Wilson and carried, the City Engineer was instructed to draw up plans and specifications for a two story building for a combined toilet and Fire Engine house and to make an estimate on selling the old buildings. On motion of Trustee H. C. Sloan seconded by Trustee Goo. P. Wilson and carried, x;250.00 was set aside out of the Advertising fund for advertising purposes at Fullerton on Armistice Day in the interest of Newport Beach and Balboa. On motion of Trustee Conrad Richter seconded by Trustee H. C. Sloan and carried, the City Clerk was instructed to notify the Adver- tising Committee of the two Chambers of Commerce that it is the unanimous opinion of the Board that they get together and arrange a pamphlet for presentation to the Board. On motion of Trustee L. S. Wilkinson seconded by Trustee Geo.P. Wilson and carried, the Board authorized the Water Superintendent and City Engineer to make the necessary purchase of electric motors needed for the sewer system. On motion of Trustee H. C. J ATTEST: City Cerk. City Hall, Newport Beach, Oct. 30, 1922. The Board of Trustees of the City of Newport Beach met in regular adjourned session at 7:30 o'clock P. Y. on above date. The meeting was called to order by President J. J. Schnitker. The roll was called sho-.-ring the fmll Board present. The minutes of the previous meeting were read and approved. RESOLUTION NO. 207, entitled as follows: "A resolution of the Board of Trustees of the City of Newport Beach declaring that the public interest and the public convenience require, and that it is the intention of the said Board of Trustees of said City to order certain work done or improvements made, describin the work and improvement, the land. deemed necessary to be taken therefor, and specifying the exterior boundaries of the district of land to be affected or benefitted by said work and improvement and to be assessed to pay the damages, costs and expenses thereof," came on for final action; the Resolution was read and considered the roll. was called and Resolution No. 297 was passed by the vote of the following named -.e:.ibers of the Board of Trustees: Ayes, Trustees J. J. Schnitker, I -i. C. Sloan, Geo. P. Wilson, Conrad Richter, L. S. '.Jilkinson. Hoes, Trustees None. Absent, Trustees None. Trustee 1'. C. Sloan introduced a resolution finding and determining that the public interest and necessity requires the acqui- sition by the City of Newport Beach of a public improvement consisting of that certain v:harf located in the City of Ne.rport Beach at approxi- mately the southerly side of Ocean Avenue near its junction with Coast EC Boulevard, together with certain real property approximately 100 feet in width extending from the shore end of said wharf north to the southerly line of Pacific Electric Railway Company's right -of -way. The resolution was ordered filed, read, considered, designated Resolution No. 208, the roll was called and the Resolution adopted by the vote of the following trio- thirds and more of all the members of the Board of Trustees: Ayes, Trustees J. J. Schnitker, E. C. Sloan, Geo. P. Wilson, Conrad Richter, L. S. Wilkinson. Noes, Trustees None. Absent, Trustees None. The President stated that this was the time fixed for the sale of the bonds issued upon the security of the list.of unpaid assessments for the improvement of PORTIONS OF CENTRAL AVEM, AND OTHER STREETS, ALLEYS, AND RIGHTS-OF-CIAY AND P IOP %, :RTY .OliPTED BY SAID CITY, filed by the Superintendent of Streets with the City Clerk on the 18th day of September, 1922. The City Attorney then asked if a notice of the time and place of the sale of said bonds and inviting bids therefor had been given by publication thereof once a creek for two Creeks in the Newport News, as ordered by the Board of Trustees at its meeting held the 16th day of Octdber, 1922, and it satisfactorily appearing th:,.t said notice had been so given, the President then asked the Clerk if any bids had been received for said bonds. 1,'Jhereupo4 the Clerk stated that no bids therefor had been received. The President then asked if there was any person present desiring to file or make a bid for said bonds; and it appearing that there was no person present who desired to do so, the President stated that it was then in order for the Board of Trustees to determine whether it should readvertise for bids or deliver said bonds to the Contractor in satisfaction of the sum due upon its assessment and warrant. 'o1HEREUPON Trustee Geo. P. Wilson offered the following Resolution which was seconded by Trustee L. S. Wilkinson: BE IT RESOLVED by the Board of Trustees of the City of Newport Beach, California, that the bonds issued upon the security of the unpaid assessments for the improvement of PORTIONS OF CENTRAL AV MN ,', AND OTKhR STREETS, ALLEYS, AND RIGHTS -OF -WAY AND PROPER'L'Y BY SAID CITY, as described in Resolution of Intention No. 133 of said City, adopted July 6, 1920 shown in the list filed by the Superintendent of Streets of said City with the Clerk of this Board on the 18th day of September, 1922, in the aggregate principal sum of '261,939.58, hereinafter more particularly described, be and the same are he_^eby awarded and delivered to the Thomas Haverty Company, the Contractor named in the contract for the improvement hereinabove described, in satisfaction of the sum due it upon its assessment and warrant. The said bonds are described as follows, to -wit: Street Improvement Bonds for the improvement of PORTIONS OF CENTRAL AVENTE, AND OTHER STREETS, ALLEYS, AND RIGHTS - OF -4lAY AND P,iOP','RTY 0':'.T ?ED BY SAID CITY, numbered one to three hundred and thirty inclusive, Thev are issued in nu fifteen (15) anal series and payable on the 2d day of July of each year, from the 2d day of July 1924 to the 2d day of July, 1938 inclusive. An ever_ annual proportion of the aggregate principal sum of said bonds being payable on the 2d day of July of each year. They bear the se,ia.l numbers one (1) to fifteen (15) inclusive, representative of the fifteen annual series. There are twenty -tao (22) bonds in each annual series. There are 13 bonds in each annual series issued in the denomination of ;'1000.00; 8 bonds in each annual series issued in the denomination of q 500.QO and 1 bond of each annual series in the denomi- nation of ;,;462.638 approximately. They bear interest at the rate of seven (7) per cent per annum and the interest is payable semi - annually on the 2d days of January and July of each year; the first installment of interest being payable on the 2d day of January, 1924. They bear interest from the 18th day of September, 1922. They are dated October 16, 1922. '.Jhich Resolution was adopted by the following vote: Ayes, Trustees J. J. Schnitker, H. C. Sloan, Geo. P. Sloan.the bid of Carl S..Kelty for Freeman, Smith F: Camp Co. of par and accrued interest plus 5?100.00 premium for the .;160,000.00 bond issue of Llunicipal Improvement District No. 2 of the City of Newport Beach was accepted and the Clerk was instructed to execute and deliver to the bidders duplicate copy of acceptance on receipt of a certified check for ;1,200.00 on the following vote: Ayes, Trustees J. J. Schnitker, H. C. Sloan, Geo. P. GJilson, Conrad Richter, L. S. Wilkinson. Noes, Trustees None. Absent, Trustees None. The Clerk reported that there had been filed in his office on the 30th day of October, 1922, a petition protesting against the passage of Ordinance No. 216, by the.Board of Trustees on the 2d day of October, 1922. The petition was presented to the Board of Trustees together with the certificate of the Clerk that he had examined and from the records of registration ascertained that the said petition is signed by mofie than ten per cent of the electors of the City of Newport Beach. The petition was ordered filed, and ordinance No. 216 taken up for consideration, and having been reconsidered, on motion of Trustee II'. C. Sloan seconded by Trustee Geo. P. 1.7ilson and upon call of the roll duly carried, it was ordered that ordinance No. 216 be not repealed but stand as passed. The City Attorney was then instructed to prepare and present to the Board of Trustees an ordinance calling a special election for the purpose of submitting to a vote of the electors of the City of Newport Beach Ordinance No. 216. The Citv Clerk was instructed to notify the Executive Committee of the Armistice Day Celebration at Fullerton, that our Board of Trustees will arrange to be in the parade with an automobile. City Hall, Newport Beach, Nov. 6, 1922. The Board of Trustees of the City of Newport Beach met in regular session at 7 :30 o'clock P. L. on above date. Inasmuch as Trustee J. J. Schnitker, President of the Hoard of Trustees was absent, on motion of Trustee Conrad Richter seconded by Trustee H. C. Sloan and carried, Trustee Geo. P. 'Nilson was elected President of the Board of Trustees pro tem. The roll. was called showing all the members present except Trustee J. J. Schnitker. The minutes of the previous meeting were read and approved. The reports of the heady of the various departments were read and on motion of Trustee L. S. Wilkinson seconded by Trustee Conrad Richter and carried, the reports were accepted and ordered filed. This being the day and hour set for opening bids for the construction of a steel girder bridge across the Santa Ana River, the Board in open session opened, examined and declared all sealed bids received, which bids are as follows:
