INTRODUCTION In accordance with your request and authorization, NMG Geotechnical, Inc. (NMG) has provided geotechnical observation and testing services during construction of ADA and parking lot improvements at the subject site. The geotechnical services were provided from June 2 to June 29, 2017. The geotechnical observation and testing performed by NMG during construction was based on the requirements in the approved project report, specifications, and the project plans. Observation and testing for the subject site included: • Subgrade for curb and gutter, sidewalk, concrete pavers and ADA ramp; • Aggregate base for concrete pavers; and • Asphalt concrete. This report summarizes our services for the completed improvements and construction, presents the results of our observation and testing, and provides our conclusions. Compacted subgrade, aggregate base and asphalt concrete were tested for relative compaction using ASTM Test Method D6938 (nuclear gauge). The maximum density and optimum moisture content of onsite soils were determined by ASTM Test Method D1557. Plant maximum densities were used for aggregate base and asphalt concrete. Laboratory test results are presented in Table 1. Field density test results are presented in Table 2, with the approximate test locations depicted on the Field Density Test Location Map (Figure 1). The precise grading plans, prepared by Stantec, were used as the base map to present the improvements observed and tested by NMG representatives. Subgrade for Curb and Gutter, Sidewalk, Concrete Pavers and ADA Ramp Generally, minor cuts and fills on the order of 1 foot or less were made to achieve subgrade. Subgrade materials were moisture -conditioned as needed, and compacted using a hand -operated mechanical compactor (Wacker). Subgrade materials were observed and tested to verify that a minimum relative compaction of 90 percent, with adequate moisture content, was achieved. Aggregate Base for Concrete Pavers Approximately 4 to 6 inches of aggregate base (AB) materials were placed for the concrete paver section. AB materials were moisture -conditioned to near -optimum moisture content and compacted using a vibratory roller and Wacker. Compacted AB was observed and tested to verify that a minimum relative compaction of 95 percent, with adequate moisture content, was achieved. Asphalt Concrete Full-time deputy asphalt inspection was provided during asphalt concrete (AC) placement. Prior to placement of AC, debris was removed and cold joints were tack -coated. In areas adjacent to the curb, AC was placed in full -depth. For the parking lot areas, existing pavement was cold - planed approximately 1.5 to 2 inches and capped with new AC. AC was compacted using a vibratory roller and vibratory plate. The measured AC temperature ranged from approximately 285 to 298 degrees Fahrenheit. Compacted asphalt concrete was observed and tested to verify that a minimum relative compaction of 95 percent was achieved. CONCLUSION To the extent we can infer from our observation and testing, we conclude that the subject work is geotechnically suitable for its intended use. The work was performed in substantial compliance with the project requirements and those of the city of Newport Beach. This report presents the results of our observation and testing, and provides our conclusions. Please note that this report summarizes our services for the completed improvements and construction within the areas shown on Figure 1 (Sheet C10 of the overall Fashion Island ADA improvement precise grading plan, prepared by Stantec). A report for the remaining improvements within Fashion Island will be issued upon completion of construction. Subgrade for Sidewalk and Curb -and -Gutter Generally, minor cuts and fills on the order of 1 foot or less were made to achieve subgrade. Subgrade materials were moisture -conditioned as needed, and compacted using a hand directed mechanical compactor (Wacker) and vibratory plate. Subgrade materials were observed and tested to verify that a minimum relative compaction of 90 percent, with adequate moisture content, was achieved. Subsequent to compaction, the subgrade soils for sidewalk improvements were moisture - conditioned, as recommended for expansive soils (NMG, 2017). Asphalt Concrete Full-time deputy asphalt inspection was provided during asphalt concrete (AC) placement. Prior to placement of AC, debris was removed and contact surfaces were tack -coated. For the parking lot areas, existing pavement was cold -planed approximately 2 to 3 inches and capped with new AC. Asphalt concrete was placed in full -depth for slot patch adjacent to curbs. AC was compacted using a vibratory roller, a Wacker, and a vibratory plate. Compacted asphalt concrete was observed and tested to verify that a minimum relative compaction of 95 percent was achieved. The measured AC temperature ranged from approximately 278 to 289 degrees Fahrenheit. CONCLUSION To the extent we can infer from our observation and testing, we conclude that the subject work is geotechnically suitable for its intended use. The work was performed in substantial compliance with the project requirements and those of the City of Newport Beach. (NMG) has provided geotechnical observation and testing services during construction of parking lot and ADA improvements (Phase 1) at Fashion Island in the city of Newport Beach, California. The geotechnical services included in this report were provided from January 28 to February 19, 2019. The geotechnical observation and testing performed by NMG during construction was based on the approved project report, project specifications, and project plans. Observation and testing for the subject site included: • Subgrade for sidewalk; • Aggregate base for parking lot; and • Asphalt concrete.
