HomeMy WebLinkAboutC-8215-1 - Orange County All-Hazards Incident Management Team MOUORANGE COUNTY ALL -HAZARDS INCIDENT MANAGEMENT TEAM MEMORANDUM OF UNDERSTANDING This Memorandum of Understanding (MOU) entered into this I0 -H day of OCiOF,ER , 2016 by and between the following public entities: Orange County Fire Authority (OCFA), Ct it c)F NF,V�4?c�zT Vlt)4r F -I ; and any other public entity who may lawfully join from time to time as will be reflected by an assigned numbered signatory page, that will become an addendum to this MOU (collectively, the "Parties" and individually, a "Party"). WHEREAS, Homeland Security Presidential Directive HSPD-5 and HSPD-8 mandate the development of Type 3 All -Hazards Incident Management Teams; and WHEREAS, a Type 3 All -Hazards Incident Management Team (AHIMT) is a regional team of highly experienced and credentialed people that can come together and deploy with appropriate equipment and personnel, functioning under the National Incident Management System (NIMS), to support the incident management needs of local communities and agencies when requested during major emergency events, which events may include without limitation incidents of terrorism, civil unrest, hazardous materials releases, earthquakes, floods, train derailments, plane crashes, search and rescue operations, weather-related incidents, dam failure, wildland fires, and large planned community events; and WHEREAS, In August 2013, the Orange County Emergency Management Council formally established the AHIMT program and officially recognized the AHIMT Working Group as the body that will set policies and provide oversight for the Orange County Type 3 AHIMT (OC-AHIMT); and WHEREAS, the OC-AHIMT is intended to be one of the U.S. Fire Administration (USFA) multi -discipline, Type 3 AHIMTs that can provide immediate assistance to local agencies within the region during major emergency events, and can serve as a bridge to later arrival of State and Federal Type 1 and Type 2 AHIMTs in very large disasters. NOW THEREFORE, in consideration of the recitals set forth above, the Parties agree as follows: 1. Cooperation. The Parties shall cooperate, support, collaborate, administer, perform, and otherwise work together in developing and deploying the OC-AHIMT. 2. Oversight. The Parties' participation in the OC-AHIMT shall be subject to, and consistent with, any applicable USFA and/or AHIMT Working Group qualification standards, policies, rules, regulations, or program manuals. 1 1162200.1 3. Personnel Costs. Each Party shall be solely responsible for personnel costs incurred in connection with its participation in OC-AHIMT. If a Federal or State Declaration of Emergency is enacted, reimbursement for personnel and services may be possible. 4. Equipment Costs. Each Party shall be solely responsible for all costs associated with repair and maintenance, including gas, oil, lubrication, parts, replacement and repair, or loss of its own apparatus and equipment used in connection with its participation in OC-AHIMT. 5. Requests through the National Firefighting Mobilization System. There must be an agreement in place with a national wildland fire agency to be able to fill a personnel order through the National Firefighting Mobilization System.
