HomeMy WebLinkAboutC-3889 - Multiple-Discipline Command Vehicle and Interoperable Communications EquipmentCITY OF NEWPORT BEACH CITY COUNCIL STAFF REPORT Agenda Item No. 4 October 10, 2006 TO: HONORABLE MAYOR AND MEMBERS OF THE CITY COUNCIL FROM: Fire Department Tim Riley, Fire Chief, 644 -3101, triley @city.newport- beach.ca.us SUBJECT: Utilize-UASI Funds to Purchase Multi- Discipline Command Vehicle and Interoperable Communications Equipment RECOMMENDATION: Accept Urban Area Security Initiative (UASI) grant funds to purchase a Multi- discipline Command Vehicle for $65,000. Accept UASI grant funds to purchase Interoperable Communications Equipment for $62,000. Authorize a budget amendment increasing revenue estimates by $127,000.00 in 2351- 4866, UASI Grant, and increasing expenditure appropriations by $65,000.00 in 2351 - 9030, UASI Grant Vehicle, and by $62,000.00 in 2351- 9031,.UASI Grant. Equipment. Approve a sole source contract with 911 Vehicles with an amount not to exceed $65,000 for the Command Vehicle, and Motorola with an amount not to exceed $62,000 for the Interoperable Communication Equipment. DISCUSSION: Background: In October, 2003, President Bush signed the Fiscal Year 2004 Homeland Security Appropriations Act, thereby providing vital funding needed to ensure the safety and security of our nation. Through the Department of Homeland Security (DHS), emergency prevention, preparedness, and response personnel nationwide will receive over $4 billion in funding through the UASI Program. The program provides financial assistance to address the unique planning, equipment, training, and exercise needs of large urban areas to assist them in building enhanced and sustainable capacity to prevent, respond to, and recover from threats or acts of terrorism. Accept UASI Grant Funds October 10, 2006 Page 2 The urban areas are chosen by DHS based on a formula that takes into account factors such as including critical infrastructure, population density, and credible threat information. Among other densely populated cities, the City of Santa Ana was awarded approximately $15 million dollars to accomplish the grant goals for the Santa Ana Urban Area (SAUA), which includes half of the cities in the southern part of Orange County including Newport Beach. The City of Anaheim was also awarded funds to do the same in the northern half of the county. Both UASI cities and the County of Orange have teamed up to forge one of the most cohesive, focused, and regional partnerships anywhere in the nation. The City of Newport Beach is eligible to receive UASI grant funds for equipment and training to support the ongoing efforts to reduce the risks of all disasters to the City, whether they are natural or man made. Both the Fire and Police Departments analyzed their own individual threats and risks and, based upon a needs assessment, each agency submitted equipment and training requests to the Santa Ana Urban Area in 2004. To date the City has already received the following in equipment and training: WMD training and personal protection equipment for all first responders, Radio Communications 800 MHz enhancements, Fire Dispatch integration (Study to integrate CAD to CAD), command trunk kits for police cars, CopLink (Data sharing solution), night vision upgrade and moving map system for the ABLE helicopter program. , Currently, the Fire Department has been awarded $65,000 to purchase a multi- discipline command vehicle (MDCV), and $62,000 to outfit the MDCV with interoperable communications equipment. The vehicle will be used as a multi - jurisdictional, multi- discipline resource for emergencies related to terrorist events. The vehicle itself, as designed, will have common communications capability with all public safety disciplines via the 800 MHz countywide coordinated communications system. This means that all fire service, lifeguard and police resources in Orange County would be able to be accessed by this command vehicle. In a regional and State Wide event, the MDCV would have the capability to maintain contact, via VHF frequencies, with the California Office of Emergency Services. Finally, a citizens band radio, satellite phone and internet access via a mobile wireless router will provide the emergency manager access to unlimited information in real time at any point in the United States. Funding Availability: If the recommended projects are approved, the City will have to provide the money in advance from the general fund. Upon completion of the project, all funds would be reimbursed from the UASI grant. After one year of operations, it will be determined whether the vehicle will ultimately be maintained as part of our fleet. If that determination is made, a monthly replacement expense will be included beginning in Fiscal Year 2008 -2009.
