A. CALL TO ORDER—The meeting was called to order at 3:30 p.m.

B. REQUEST FOR CONTINUANCES
ITEM NO. 2 2312 Laurel Place Modification Permit No. MD2016-008 (PA2016-086)
Site Location: 2312 Laurel Place Council District 2
The Zoning Administrator noted a request for continuance regarding this item and continued the item to the
regular scheduled hearing on August 11, 2016.
Action: Continued to August 11, 2016
ITEM NO. 5 Annual Review of Development Agreement for North Newport Center (PA2009-023)
Site Location: Sub-areas of Fashion Island; Block 100, Block 400, Block 500, Block
600, and Block 800 of Newport Center Drive; and San Joaquin Plaza
Council District 5
The Zoning Administrator noted a request to table this item. He stated the item will be re-noticed for a future
hearing date.
Action: Item tabled.
C. MINUTES of July 14, 2016
Action: Approved
D. PUBLIC HEARING ITEMS
ITEM NO. 1 LA Styles Salon Minor Use Permit No. UP2016-026 (PA2016-097)
Site Location: 404 Westminster Avenue, Suite 3 Council District 2
Gregg Ramirez, Senior Planner, provided a brief project description stating that the request was for approval
of a minor use permit to allow accessory massage at an existing hair salon. He stated that staff is
recommending hours of operation between 9:00 a.m. to 9:00 p.m., daily, and that staff believes the findings
for approval could be made.
Applicant Sarah Renner stated she had reviewed the draft resolution and agrees with all of the required
conditions.
The Zoning Administrator opened the public hearing. Seeing that no one from the public wished to comment
the public hearing was closed.

ITEM NO. 3 2451 and 2455 Marino Drive Lot Merger No. LM2016-006 (PA2016-087)
Site Location: 2451 and 2455 Marino Drive Council District 3
David Lee, Planning Technician, provided a brief project description stating that a lot merger was requested
for 2451 and 2455 Marino Drive, both of which are under common ownership. Both of the lots are zoned as
Single-Unit Residential and this merger would combine two legal lots into a single parcel. Mr. Lee stated that
the purpose of the lot merger is for a future single-family residence, which will be constructed over the
existing interior property line. The proposed lot will not result in an excessively large lot, as there are many
lots in the surrounding neighborhood that exceed the area and width of the proposed merger. There are no
waivers of the subdivision development standards and staff is recommending approval of Lot Merger No.
LM2016-006 and has provided resolutions with findings.
The Zoning Administrator asked the applicants a question regarding the plans for the future construction.The
applicants responded that a single-family residence will be constructed over the existing interior lot line. The
Zoning Administrator asked staff to add a condition of approval to the resolution stating that prior to the
recordation of the lot merger, a minimum of one dwelling unit shall be modified or demolished, so that the
merged lot will not contain more than one dwelling unit.
Applicants Peter and Mary Rooney stated that they had reviewed the draft resolution and agree with all of the
required conditions.
The Zoning Administrator opened the public hearing. Seeing that no one from the public wished to comment
the public hearing was closed.
Action: Approved
ITEM NO.4 Walz Condominium Tentative Parcel Map No. NP2016-012 (PA2016-110)
Site Location: 510 and 510 '/2 Larkspur Avenue Council District 6
David Lee, Planning Technician, provided a brief project description stating that a request was made for a
tentative parcel map at 510 and 510'/2 Larkspur Avenue. The zoning for the property is Two-Unit Residential.
Mr. Lee stated that an existing duplex was demolished and will be replaced with a new two unit duplex. The
new two unit duplex will comply with the standards of the Zoning Code. The tentative parcel map would allow
for each unit to be sold separately as condominiums. There are no waivers of the subdivision development
standards, and staff is recommending approval and has provided resolutions with findings.
Applicant JR Walz stated that he had reviewed the draft resolution and agrees with all of the required
conditions.
The Zoning Administrator opened the public hearing. Seeing that no one from the public wished to comment
the public hearing was closed.
Action: Approved
