The Board of Trustees of the City of Newport Beach met in regular adjourned session at 7:30 o'clock P. M. on above date. The meeting was called to order by President J. J. Schnitker. The roll was called showing all the members present except Trustee Conrad Richter who came in later. The minutes of the meeting of 1Tay 22d and the special meeting of P.Tay 27th were read and approved. The communications were read and referred to the proper order of business. ' UIF�INISHED BUSINESS. The final report of the Board of Trustees concerning the establishment of a district or zone in the City of Newport Beach wherein industries, trades and callings could be carried on, and imposing regulations thereon, which was filed at the meeting of Iday 22d 1922, upon which a hearing had been had by all persons particularly interested and the general public, came on dor consideration; and on motion of Trustee Geo. P. Wilson seconded by Trustee H. C. Sloan, the roll was called and the final report adopted and approved. ORDINANCE NO. 204, entitled as follows: "An Ordinance of the City of Newport Beach for the preservation of the public health, safety and public 7elfare, defining the boundaries of a district wherein it shall be lawful to establish, conduct, maintain and carry on certain trades, callings, businesses and industries, imposing regulations thereon, restricting and segregating the location of industries, providing means for the enforcement of this ordinance, and prescribing a penalty for all violations thereof," came on for second reading and final action by the Board of Trustees; the Ordinance was read and considered, the roll was called ' and Ordinance No. 204 passed by the vote of the following named members of the Board of Trustees: Ayes, Trustees J. J. Schnitker; H. C. Sloan, Geo. P. Wilson, L. S. Wilkinson. Noes, Trustees None. Absent, Trustee Conrad Richter. On motion of Trustee Geo. P. Wilson seconded by Trustee L. S. Wilkinson and upon call of the roll the Deed from the Pacific Electric � Land Company for the Ocean Front Lots in Section B was accepted by the following vote: Ayes, Trustees J. J. Schnitker, H. C. Sloan, Geo. P. Wilson, L. S. Wilkinson. Noes, Trustees None. Absent, Trustee Conrad Richter. This being the day and hour set for opening bids for the construction of a Warehouse for the Gas and Water Departments, the Board in open session opened, examined and declared all sealed bids received, which bids are as follows: Ellsworth Bros. & Son, complete, - - - - - - - - - - $1,934.00 Frank H. Greene, complete, - - - -- - - - - - - - - 1,583.25 0. V. Noble, Complete, - - - - - - - - - - - - - - - 1,709.00 On motion of Trustee Geo. P. Wilson seconded by Trustee H. C. Sloan and carried, all bids for the above work were rejected except ' the one from Frank H. Greene, and any checks accompanying same to be returned. On motion of Trustee Geo. P. Wilson seconded by Trustee L. S. Wilkinson, Frank H. Greene was awarded the contract for building the warehouse, and the President and Clerk were authorized to sign the contracts for same upon the following vote: Ayes, Trustees J. J. Schnitker, H. C. Sloan, Geo. P. Wilson, L. S. Wilkinson. Noes, Trustees None. Absent, Trustee Conrad Richter. No bids were received for dredging a turning basin at Balboa. On motion of Trustee Geo. P. Wilson seconded by Trustee H. C. Sloan and carried, the application of A. Suttora for a lease on a portion of Lot 5 in Block 218 of Section B. was rejected. R On motion of Trustee L. S. Wilkinson seconded by Trustee H. C. Sloan and carried, $25.00 per month was set aside out of the Advertising Fund to be used by the Women's Civic League in their publicity work advertising the City. On motion of Trustee Geo. P. Wilson seconded by Trustee H. C. Sloan and carried, the Street Commkttee was instructed to have the Main Street Wharf and the Washington Street Pier at Balboa painted. On motion of Trustee Geo. P. Wilson seconded by Trustee L. S. Wilkinson and carried, the Map of Tract No. 300 being a Resubdivision of Lot 154 of Block 4 Newport Heights coming within the three mile ' limit, was approved. On motion of Trustee H. C. Sloan seconded by Trustee Geo. P. Wilson and carried, the application_ of Paul Ortega for a permit and license to operate a dance hall on Lots 15 and 16 in Block 10 of Balboa Tract was granted. The communication from the.Women's Civic League in regard to the waiting rooms at Newport Beach and East Newport was discussed, and on motion of Trustee L. S. Wilkinson seconded by Trustee H. C. Sloan and carried, the City Clerk was instructed to write the Pacific Electric Railway Co. asking them to clean up the two waiting rooms and to keep them clean in the future. The matter of annexation of Corona Di Newport Beach came up for discussion with Mr. present, and on motion of Trustee H. C. Sloan Geo.. P, Wilson and carried, the City Attorney the two phases open for annexation, and bring the next meeting. ;l Priar to the City of Sims and Iir. Sloan and carried, the heads of the Gas and Water Departments with the City Engineer were instructed to have the cost of supplying gas and ' water to the Corona Del Mar district in case of annexation at the next meeting if possible. Mrs. L. L. Garrigues on behalf od the Women's Civic League, presented a set of plans of the public park at East Newport.and on motion of Trustee Geo. P. Wilson seconded by Trustee H. C. Sloan and carried, Trustee L. S. Wilkinson was instructed to draft a resolution of appreciation to the Women's Civic League for the set of plans presented. RE:;OLUTIOI! 1110. 186, entitled "A Resolution of the Board of Trustees of the City of Newport Beach adopting specifications No. 32 for the construction and installation of conduits and posts for ornamental lighting in the City of Newport Beach." On motion of Trustee Geo. P. Wilson seconded by Trustee H.C. Sloan the foregoing Resolution was adopted by the following vote: Ayes, Trustees J. J.,,Schnitker, H. C. Sloan, Geo. P. Wilson, Conrad Richter, L. S. Wilkinson. Noes, Trustees None - Absent, Trustees None. RESOLUTIOJ i:0. 187, entitled as follows: "A Resolution of the Board of Trustees of the City of Neirport Beach adopting certain plans for the improvement ' of Central Avenue and other streets and avenues in said City." On motion of Trustee H. C. Sloan seconded by T:pustee Geo. P. Wilson the foregoing; Resolution was adopted by the following vote: Ayes, Trustees J. J. Sch itker, H. C. Sloan, Geo. P. Wilson, Conrad Richter, L. S. Wilkinson. Noes, Trustees None. Absent, Trustees None. RESOLUTION FO. 188, entitled as follows: "A Resolution of the Board of Trustees of the City of Newport Beach declaring their intention to order the improvement of certain portions of Central Avenue, and certain other streets and avenues under the Improvement Act of 1911." 20 On motion of Trustee Geo. P. Wilson seconded by Trustee H. C. Sloan the foregoing Resolution was adopted by the following vote: Ayes, Trustees J. J. Schnitker, H. C. Sloan, Geo. P. Wilson, Conrad Richter, L. S. Wilkinson. Noes, Trustees None. Absent, Trustees None. On motion of Trustee H. C. Sloan seconded by Trustee Geo. P. Wilson and carried, the meeting adjourned to 7:30 o'clock P. It. on Thursday, June 1, 1922. ORDINANCE NO. 209, entitled: "An Ordinance of the City of Newport Beacl? amending Sections 7, 13, 33, 34 and 38 and adding six new Sections to Ordinance No. 110 to be numbered Sections 47a, 47b, 47c, 47d, 47e, 47f, and providing for the payment of the license herein established." came up for final passage, was read and considered; the roll was called and the Ordinance passed by the vote .of the following named members of the Board of Trustees: Ayes, Trustees J. J. Schnitker, H. C. Sloan, Conrad Richter, L. S. Wilkinson. Noes, Trustees None. Absent, Trustee Geo. P. Wilson. NEU BUSII:ESS. On motion of Trustee H. C. Sloan seconded by Trustee L. S. Wilkinson and carried, demand No. 982 of the Valencia Orange Show having been signed and approved by the Finance Committee, was allowed and warrant to be drawn for same. On motion of Trustee L. S. Wilkinson seconded by Trustee Conrad Richter and carried, demand No. 983 of the Newport Beach Chamber of Commerce having been signed and approved by the Finance Committee, was allowed and warrant to be drawn for same when the conditions stated in the demand are fulfilled. On motion of Trustee L. S. Wilkinson seconded by Trustee H. C. Sloan and carried, the Street Committee was instructed to put the necessary sign on Palm Street, Balboa that anyone parking in the center of the street is liable to prosecution. "x7
