DISCUSSION:
Background:
At the regular meeting of the City Council held on April 22, 2008 the Mayor appointed
Mayor Selich (Chair), Mayor Pro Tern Daigle, and Council Member Henn to serve on an
ad -hoc Appointments Committee to review applications and make recommendations to
the full Council for the Board and Commission vacancies scheduled to occur on
June 30, 2008.
At the conclusion of the application period (May 14, 2008) the committee reviewed the
applications on file and conducted interviews with selected applicants on Wednesday,
May 21, 2008.
The appointments to fill these vacancies are scheduled for Tuesday, June 24, 2008. All
new terms will be effective July 1, 2008 with an expiration date of June 30, 2012.

Newport Beach residents can be so very proud of their library system. It is
not only a place to check out books, but has all of the latest technology features
with iPods, computer training, WiFi, laptops and email notification, to name a few.
1 use all of these features, including the large media collection available for
check -out. Our cultural arts and children's programs are exceptional.
I believe the library is the cultural and literacy center for our city, a vision
of the library staff and the board of trustees come to life. I would like to be on the
Board of Trustees as an opportunity to give back to the community the richness I
have received, and to share my expertise in the area of literacy, technology and
grant writing. I am an avid reader and very passionate about our excellent library
system. I am now working part-time and will be able to fully participate and
volunteer my time.
Listed below are special qualifications I have that are appropriate to this
position:
• Reading /Language Arts Coordinator serving all of Orange County for the
Orange County Dept. of Education (OCDE); Literacy Advocate and
Consultant
• Master's Degree in Reading Instruction; especially familiar with children's
literacy issues as an instructor at CSUF and UCI
• Prior experience on a library board of trustees with the challenge of
selecting a site and an architect for the central library (HB)
• Experience administering public school libraries in book and materials
selection, budget, and handling personnel issues
• Former Co- Director Of California Technology Assistance Program for
OCDE, purchasing over one million dollars' worth of technology and media
equipment for selected schools in OC
• Experienced grant writer — Wrote and received over three million dollars
for educational organizations; and more recently, over $100,000 for the
Assistance League as a volunteer grant writer
• Advanced training in leadership, coaching and communication

I would be honored and delighted to serve on the City Arts Commission. My long standing commitment and passion for the cultural arts
coupled with my strong ties to the Newport Beach Community would make me a well- suited candidate for the position of City Arts
Commissioner. Originally from New York I was raised to gain a great appreciation for the arts and volunteered with Off Broadway
productions during my youth. More recently, I volunteered passionatelyto help build The Newport Beach Film Festival during its early
years with the creation of a support guild and the Host -A- Filmmaker program. As Executive Editor of a newly launched lifestyle
magazine, I added a regular feature entitled "Artists Among Us'to help foster appreciation of local artists. The year that I chaired the
community's annual Corona del Mar High School Home Tour was the event's most successful year, generating an unprecedented
$200,000 for the high school - double the projected budget. The success of this event is predicated on the ability to work well with
approximately 50 core volunteers. As a Newport Beach resident for over 20 years, I have seen significant growth with respect to the
cultural offerings of our community. I am delighted that the city is so supportive of the arts and would welcome the opportunity to be
part of this important, ongoing mission.

when i served on an international sculpture project which resulted in the installation of dozen large sculptures on the campus. Since
that time I have been involved with a number of arts and educational projects throughout my professional career. In 20001 served as the
project manager for the installation of a 68' tall sculpture by Tom Van Sant at the Orange County High School of the Arts in Santa Ana.
Currently, my wlfeand I are involved with the Balboa Performing Arts Theater Foundation, which is working to restore the Balboa
Theater turning It Into the Balboa Performing Arts Theater.
I believe I can offer out city expertise in both the aesthetic and practical areas of the arts. Through its varied arts programs and rich arts
heritage, Newport Beach has had and will continue to have much to offer its citizens. I would like to be a part of that process and would

As you know, one of the most urgent and important duties of the Civil Service Board is to
hear and adjudicate appeals of disciplinary actions submitted to the board from
members of the Police, Fire, and Lifeguard services. This formal judicial process is a
huge responsibility. A fair and honest judgment must be made because the interests of
an employee's career must be balanced with the ability of management to render
appropriate discipline.
On June 30th this year, two current members will be leaving the Civil Service Board,
Paula Godfrey with 16 years service and Douglas Wood, with 8 years of service.
Consequently only one of the three remaining members will have ever been a part of a
disciplinary appeals hearing. The one experienced member, Bert Carson will be leaving
the Board in one more year with16 years of service. I respectfully submit that with my
recent past 8 years service on the Board, having heard and adjudicated a number of
difficult hearings and ruled on a number of other thorny issues, I would provide valuable
continuity and experience to the Board and to the City of Newport Beach.
I started a small photography business in 1947, which grew to become one of the larger
privately owned portrait photography studios in California with 25 employees. I believe
that in successfully growing and operating a small business I have learned valuable
management and people skills that would be both applicable and useful in my continued
service as a Civil Service Board Member.
Prior to my retirement in 1997, 1 served 47 years as a Reserve Los Angeles County
Deputy Sheriff, state certified with full peace officer powers authorized to work street
patrol. I served at all available reserve ranks from Reserve Deputy to Reserve Chief with
supervisory responsibility of 620 reserve deputies. This has provided me with valuable
insight into problems, interests, and concerns of safety officers from the perspective of
both line personnel and of executive management.
Since an intense personnel hearing can run full time for several weeks, it is important
that a Board member have 100% availability to dedicate the time required. I have the
absolute availability to serve, the energy, and the unique qualifications, and I would work
to again be an asset to the Board and to the City of Newport Beach.

I wish to serve the residents of the City of Newport Beach as a member of the Civil Service Board because
I believe that we all have an obligation to contribute our time and talents to our local community and to
leave a legacy of improvement for successive generations.
I grew up in a family that espoused the value of community service. While in college, I served on a judicial
review board and, after college I served a year overseas as a volunteer in a healthcare facility for indigent
and aging individuals. After I completed my Ph.D. and began a career in education, I volunteered in my
local community in a number of positions, most notably serving for several years as a member of the
Transportation and Infrastructure Commission for the City of Irvine.
As an employee of the University of California, Irvine, I believe that I would bring to the table both a local
and a professional appreciation for the importance of —and the responsibility for —civil service rules and
regulations, personnel administration, and municipal policies and procedures.

I am interested in Newport harbor issues. As user demand for.the harbor and waterfront
increases, it's,important to make good decisions that balance the needs of residents, boat

The City of Newport Beach is a wonderful city. I am honored to have served on the Planning
Commission from 2004 to the present, and to have served as its Chair from July 2007 to the present.
In addition, I was honored to serve on EQAC from 1999 to 2004, and as its Chair from 2000 to 2004.
I believe that this experience and my background has provided me with valuable insights into the
City and the surrounding areas. I believe that, during my tenure, both bodies have advanced the
interests of the City and its residents.
I, wish to continue to serve on the Planning Commission, because we have manyithings to finish and
implement, and new challenges to meet and solve First, and most importantly, the City needs to
update its Zoning Code to make it consistent with the newly adopted General Plan. hi line with this,
the City must also draft its Implementation Program for the Local Coastal Plan. 'I have served on the
City's General Plan/Local Coastal Plan Implementation Committee. I believe that, as with all
members of the Committee, I have provided invaluable contributions to assist in the development
of sound and effective zoning and coastal land use regulations. The City and the Commission face
many other issues in updating the Zoning Code to comply with the recently adopted General Plan.
These include: parking management and regulation for commercial and residential uses; design
standards for residential uses; drug and alcohol rehabilitation regulations and other important issues.
As for the implementing regulations for the Local Coastal Plan ( "LCP "), the City has successfully
faced the challenging policies in the LCP in connection with recent applications including the Aerie
condominium project and recent applications on Pacific Dr. I believe that the Planning Commission
moved through these issues efficiently and effectively. Although the Aerie project revealed some
ambiguities in the LCP, recent amendments have clarified the issues.
As for new challenges ahead, the City and the Commission will face many. Probably first on the list
is the alcohol and drug rehabilitation use regulations. Although current regulations relieve the
Planning Commission of much of the burden, the Commission has a track record of active and
effective regulation. This should continue. In addition, in the foreseeable future, Banning Ranch
will seek land use approvals for specific uses which may include open space and residential uses.
The PlanningCommission will implement current regulations and General Plan policies for this new
area. Further, hotel applications will continue including the Dunes Hotel and the Hyatt
redevelopment plan. The Planning Commission can follow and implement the policies of the
General Plan in connection with these and other land use applications. Finally, and importantly, the
City must continue to work for an equitable and fair solution to limit further expansion of John
Wayne Airport.
I have enjoyed my service to the City on EQAC and the Planning Commission. I look forward to
continue on the Planning Commission. Thank you.

Having achieved my goals as a real estate and business law attorney, and achieving
a level of economic security through real estate development and investing, I am now
in a position to dedicate substantial time and energy to maintaining and improving the
quality of living herein our city ofNewport Beach. The Planning Commission seems
a good fit for me as I have no desire to be involved in campaigning for political
office.
I grew up in a construction- oriented environment and worked in a couple of trades
through high school and college. I have successfully processed an investment
property through the City of Laguna Beach Design Review Board, and Building
Department; purchased lots in Corona and built two industrial buildings for
investment purposes, purchased land and built an industrial building in Rancho
Cucamonga; processed building plans for my new home through Approval -in-
Concept in Newport Beach and applied for and obtained California Coastal
Commission permitting for same.
As an attorney I represented many small to mid -size businesses, working with them
as a business advisor in their daily "give and take" of getting along in the business
world, as well as representing them on their legal issues. I drafted and negotiated a
development agreement with the City of Redlands for a natural resources client, have
represented that client during the annexation process by Redlands, dealt with the
California Department of Fish and Game and U.S. Fish and Wildlife Service
regarding endangered species for ongoing operations, worked with various agencies
in processing an Environmental Impact Report and generally dealt with the overall
compliance processes necessary to conduct various businesses. I was also deeply
involved in the acquisition and sale of businesses and real estate.
