The Board of Trustees of the City'of Newport Beach met in -regular adjourned session at 7 :30 o'clock P. IS, on above date. The meeting was called to order by President J. J. Schuzitker. The roll was called showing all the members present except Trustee H. C. Sloan. The minutes of the meetings of August.28th and Sept. 4th were read and .pproved. President J. J. Sc'nnitlrer appointed Trustee Goo. P. Wilson on the Finance Committee pro ten in the absence of Trustee lI. C. Sloan. The reports of the '_Heads of the departments were read and on motion of Trustee Geo. P. 71ilson seconded by Trustee Conrad Richter and carried, the reports were accepted and placed on file. II? This being the time fired by Resolution of Intention No. 196, passed August 7, 1922, for hearing protests in the matter of the improvement and change of grade therein described, and certain written protests having been filed with the City Clerk in said matter, all of said protests were presented to and considered by the Board of Trustees and all persons desiring to be heard in the matter of said protests were heard by said Board, whereupon Trustee Geo. P. Wilson moved that Resolution No. 198 entitled, "A Resolution overruling protests in the matter of the improvement of Central Avenue and certain other streets and avenues and certain alleys," be adopted, which motion was seconded by Trustee L. S. Wilkinson and carried by the following vote: Ayes, Trustees J. J. Schnitker, Geo. P. Wilson, Conrad Richter, L. S. Wilkinson. I ?oes, Trustees None. Absent, Trustee H. C. Sloan. Tru §tee Conrad Richter presented and moved the adoption of Resolution No. 199 entitled, "ZI Resolution of the Board of Trustees of the City of Iiewport Beach; ordering the improvement of Central Avenue and certain other streets and -.venues and of certain alleys, and the change of grade of certain portions thereof, under the Improvement Act of 1911," which motion was seconded by Trustee Geo. P. Wilson and carried by the following vote: Ayes, Trustees J. J. Schnitker, Geo. P. Wilson, Conrad Richter, L. S. Wilkinson. Noes, Trustees Aione. Absent, Trustee _I. C. Sloan. Trustee L. S..Vlilkinson presented and moved the adoption of Resolution 11o. 200 entitled, "A Resolution of the Board of Trustees of the City of Newport Beach directing certain work or improvement to be done under the direction of the City Engineer of said City," which motion was seconded by Trustee Conrad Richter and carried by the followinS vote: Ayes, Trustees J. J. Schnitker, Geo. P. Wilson, Conrad Richter, L. S. Wilkinson. Noes, Trustees Hone. Absent, Trustee H. C. Sloan. On motion of Trustee Geo. P. 1.7ilson seconded by Trustee Conrad Richter and carried, permission was grf.nted I.Ir. Lewis to extend his pier to a distance of 144 foot north of the north line of Bay Avenue and no . float to be cor_structed beyond_ that line. NrW BUSINESS. On notion of Trustee L. S. Wilkinson seconded by Trustee Conrad Richter, and upon call of the roll duly carried, the adoption of Resolution To. 201 at the regular mcetinl- of the Board of Trustees held the 4th day of Sept &tuber, 1922, fixing and-levying the tax rate for the fiscal year 1922 -23 was ratified, approved, and confirmed, an,-- the said Resolution 11o. 201 was re- adopted and the taxes therein specified re- levied for said fiscal ,year. The City Attorney was not ready to -report definitely on the disposition of the I:unicipal Gas Plant and he was -given another week to look it up. e C "'a7 1 i M On motion of Trustee L. S. Wilkinson seconded. by Trustee Goo. P. Wilson and carried, the matter of insufficient crater supply at the Camn Ground was referred to the Street Committee and hater Superintendent 'to make any change necessary. On motion o_" Trustee L. S. lWilkinson seconded by Trustee Conrad Richter and carried, the City attorney was instructed to make the necessary arrangements with Er. I.1yers for turnin;; over the money and obtaining the deed to the 4 acres of lard at the pumping plant. On motion of TrusL-ee Goo. P. Wilson seconded by Trustee L. S. Wilkinson and carried, the application of Frahk H. Greene for an extension of 90 days in whichbto complete the board sidewalk on Ocean Avenue was granted, On motion of Trustee L. S. Wilkinson seconded by Trustee Conrad Richter and cc..rried, the request of City .Iarshal Porter for a three creeks vacation_ from August 31st, :was granted •.-with pay. On motion of Trustee L. S. Wilkinson seconded by Trustee Goo. P. l'Vilson and carried, that the invitation of the City of Palo Alto to attend the convention of the League of California I. Iur_icipalities Sept. 19th to the 23d be acknowledged with thanks, and notify them that we .-rill endeavor to have a representative present. The comim- unication from the Women's Civic League in regard to clearinF,, up the streets,-vacant lots, etc. was taken up, and on motion of Trustee Conrad ^ichter seconded by `_rUstee L. S. Wilkinson_ and carried, Deputy I:Iarshal 14olsb was instructed to get a list of the property holders complained of and notify them that a'clean up is in order and if not done they will be dealt with accordingly. On motion of Trustee Goo: P. Wilson seconded by Trustee L. S. Wilkinson and carried, the application of the American Electric Construc- tion Co. for a -,.wiring; license accompanied by a Surety Bond approved by the City Attorney as 'to form, was granted. On motion of Trustee Geo. P. Wilson seconded by Trustee Conrad Richter and carried, the City Engineer was instructed to furnish the City Attorney with the proper datd for condeiunation of the ri- ht- of­.rcT from the Southern Pacific and Pacific Electric Junction down to ^ur property at the loafer end of the sand spit. On motion of Trustee Geo. P. ' 7ilson seconded by Trustee Conrad ' Richter and carried, thct demands No. 301 to 458 inclusive having been signed and approved by the Finance Committee, be allowed and warrants drawn for same. On notion of Trustee Geo. P. Wilson seconded by Trustee L. S. Wilkinson and carried, the meeting r.djourned to 7:30 o'clock P. on I."_onday, Sept, 11, 1922.
