The Harbor Commission held a Study Session on September 9, 2020 and adopted their proposed Goals and Objectives for 2021 on November 9, 2020. The Harbor Commission seeks approval from the City Council on their 2021 Goals and Objectives. RECOMMENDATION: a) Determine this action is exempt from the California Environmental Quality Act (CEQA) pursuant to Sections 15060(c)(2) and 15060(c)(3) of the CEQA Guidelines because this action will not result in a physical change to the environment, directly or indirectly; and b) Approve the Harbor Commission's Goals and Objectives for 2021 as presented in Attachment A. FUNDING REQUIREMENTS: There is no fiscal impact related to this item. DISCUSSION: The Harbor Commission annually prepares goals and objectives as their workplan for each calendar year. After the Objectives are approved by the Harbor Commission, they are presented to the City Council for their consideration and review. During a Study Session of the Harbor Commission in September, the Commission reviewed the current Objectives and discussed whether or not each Objective should be modified, enhanced or deleted. The Commission adopted the 2021 Goals and Objectives on November 9, 2020 as shown on Attachment A. 12-1 Harbor Commission Proposed Goals and Objectives for 2021 January 12, 2021 Page 2 Year in Review — 2020 The Harbor Commission had a busy year during 2020. The Objectives lay out five functional areas: 1) Harbor Operations, 2) Harbor Viability, 3) Harbor Infrastructure, 4) Harbor Stakeholders and 5) Harbor Vision. Within each of these functional areas are selected accomplishments. The 2020 Goals and Objectives and status sheet is included as Attachment B. • Completed major revisions to the Harbor Code (Title 17) • Completed recommendations to Title 17.10, Marine Activities Permits to be presented to City Council shortly • Removed derelict vessels from the harbor • Significant progress on mooring extension policy, to be presented to the Harbor Commission in the first quarter of 2021 • Significant progress on reducing the footprint of the mooring fields, to be presented to the Harbor Commission in the first quarter of 2021 • Continued working with United States Coast Guard pursuing a new anchorage • Completed Harbor Attendance Study (Attachment C). The Harbor Commission appreciates the support of the City Council in working together to make Newport Harbor the best it can be. ENVIRONMENTAL REVIEW: Staff recommends the City Council find this action is not subject to the California Environmental Quality Act (CEQA) pursuant to Sections 15060(c)(2) (the activity will not result in a direct or reasonably foreseeable indirect physical change in the environment) NOTICING: The agenda item has been noticed according to the Brown Act (72 hours in advance of the meeting at which the City Council considers the item). The purpose of the Harbor Commission is to provide the City of Newport Beach with an advisory body representing these diverse uses of Newport Harbor and its waterfront. 1. Advise the City Council in all matters pertaining to the use, control, operation, promotion and regulation of all vessels and watercraft within Newport Harbor. 2. Approve, conditionally approve, or disapprove applications on all harbor permits where the City of Newport Beach Municipal Code assigns the authority for the decision to the Harbor Commission. 3. Serve as an appellate and reviewing body for decisions of the City Manager on harbor permits, leases, and other harbor -related administrative matters where the City of N e w p o r t Beach Municipal Code assigns such authority to the Harbor Commission. 4. Advise the City Council on proposed harbor -related improvements. 5. Advise the Planning Commission and City Council on land use and property development applications referred to the Harbor Commission by the City Council, Planning Commission, or the City Manager. 6. Make recommendations to the City Council for the adoption of regulations and programs necessary for the ongoing implementation of the goals, objectives, policies of the Harbor and Bay Element of the General Plan, the Harbor Area Management Plan, and the Tidelands Capital Plan. 7. Advise the City Council on the implementation of assigned parts of the Tidelands Capital Plan such as: • Dredging priorities • In -bay beach sand replenishment priorities • Harbor amenities such as mooring support service areas and public docks Harbor Commission - Objectives The following objectives are intended to support the mission of the Harbor Area Management Plan and the two most essential responsibilities of the Harbor Commission: (1) Ensuring the long- term welfare of Newport Harbor for all residential, recreational, and commercial users; (2) Promoting Newport Harbor as a preferred and welcoming destination for visitors and residents alike. These updated objectives are subject to the review and approval of the Commission, and final approval by the Newport Beach City Council. Harbor Commission ad hoc committees, as established by the Commission, bear principal responsibility for coordinating the Commission's efforts, along with staff support, in achieving these Objectives. 12-3 City of Newport Beach - Harbor Commission Objectives Proposed November 9, 2020 2021 Objectives Functional Area 1.
