The design includes hardscape, walls, landscaping, and drainage facilities. The project complies with all applicable development standards and no deviations are requested. RECOMMENDATION 1) Conduct a public hearing; 2) Find this project exempt from the California Environmental Quality Act (CEQA) pursuant to Section 15303 of the CEQA Guidelines — Class 3 (New Construction or Conversion of Small Structures), because it has no potential to have a significant effect on the environment; and 3) Adopt Draft Zoning Administrator Resolution No. — approving Coastal Development Permit No. CD2017-029 (Attachment No. ZA 1). 1 Trimar Properties Residence Zoning Administrator, February 15, 2018 Page 2 Land Use and Development Standards • The subject property is located in the R-2 Coastal Zoning District, which provides for single -unit and two -unit residential development and is consistent with the City's Coastal Land Use Plan, General Plan and Zoning Code. A Coastal Development Permit is required and the property is not eligible for a Waiver for De Minimis Development because the property is located in the Appeal Area. • The property is located in an area eligible for a Categorical Exclusion, however, the proposed home exceeds the 1.5 times the buildable area floor area limit identified in Categorical Exclusion Order CE-5-NPB-16-1 (CEO) and approval of a CDP is required. The development otherwise complies with all other applicable CEO limits and standards. Demolition of existing structures is also excluded under the CEO, and, therefore, demolition of the existing single family residence was separately addressed through a Categorical Exclusion Order issued to the California Coastal Commission and effective March 5, 2018 (CEO2018006). • The property currently consists of one legal lot developed with a single-family residence. The neighborhood is predominantly developed with two- and three- story, single-family residences. The proposed design, bulk, and scale of the development is consistent with the existing neighborhood pattern of development and consistent with applicable development standards. • The proposed single-family dwelling and accessory structures conform to all applicable development standards, including floor area limit, setbacks, height, and off-street parking as evidenced by the project plans and illustrated in Table 1 below. The project site is not protected by a bulkhead. • The finish floor elevation of the proposed dwelling is 9.0 feet (NAVD 88), which complies with the minimum 9.00 feet (NAVD88) elevation standard. • The property is located in an area known for the potential of seismic activity and liquefaction. All projects are required to comply with the California Building Code (CBC) and Building Division standards and policies. Geotechnical investigations specifically addressing liquefaction are required to be reviewed and approved prior to the issuance of building permits. Permit issuance is also contingent on the inclusion of design mitigation identified in the investigations. Construction plans are reviewed for compliance with approved investigations and CBC prior to building permit issuance. Water Quality • The property is located more than 200 feet from the nearest body of water. Project design addresses water quality with a construction erosion control plan and a post construction drainage system that includes drainage and percolation features designed to retain dry weather and minor rain event run-off on-site. Any water not retained on-site is directed to the City's storm drain system. Public Access and Views • The project site is not located between the nearest public road and the sea or shoreline. The project design complies with setbacks, height limitations, and floor area limitations. No offsite improvements are proposed. Therefore, the project would not impact public access. Vertical access to the bayfront is available adjacent to the site along 42nd Street. • The nearest Public viewpoint is located across the channel on Newport Island, more than 700 feet from the property. The proposed residence is not located near Coastal View Roads, as designated in the Coastal Land Use Plan. Due to the distance of the proposed development from the Public View Point and the project's compliance with height, setbacks, the project will not impact coastal views. ENVIRONMENTAL REVIEW Categorical Exemption This project is exempt from the California Environmental Quality Act (CEQA) pursuant to Section 15303 under Class 3 (New Construction or Conversion of Small Structures). The proposed project consists of the demolition of one single-family residence and the construction of a new 3,136 -square - foot single-family residence. PUBLIC NOTICE Notice of this public hearing was published in the Daily Pilot, mailed to all owners and residential occupants of property within 300 feet of the boundaries of the site (excluding intervening rights-of-way and waterways), including the applicant, and posted on the subject property at least 10 days before the scheduled hearing, consistent with the provisions of the Municipal Code. Additionally, the item appeared on the agenda for this meeting, which was posted at City Hall and on the City website. APPEAL PERIOD This action shall become final and effective 14 days following the date the Resolution is adopted unless within such time an appeal or call for review is filed with the Community Development Director in accordance with the provisions of Title 21 (Local Coastal Implementation Plan) of the Newport Beach Municipal Code. Final action taken by the City may be appealed to the Coastal Commission in compliance with Section 21.64.035 of the City's certified LCP and Title 14 California Code of Regulations, Sections 13111 through 13120, and Section 30603 of the Coastal Act. ZA2018-### A RESOLUTION OF THE ZONING ADMINISTRATOR OF THE CITY OF NEWPORT BEACH APPROVING COASTAL DEVELOPMENT PERMIT NO. CD2017-029 FOR A SINGLE FAMILY RESIDENCE LOCATED AT 206 42ND Street (PA2017- 072) THE ZONING ADMINISTRATOR OF THE CITY OF NEWPORT BEACH HEREBY FINDS AS FOLLOWS: SECTION 1. STATEMENT OF FACTS. 1. An application was filed by LA Green Designs, with respect to property located at 206 42"d Street and legally described as Lot 4, Block 141, Canal Section Tract requesting approval of a coastal development permit. 2. The applicant is requesting approval of a Coastal Development Permit (CDP) for the construction of a new, three-story, 29 -foot high, single-family residence of approximately 3,136 square feet (inclusive of an attached garage). The design includes hardscape, walls, landscaping, and drainage facilities. 3. The subject property is designated Two Unit Residential (RT) by the General Plan Land Use Element and is located within the Two Unit Residential (R-2) Zoning District. 4. The subject property is located within the coastal zone. The Coastal Land Use Plan category is Two Unit Residential (RT -D) and it is located within Two -Unit Residential (R-2) Coastal Zone District. 5. A public hearing was held on February 15, 2018 in the Corona del Mar Conference Room (Bay E -1st Floor) at 100 Civic Center Drive, Newport Beach. A notice of time, place and purpose of the hearing was given in accordance with the Newport Beach Municipal Code. Evidence, both written and oral, was presented to, and considered by, the Zoning Administrator at this hearing. SECTION 2. CALIFORNIA ENVIRONMENTAL QUALITY ACT DETERMINATION. 1. This project is categorically exempt pursuant to Title 14 of the California Code of Regulations Section 15303, Article 19 of Chapter 3, Guidelines for Implementation of the California Environmental Quality Act (CEQA) under Class 3 (New Construction or Conversion of Small Structures), because it has no potential to have a significant effect on the environment. 2. Class 3 exempts the demolition of up to three single-family residences and additions of up to 10,000 square feet to existing structures. The proposed project consists of the demolition of one single-family residence and the construction of a new 3,136 -square - foot single-family residence and attached 2 -car garage. In accordance with Section 21.52.015 (Coastal Development Permits, Findings and Decision) of the Newport Beach Municipal Code, the following findings and facts in support of such findings are set forth: Finding: A. Conforms to all applicable sections of the certified Local Coastal Program. Facts in Support of Finding: The proposed development complies with applicable residential development standards including, but not limited to, floor area limitation, setbacks, height, and parking. a. The maximum floor area limitation is 3,159 square feet and the proposed floor area is 3,136 square feet. b. The proposed development provides the minimum required setbacks, which are 10 feet along the front property line abutting 42nd Street, 3 feet along each side property line and 5 feet along the rear property line abutting the alley. The highest guardrail is less than 24 feet from established grade (9.0 feet NAVD88) and the highest ridge is no more than 29 feet from established grade, which comply with the maximum height requirements. The project includes garage parking for a total of two vehicles, complying with the minimum two -car garage parking requirement for single-family residences with less than 4,000 square feet of habitable floor area. 2. The neighborhood is predominantly developed with two- and three-story, single-family residences. The proposed design, bulk, and scale of the development is consistent with the existing neighborhood pattern of development. 3. The property is not located on the shoreline. The development is separated from the bayfront by River Avenue and rows of residences. The subject property is located approximately 190 feet from the bay and is not protected by a bulkhead. The finish floor elevation of the proposed dwelling is 9.0 feet (NAVD88), which complies with the minimum 9.00 feet (NAVD88) elevation standard. 4. The property is located in an area known for the potential of seismic activity and liquefaction. All projects are required to comply with the California Building Code (CBC) and Building Division standards and policies. Geotechnical investigations specifically addressing liquefaction are required to be reviewed and approved prior to the issuance of building permits. Conforms with the public access and public recreation policies of Chapter 3 of the Coastal Act if the project is located between the nearest public road and the sea or shoreline of any body of water located within the coastal zone. Fact in Support of Finding: 1. The project site is not located between the nearest public road and the sea or shoreline. The project design complies with setbacks, height limitations, and floor area limitations. No offsite improvements are proposed. Therefore, the project would not impact public access or views. Vertical access to the bayfront is available adjacent to the site along 42nd Street. 2. The nearest Public Viewpoint is located across the channel on Newport Island, more than 700 feet from the property. The proposed residence is not located near Coastal View Roads, as designated in the Coastal Land Use Plan. NOW, THEREFORE, BE IT RESOLVED: 1. The Zoning Administrator of the City of Newport Beach hereby approves Coastal Development Permit No. CD2017-029 subject to the conditions set forth in Exhibit A, which is attached hereto and incorporated by reference. 2. This action shall become final and effective 14 days following the date this Resolution was adopted unless within such time an appeal or call for review is filed with the Community Development Director in accordance with the provisions of Title 21 Local Coastal Implementation Plan, of the Newport Beach Municipal Code. (Except as modified by applicable conditions of approval.) 2. No demolition or construction materials, equipment debris, or waste, shall be placed or stored in a location that would enter sensitive habitat, receiving waters, or a storm drain or result in impacts to environmentally sensitive habitat areas, the beach, streams, wetland or their buffers. 3. Best Management Practices (BMP's) and Good Housekeeping Practices (GNP's) shall be implemented prior to and throughout the duration of construction activity as designated in the Drainage and Erosion Control Plans. 4. The discharge of any hazardous materials into storm sewer systems or receiving waters shall be prohibited. Machinery and equipment shall be maintained and washed in confined areas specifically designed to control runoff. A designated fueling and vehicle maintenance area with appropriate berms and protection to prevent spillage shall be provided as far away from storm drain systems or receiving waters as possible. 5. Debris from demolition shall be removed from work areas each day and removed from the project site within 24 hours of the completion of the project. Stock piles and construction materials shall be covered, enclosed on all sites, not stored in contact with the soil, and located as far away as possible from drain inlets and any waterway. 6. Trash and debris shall be disposed in proper trash and recycling receptacles at the end of each construction day. Solid waste, including excess concrete, shall be disposed in adequate disposal facilities at a legal disposal site or recycled at a recycling facility. 7. Revisions to the approved plans may require an amendment to this Coastal Development Permit or the processing of a new coastal development permit. 8. If the project plans are revised in the future to incorporate 75% or more of impervious surface areas onsite, a WQMP/WQHP shall be required in accordance with Section 21.35.040 A.3 of Title 21 Implementation Plan. 9. The project is subject to all applicable City ordinances, policies, and standards, unless specifically waived or modified by the conditions of approval. 12-21-17 10 Zoning Administrator Resolution No. ZA2018-### Paqe 6 of 7 10. The applicant shall comply with all federal, state, and local laws. Material violation of any of those laws in connection with the use may be cause for revocation of this Use Permit. 11. This Coastal Development Permit may be modified or revoked by the Zoning Administrator if determined that the proposed uses or conditions under which it is being operated or maintained is detrimental to the public health, welfare or materially injurious to property or improvements in the vicinity or if the property is operated or maintained so as to constitute a public nuisance. 12. Prior to issuance of the building permits, a copy of the Resolution, including conditions of approval Exhibit "A" shall be incorporated into the Building Division and field sets of plans. 13. Prior to issuance of building permits, the applicant shall submit to the Planning Division an additional copy of the approved architectural plans for inclusion in the Coastal Development file. The plans shall be identical to those approved by all City departments for building permit issuance. The approved copy shall include architectural sheets only and shall be reduced in size to 11 inches by 17 inches. The plans shall accurately depict the elements approved by this Coastal Development Permit. 14. Prior to the issuance of a building permit, the applicant shall pay any unpaid administrative costs associated with the processing of this application to the Planning Division. 15. Should the property be sold or otherwise come under different ownership, any future owners or assignees shall be notified of the conditions of this approval by either the current business owner, property owner or the leasing agent. 16. This Coastal Development Permit No. CD2017-029 shall expire unless exercised within 24 months from the date of approval as specified in Section 21.54.060 (Time Limits and Extensions) of the Newport Beach Municipal Code, unless an extension is otherwise granted. 17. To the fullest extent permitted by law, applicant shall indemnify, defend and hold harmless City, its City Council, its boards and commissions, officials, officers, employees, and agents from and against any and all claims, demands, obligations, damages, actions, causes of action, suits, losses, judgments, fines, penalties, liabilities, costs and expenses (including without limitation, attorney's fees, disbursements and court costs) of every kind and nature whatsoever which may arise from or in any manner relate (directly or indirectly) to City's approval of Trimar Properties Residence including, but not limited to Coastal Development Permit No. CD2017-029 (PA2017-072). This indemnification shall include, but not be limited to, damages awarded against the City, if any, costs of suit, attorneys' fees, and other expenses incurred in connection with such claim, action, causes of action, suit or proceeding whether incurred by applicant, City, and/or the parties initiating or bringing such proceeding. The Mer -Ko Weather Deck is also used as a one-hour fire resistance -rated assembly when Installed in accordance with Section 4.5. 3.0 DESCRIPTION 3.1 General: The Mer -Ko Weather Deck consists of a slip sheet, primer coat, membrane, bodycoat, and topcoat sealer. The overall dry thickness of the Mer -Ko Weather Deck is 'I4 inch to 'lir inch (6.4 mm to 7.9 mm) when installed over plywood and concrete substrates, respectively. The Mer -Ko Weather Deck materials have a shelf life of one year when the materials are stored in unopened bags or unopened containers, elevated off the ground, kept dry. kept out of direct sunlight, and stored at temperatures maintained between 40°F and 120°F (4°C and 490C). A Subsidiary of the lntemational Code Councilor 3.2 Materials: 3.2.1 PUC 1000: The PUC 1000 is a polyurethane joint sealant used to fill concrete holes, cracks and control joints. It is available in 10.5 -ounce (0.3 L) gun -grade tubes. 3.2.2 Slip Sheet: The slip sheet is a proprietary SBS (styrene butadiene styrene) modified membrane supplied by Parex USA. It weighs 35 pounds per 100 square feet (1.2 kg/m') and has a minimum thickness of 60 mils (1.5 mm). 3.2.3 380 Seam Adhesive: The 380 Seam Adhesive is a bonding adhesive packaged in 10.5 -ounce (0.3 L) caulking tubes. 3.2.4 Deck Emulsion: The Deck Emulsion is an elastomenc, latex polymer. liquid emulsion and is available in 5 -gallon (18.9 L) containers (pails). 3.2.5 Dock Membrane Filler: The Deck Membrane Filler is a dry mixture of portland cement and sand. It is available in 40 -pound (18 kg) bags. 3.2.6 Deck Waterproofing Membrane: The Deck Waterproofing Membrane is an asphalt -modified latex material. It is available In 5 -gallon (18-9 L) pails. 3.2.7 Burlap Fabric 10": The Burlap Fabric 10" is a woven polypropylene fabric and weighs 2.4 ounces per square yard (81.3 g/m2). 3.2.8 Glass Mat Fabric 36": The Glass Mat Fabric 36" is a nonwoven polyester fabric and weighs 2.1 ounces per square yard (71.1 g/m2). 3.2.9 Deck Bodycoat: The Deck Bodycoat is a mixture of Portland cement and sand. Copyright O 2013 Page 1 of 3 ESR -2900 I Most Widely Accepted and Trusted Page 2 of 3 4.0 INSTALLATION 4.1 General: The Mer -Ko Weather Deck materials must be installed by applicators trained and approved by Parex USA, in accordance with this report. the manufacturer's published installation instructions and the code. The manufacturer's published installation instructions must be made available at the jobsite during installation. The Mer -Ko Walking Deck materials must be applied when the weather is dry and the ambient temperature and surface temperature of the substrate is between 40"F and 100"F (4'C and 38°C). Each coat or application must be allowed to fully dry before the next application is applied. 4.2 Preparation of Substrates: 4.2.1 General: The substrate surface must be clean, dry and free of dust and any other contamination at the time of material application. Flashing with No. 26 gage [0.19 inch (0.48 mm)] corrosion -resistant metal must be in accordance with IBC Section 1503.2 or IRC Section R903.2. as applicable, and the manufacturer's published installation instructions. The use of stainless steel flashing requires scuffing with 100-120 grit sandpaper for proper adhesion. The substrates must be sloped a minimum of one-fourth unit vertical in twelve units horizontal (2 percent slope) for drainage. 4.2.2 Plywood: Plywood must be attached to framing in accordance with the requirements of the code. All edges must be blocked. All penetrations and terminations of the plywood sheathing must be protected with flashing in accordance with the requirements of the code and the manufacturer's published installation instructions. Plywood joint spacing is filled with a mixture of 2 gallons (7.57 L) of Deck Emulsion per 40 -pound (17.1 kg) bag of Deck Membrane Filler. This mixture is allowed to dry before application of the Mer -Ko Weather Deck. 4.2.3 Concrete: The concrete surfaces must be clean and free of standing water_ All holes, joints and cracks must be pointed flush with Portland cement mortar and all high spots cut or ground off to provide a smooth, even surface. Any foreign material such as paint, grease or oil must be removed by mechanical means_ All holes. cracks and control joints must be filled with PUC -1000 which is allowed to dry before application of the Mer -Ko Weather Deck materials. 4.3 Application: 4.3.1 Slip Sheet: The slip sheet is installed over the entire deck area to be covered, maintaining a 2 -inch (51 mm) distance from all vertical surfaces, parapets. drain openings. etc_ The slip sheet ends and edges are overlapped a minimum of 2 inches (51 mm) and adhered together using a 1/4 -inch (6.35 mm) bead of 380 Seam Adhesive. The slip sheet is adhered to the deck perimeter flashing using a '/4 -inch (6.35 mm) bead of 380 Seam Adhesive. The slip sheet is adhered to the substrate at intermediate deck areas using a'14 -inch (6.35 mm) bead of 380 Seam Adhesive. The area of the slip sheet unbonded to the deck surface (substrate or perimeter flashing) is limited to a maximum area of 4," square feet (371 M2). The 380 Seam Adhesive must be allowed to dry for a minimum of 24 hours before application of the primer coat. 4.3.2 Primer Coat - Flashing: The primer coat for flashing consists of a mixture of 1.75 gallons (6.62 L) of Deck Emulsion per 40 -pound (18 kg) bag of Deck Membrane Filler. The primer coat is applied at a rate of 200 square feet (18.6 m2) per mixture_ The primer is brush - applied along the flashing and vertical surfaces where bonding will occur. 4.3.3 Primer Coat - Slip Sheet: Before application of the primer coat. the slip sheet must be pulled tight to prevent any wrinkles. The primer coat for the slip sheet consists of a mixture of 1.75 gallons (6.62 L) of Deck Emulsion per 40 -pound (18 kg) bag of Deck Membrane Filler. The primer coat is trowel -applied to the slip sheet at a rate of 200 square feet (18 m2) per mixture. The primed areas must be allowed to dry for a minimum of two hours. Minor surface imperfections are removed by lightly trowel scraping or sanding. The resulting debris must be removed before application of the Deck Waterproofing Membrane. 4.3.4 Deck Waterproofing Membrane: 4.3.4.1 First Application: 4.3.4.1.1 Over Flashing: The Deck Waterproofing Membrane is brush -applied to all primed flashing areas at a rate of 166 square feet (15.4 m ) per 5 -gallon pail, for a minimum dry thickness of 20 mils (0.5 mm). The Deck Waterproofing Membrane is also brush -applied into tight areas and corners to fill holes and other voids. The brush - applied application must be wide enough to accommodate the Burlap Fabric 10", which is immediately embedded using a brush or roller_ All ends and edges of the Burlap Fabric 10" must be overlapped a minimum of 2 inches (51 mm). The Burlap Fabric 10" must be completely saturated and tightly fitted in all comers and around protrusions. 4.3.4.1.2 Over Slip Sheet: The Deck Waterproofing Membrane is trowel- or roller -applied to the primed slip sheet surface areas at a rate of 222 square feet (20.6 m-) per 5 -gallon pail. for a minimum dry thickness of 15 mils (0.38 mm). The application must be wide enough to accommodate the Glass Mat Fabric 36", which is immediately embedded using a brush or roller All ends and edges of the Glass Mat Fabric 36" must be overlapped a minimum of 2 inches (51mm). The Glass Mat Fabric 36" must be completely saturated and free of wrinkles. Additional Deck Waterproofing Membrane is applied to fill any voids. 4.3.4.2 Second Application: The second application of the Deck Waterproofing Membrane is applied within 48 hours of the first application noted in Section 4.3.4.1. The second application is applied at a rate of 667 square feet (62 mz) per 5 -gallon pail for a minimum dry thickness of 5 mils (0.13 mm). 4.3.5 Bodycoat: The bodycoat consists of a mixture of 1 to 1'l4 gallons (3.78 to 4.73 L) of Deck Emulsion to one 50 -pound (22 kg) bag of Deck Bodycoat. The mixture is applied in one or two coats, at a rate of 40 to 45 square feet (3.7 to 4.2 m2), for a minimum wet thickness of inch (32 mm). If two coats are used, the first coat is allowed to dry a minimum of two hours before the second coat is applied. After the Deck Bodycoat has dried completely. all surface irregularities are removed using a mason's stone or by lightly scraping with a mason's trowel. Debris must be removed before application of the smoothing coal - 4.3.6 Smoothing Coat: The smoothing coat consists of a mixture of 11/2 gallons (5.08 L) of Deck Emulsion per 40 -pound (18 kg) bag of Deck Membrane Filler. The smoothing coat is applied at a rate of 150 to 200 square feet (13.9 to 18.6 m ) per mixture. Optionally. a second coat of smoothing coat may be applied_ Each coat of the smoothing coat must be allowed to dry for a minimum of two hours before the next application_ Surface irregularities must be removed by lightly scraping with a mason's trowel and/or sanding with 120 grit sandpaper. Debris must be removed from the surface before the next application. ESR -2900 I Most Widely Accepted and Trusted Page 3 of 3 4.3.7 Topcoat: A coat of Prep Seal Primer is roller - applied at a rate of 1.750 to 2.000 square feet (162 to 186 m2) per 5 -gallon pail. The coat of Prep Seal Primer must be allowed to dry for a minimum of one hour before application of the Mer -Ko Seal. The Mer -Ko Seal (topcoat) is roller -applied. in two coats, each coat at the rate of 750 to 1000 square feet (70 to 93 m) per 5 -gallon pail. 4.4 Roof Covering Fire Classification: When installed in accordance with this report at a slope of 'l4 inch per foot (2 percent slope), the Mer -Ko Weather Deck has a Class A roof Classification. 4.5 One-hour Fire -resistive Construction: The Mer -Ko Weather Deck installed in accordance with this report over '/,inch -thick (15.9 mm) exterior -grade plywood, with minimum 2 -by -8 solid sawn lumber joists spaced at 16 inches (406 mm) on center, and with all substrate joints blocked or tongue -and -groove exterior - grade plywood. may be substituted for the double wood floor described in Assembly 13 of IBC Table 720.1 (3). When installation is over 2 -by -8 joists, the design bending stress assigned to the joist must be limited to 78 percent of the code -prescribed design values. 4.6 Wind Resistance: Installation is limited to buildings with a maximum height of 40 feet (12.2 m) above grade. in Exposure B areas with a maximum 3 -second -gust basic wind speed of 100 miles per hour (l 61 kmlh)_ 4.7 Method of Repair: The damaged area of the existing Mer -Ko Weather Deck must be removed completely through the slip sheet to the substrate. The edges of the existing deck surface repair areas are ground. creating a minimum 8 -inch taper and exposing each layer of the Mer -Ko Weather Deck. The resulting debris must be removed. A new section of slip sheet, larger than the repair area. is placed under the existing slip sheet. The new section must be a minimum of 2 inches (51mm) larger in all directions than the removed sections. A'14 -inch bead of 380 Seam Adhesive is applied around the perimeter and between the new and existing slip sheet. The slip sheet is allowed to dry a minimum of 24 hours before the next application. The remaining repairs must proceed as described in Section 4.3. 5.0 CONDITIONS OF USE The Mer -Ko Weather Deck described in this report complies with, or is a suitable altemative to what is specified in, those codes listed in Section 1.0 of this report. subject to the following conditions: 5.1 Installation must comply with this report, the manufacturer's published installation instructions. and the code. If there is a conflict between the manufacturer's published instructions and this report, this report governs. 5.2 Connection of deck perimeter flashing to substrates must be designed to meet all applicable code requirements 5.3 The Mer -Ko Weather Deck materials listed In Section 3.2, with the exception of the slip sheet. are manufactured at the Parex USA, Inc.. plants located in Riverside and French Camp. California, under a quality control program with follow-up inspections by Ramtech Laboratories. Inc. (AA -655). 5.4 The slip sheet is produced for Parex USA, Inc. and quality control is verified through follow-up inspections by ICC Evaluation Service. LLC. 6.0 EVIDENCE SUBMITTED Data in accordance with the ICC -ES Acceptance Criteria for Walking Decks (AC39). dated May 2011. 7.0 IDENTIFICATION Each container (with the exception of the slip sheet rolls) bears the Parex USA, Inc.. name and address, the hoer -Ko Weather Deck product name, the shelf life, a production report number keyed to the date of manufacture, the name of the inspection agency (ICC -ES) and the evaluation report number (ESR -2900). Each roll of slip sheet is labeled with the product name (Conbase M1340) and the manufacturing location.
