UPDATES AND ANNOUNCEMENTS . A sign in sheet will be provided from now on. Please sign in. . The Restaurant Association would like to make a presentation in May on Restaurant Week. . The Balboa Ferry will be closed all next week for work on the ramps. . The sub -committee reviewing the Economic Development Policy and make-up of the EDC finished its work and will be ready to report in May. . The Film Festival begins April 24, 2008. . The City Council approved the Parking Management Study consultant contract and the first area to be looked at will be Corona del Mar. The kick-off meeting is Wednesday, April 30, 2008, at 6:00 p. m. in the Friends Room Central Library. . An RFP for Retail Market Research is out with responses due April 25, 2008. DISCUSSION ITEMS 1. Minutes of March 19, 2008 Motion: Mr. DiSano Second: Mr. Hawkins Vote: Unanimous 2. Newport Ocean Sailing Association (NOSA) and the Newport to Ensenada Race Presentation by Vice Commodore Jerry Montgomery. This year is the 61St Newport to Ensenada Race. NOSA, with a nine member board and volunteers, sponsors and operates the race. The race began in 1947 with 117 boats. It now averages about 475 boats annually. It costs between $100,000 and $160,000 a year to operate the race, with registration fees covering about half of the costs. Fifty percent of the race entries are local and the other fifty percent come in for the race. Those visitors contribute to the local economy. The City of Newport Beach contributes $15,000 to support the race and the Mayor hosts a reception. The race has had several famous entrants — James Connors, Steve Fosset, Roy Disney, and Humphrey Bogart. The fastest times belong to Fosset for a dual -hull time of six hours forty-six minutes forty seconds and Roy Disney for a single -hull time of ten hours forty-four minutes and fifty-four seconds. The race receives both local and national sports news coverage. It is the biggest of four annual races that NOSA supports. The race will be held on April 25. 3. EQAC Representative's Report Ken Drellishak reported that EQAC has been reviewing its charter and role. Presentation on the Success of Restaurant Week 2008 . Results of the sub -committee on ED Policy and Committee structure . Traffic signal synchronization PUBLIC COMMENTS Robert Hawkins asked about the new Task Force on Green Development, and whether EDC would be involved in any of their work. Sharon Wood explained that the City Council has established this Task Force consisting of six members, and will be appointing members at the meeting of April 22. Once the Task Force is operating, it might be useful to have some interaction with the EDC as their areas of concern may intersect. Gay Wassall-Kelly asked how the parking study would relate to the possibility of developing a new parking structure on the Balboa Market property combined with the City's parking lot. Council Member Henn explained the need to wait until July, when summertime parking demand is highest, to study the Balboa Peninsula. He indicated that he is in contact with the owner of the Balboa Market property.
