Item VI.A. Minutes of the July 5, 2016 PB&R Commission Meeting
The following corrections are suggested:
Page 1, under “Staff Members”: “Brenda Wisneski, Deputy Director, Community
Development” (Ben Zdeba, Associate Planner may also have been present?)
Page 1, paragraph 3 from end: “Secretary Craig announces announced that
Commissioner Marston will serve as the new FY 2016/17 PB&R Chair.”
Page 2, paragraph 3: “Secretary Craig congratulates congratulated Commissioner Hayes
on his election as the new FY 2016/17 PB&R Vice Chair.”
Page 2, just before VII: “Motion by Commissioner Englebrecht; second by Commissioner
Cole, to approve Consent Calendar items VI-A through VI-D. Motion carried unanimously
with Chair Marston and Commissioner Howald Anderson absent.”
Page 3, just before B: “Motion carries carried unanimously with Chair Marston and
Commissioner Anderson absent.”
Page 4, paragraph 3: “Chris Casier indicated he has lived at 1707 for about 15 years and
that the tree is was approximately 25 feet tall when he moved in and is now about 50 feet
tall.”
Page 4, just before C: “Motion carries carried unanimously with Chair Marston and
Commissioner Anderson absent.”
Page 4, Item C, sentence 2: “Any significant changes to the park would require a an
Amendment to the Coastal Development Permit which was issued prior to the original
construction of the park.”
Page 4, paragraph 2 from end: “Engineer Sincori Sinacori explained that for budgetary
reasons the low concrete bench would be retained but a new shade structure is proposed to
be erected over it.”
Page 4, last sentence: “It was questioned as to why a shade structure was note not
proposed over the picnic table area.”
Page 5, first 2 sentences: “In response to the questions and suggestions the Engineer
Sinacori explained; that due to existing traffic along Coast Highway and Jamboree road
Road a turning movement into the park would not be possible. There is parking on Back Bay
Drive and it was noted that people visit the park by foot or bike, and that many bicyclists ride
down Pacific Coast Highway.”
Page 5, public discussion: “Jim Mosher commented that this is an accessible park by bicycle,
but that many bicyclists were unaware of it and suggested that the fix it station was not
necessary might be little known.”

Page 6, paragraph 1: “Deputy Director Wisnewski Wisneski provided a report and
explained that City Council had directed staff to develop a plan in response to the need to
create a more cohesive streetscape realm in the area.”
Page 6, public discussion: “Mr. Mosher voiced concern mentioned a concern raised over
the extensive plantings and the cost of maintenance.”
Page 7, paragraph 1: “Director Pisani presented the report and stated that they were advised
by Public Works to remove two Palm palm trees at 239 Carnation. Public Works received
the request in order for development to occur and the palm trees are defined as standard
trees in the G-1 Policy. The Coastal Commission approved the project in January and it
meets all zoning code development standards.”
Page 7, paragraph 3 from end: “Mr. Damon introduced then Jon John Mote of Senna Tree
Company who moved 38 fully grown palm trees to at Marina Park for the City.”
Page 8, paragraph 2: “Mr. Mote of Senna Tree Company and certified arborist, stated that he
had moved 38 palm trees to at Marina Park with a 100% success rate.”
Page 8, last sentence of public discussion: “He stated that moving the trees on the property
would be preferable than to their removal.”
Page 9, sentence 2: “Motion carries carried unanimously with Chair Marston and
Commissioner Anderson absent.”
Item IX. PUBLIC COMMENTS ON NON AGENDA ITEMS
As Item 5 at its July 14, 2016, meeting, the City Arts Commission discussed accepting the
donation of a privately commissioned sculpture (“Sunset Years”) depicting a life-sized elderly
couple sitting on a City bench. According to the proposal, it appeared this would not only be
itself a (partially) functional bench, but would replace an existing City bench on the porch by the
public restrooms at the Balboa Island Ferry Landing.
According to a Tentative Agenda (see under “Consent calendar … Library …”) it looks like the
City Council will be asked to act on the Arts Commission’s recommendation at its August 9,
2016, meeting.
Since PB&R often reviews bench donations, I find it surprising you have not been asked to
comment on this one, particularly since it will be replacing an existing bench and I understand
there was some controversy over the selection of a suitable location.
