the environment, directly or indirectly. NOTICING: The agenda item has been noticed according to the Brown Act (72 hours in advance of the meeting at which the City Council considers the item).
