Speed cushions are similar, but are importantly different that speed humps. They are designed with cutouts to allow large emergency vehicles to pass unaffected. Speed cushions extend across one direction of travel with longitudinal gaps to allow wide -wheeled vehicles to avoid going over the hump. The distance between the gaps is too long however to allow cars to pass without slowing. Our Fire Department supports the speed cushions. Tony Brine, P.E., T.E. A few years ago, the City of Las Vegas required our company to install speed humps on the main access roads within our neighborhood shopping centers to reduce vehicular speeds. After installing them for a significant cost, our company was then required to remove them by the fire department as noticeable damage (shocks, suspension, etc.) was occurring to emergency vehicles around the city and emergency response times were affected causing a public safety issue. I hope all governmental entities have provided input regarding any potential, and in my opinion unnecessary, roadway alterations including emergency services. While I love the family environment of Dover Shores and love seeing kids playing roller hockey, biking to school, etc., parents must realize that allowing their children to "play" in the streets come with inherent risk. Because of that, residents, particularly new homeowners, need to realize which streets are main arterial streets such as Highland, Santiago, Commodore, Galaxy, Dover and so forth vs. more neighborhood streets with minimal traffic. Having grown up in Villa Park, which is a very family centric neighborhood, my parents educated me which streets were safe (low traffic count, straight, high visibility) and which were unsafe (high traffic count, curves, low visibility, etc.). Not only do residents need to be responsible for such lessons, but also realize that purchasing a home on a high traffic street comes with some drawbacks. Overall, the current speeds and average vehicular speeds are completely in line with similar neighborhoods and the problem lies primarily with resident's expectations of street usage for their children's personal use rather than what the streets are actually built for. I am 100% completely opposed to the installation of any street cushions and edge line striping. On a side note, I believe much of the traffic problem was due to the city's recalibration of the stop light on Irvine and Highland, which occurred years ago. Before the recalibration, the left hand turn arrow was almost immediate during non rush hour traffic and fairly reasonable during rush hour. After recalibration, it stayed red even with no traffic on Irvine for well over a minute during non rush hour and was a crap shoot during rush hour. Because of that change, most everyone learned Commodore was a shortcut and became a main arterial street even though it's not as wide as Santiago or Highland. Recalibrate the light and people will start using the designated arterial roads again over time. While it appear that certain member of the Neighborhood support the calming actions, I do not. The facts of the traffic collision report for a ten year period 9.2008 to 8.2018 show 27 separate collisions or 2.7 per year or less than .0225 per month. The report also indicates that out of the 27 separate collisions 5 were Driving under the influence or 18.5%. An additional analysis of the reported traffic collisions indicate that six solely involved bicycles of which four or a full 67% involved unsafe speed prior to the advent of electric bicycles. The resulting collisions involved vehicles such that only 1.6 accidents per year were autos and only 43.75% were for unsafe speed, which causes one to ponder "Much Ado over Nothing". The reports includes bicycles and autos as one in the Report Unsafe speeds = 32%; aside from driving in excess of the speed limit, this could also refer to a speed deemed "unsafe for the conditions," which could include inclement weather, impaired visibility (e.g., fog) or roadwork. Such a summary misrepresents the data or at the very least obfuscate the true relationship of unsafe speed as though it applies solely to automobiles. The 10 year collision rate again does not call attention to the Collision rate being insignificantly low as to the million miles driven or the ADT equaling for just the Windward to Shipway 1 collision to 2,606,100 traffic trips though a review of the Traffic Collision Reports does not identify any such collision. The results of the Traffic Count and Speed also show that the average is approximately 5 mph over the posted speed of 25 mph in most cases. Yes, there is probably some flow through traffic to the Newport Aquatic Center, each morning and evening affecting primarily Westcliff Dr. and Dover, but there is a stop sign there. The Study does not indicate the number of licensed drivers in the Calming Area which must be a factor into the number of trips since their are 3,932 residents. Can the City elucidate the number of Licensed drivers and the average number of trips such drivers take each day. The Study does it include the numerous traffic hazards of basketball hoops or signage of children at play in the area which may be distraction to drivers. The Study is short-sighted and as the report states, "... That is, driver awareness and behavior are of prime importance". "The objective of this study is to quantify and address the nature of concerns expressed by residents of Mariners and Dover Shores communities to City of Newport Beach Traffic Engineering staff. In general, these concerns relate to "quality of life" issues that are closely tied to traffic speeds and safety issues." The data does not support the "quality of life" issue. The data does not support any mitigation to the neighborhood other than addressing concerns raised by certain individuals For the foregoing reasons and the faulty report, I again can not support any action to be taken in the area. We have waited for years to have the speeding and dangerous driving issues plaguing our community addressed. It's clear that our community as a whole was able to get the attention of staff and council and for that we are collectively grateful. As a mom of two young boys who often play in the street as we do not have any sidewalks Im naturally concerned with how fast cars take the blind corner just a few houses down from us (Corner of deborah and sylvia). No-one wants to see the lack of appropriate street signage end in tragedy. Calming measures for these blind corners needs to be considered. I myself have been in 2 near misses walking on the street by the corner only to have a car cut the corner and come close to hitting me. I'm terrified it could one my my kids Additionally we need yield signs or other calming measures to address the traffic confusion at the 3 and 4 way intersections in our neighborhood. Please consider adding yield signs and pavement markings to the intersections of Kathleen & Beryl, Deborah & Vivian, Diana & Leila, and Skylark & Commodore to your calming measures. If this requires 70% of our neighbors to approve, we are organized and can get that completed quickly. These are small, non-invasive measures that would make a world of difference to confused or distracted drivers and could very well save the life of one of our neighborhood children. As a Dad of three young boys (ages 10, 10 & 8) and very concerned resident of 1607 Santiago Drive (for almost 8 years), every day I witness a blatant disregard for speed limits and driving rules. I invite you to my home to see for yourself! I understand there are many factors to weigh when considering this type of project, but speeding and reckless driving are without question out of control along Santiago Drive and throughout the neighborhood. On a 'normal' day, from my front yard, I will see on the street large groups of cyclists using the 'back bay loop', many young children riding their bike to the park or school, families on bikes, joggers or runners in the street ... and now electric bike riders who also disregard rules of the road. When you throw in exceedingly fast drivers, which the study confirms, the 'chances' for fatal events are extraordinarily high. I am truly surprised additional people have not been killed based on the speeding and reckless driving that I've seen first-hand. Hello, I am a resident on Highland Drive, Newport Beach CA, 92660. My family is in favor of anything that would reduce the speed of drivers on our streets. It is just not acceptable that drivers can hit levels of speed into the 40+ mile per hour range down our streets. It's a daily occurrence. Nearly every time I pull out, I have a car behind me, tailgating as I try to keep to the 25 mile per hour limit. It's everybody, residents, workers and even public services like CR&R. I had a UPS driver challenge me as I shook my head at him for blazing past my home. The CR&R trash truck (I do love their service, I will say that) blew past me as I was running last week. It had to be at least 35mph, the guy was hauling. I had an old lady in a light blue Prius literally cut through the right side of my vehicle to pass as I was driving down Highland, because I wasn't going fast enough for her. We just built a fence in our front yard, to keep our almost 2 year old daughter and two dogs safe. How many more people have to die, before we act. I have a 17 month old son and just this month have almost been hit twice by speeding cars and cars speeding through stop signs. The fact nothing has been done is irresponsible and is going to end in another lost life. I watch cars speed by my home hundreds of times a day. I have added not one but two fences to my front yard because I am terrified of what might happen to my son if he ever got into the street. Please take your responsibility as the City of Newport Beach seriously and add measures to keep our community safe. RE: Dover Shores Speed Mitigation Date: Jan 11, 2021 We have lived on Commodore Rd for 35 years and have witnessed over that period of time, an increased flow of transient traffic. These neighborhood streets were never meant to accommodate the numerous amounts of cars at any one given time, which occurs a couple times a day. But what is the most disturbing is the speed and recklessness at which they drive. As you all know, the wonderful VanDerAhe family, whose son was killed by a DUI driver just 3 doors down from us, has motivated the neighborhood to take immediate action. We do not want another child, adult or animal to be killed because of carelessness. After much thought and action taken by the residents of several of our streets, we feel that the proposed speed cushions would create the result of slower and hopefully more careful driving which would prevent another tragedy. Received After Agenda Printed January 12, 2021 Item No. 14 January 11, 2021 To the City of Newport Beach, I'm writing you on behalf of my family which consists of my wife, Lisa, and our two young children ages 4 and 1. We moved to Dover Shores over two years ago as it was a community designed and built as being a safe place to raise a family. The homeowners directly to our left and right and both houses directly across the street all have children no older than first grade (12 total if I'm counting correctly). This has been and will continue to be a desirable place to raise a family. The ability to walk through a neighborhood to an Elementary School (Mariners) was one of the main drivers for us and many others to move to the community as we would be able to avoid major thoroughfares like Irvine avenue. Limiting our children's access to Traffic, Speeding and reckless driving areas for the unthinkable to occur all are part of it a decision on where to live. It's a main reason why property values in Dover Shores and the Dover Shores HOA are what they are. Unfortunately, that is no longer the case and it is about time the city and community did something about it. Since July alone, there has been a hit and run on Galaxy near Galaxy Park and 1 tragic death on Commodore where a teenager was hit and killed. The concerns around speeding and reckless behavior will continue and are able to be solved one of 2 ways: (1) The City actually do their job and enforce speed limits in the community and place traffic police to issue speeding tickets. M (2) Speed Bumps be installed on the recommended streets. (Santiago Drive, Polaris Drive, Galaxy Drive, Leeward Lane, Windward Lane, Holiday Road, Antigua way, Dover Drive, Highland Drive, Mariners Drive, Tradewinds Lane, Westcliff Drive, Nottingham Road and Commodore Road. RK Engineering published a report dated October 23, 2019 titled "Mariners and Dover Shores Neighborhood Traffic Calming Study" where RK spelled out a number of areas where the 85th percentile speeds in the area were equal or greater than 32 MPH would be reviewed in more detail, but it was identified at several locations. They data in the report confirms that the residents' concerns about excess speed is actual and action needs to be taken. On Santiago Drive, south of Estelle, where I live, the pace speed was found to be between 26-35 MPH (In a 25 MPH zone) with the 85th percentile at 33 MPH. 78% of drivers were between 26-40 MPH. The report states the speed limit is not being followed. The situation has been so frustrating over the years that we have often contemplated moving to save the lives of our children. Although our children have grown into young adults, we all need to enter our cars from Santiago Drive and/or Mariners Drive which is a near deadly experience almost daily. The cars racing by do not care that you are getting into or out of your vehicle and they nearly run you over without hesitation. The drivers do not care about stop signs or speed limits in Dover Shores, and it is imperative that the City finally step up and install speed cushions/bumps and any other deterrent to slow down the traffic. I have also witnessed vehicles doing circles in the intersection of Mariners/Santiago. I think about if they had lost control, they could have driven straight into our home and killed somebody. It is hard to understand why the City has not been proactive about installing speed bumps/cushions/deterrents which could have saved the young lives that have been lost in our neighborhood. It is awful to think that those precious lives could have been saved if the City had only acted on our neighborhood requests to slow the traffic. It is hard to think that we could have made a difference, yet we did not due to red tape and politics. I have lived on Highland for over 25 years. The beyond tragic death of a child in our neighborhood should be enough to institute speed cushions and other safety measures so that no family or community has to suffer another devastating loss. However, below are other reasons you should vote to institute speed cushions and other measures. The speed and volume of the traffic has increased significantly over the years. Large construction and delivery trucks, and at times, school buses speed in this neighborhood. Their size impedes their visibility of children walking and on bikes. Their speed makes accidents more probable. Also, with all the construction and people working from home there are lots more parked cars. The parked cars and construction vehicles cause sight obstructions at corners, when backing out, and when crossing the street. For example, a car parked on Highland at the corner of Skylark and facing toward Irvine Ave. completely blocks the view for a bike or vehicle turn from Skylark onto Highland. A construction vehicle makes the turn impossible as you cannot see if a car is coming. When cars are speeding there is no chance for accident avoidance under these circumstances. Due to Covid 19 and stay at home orders, many more children and people are walking and biking in this neighborhood, yet the traffic and visibility are worsening. Further, to retain physical distance people often move to the street to allow others to pass on the sidewalk. The speeding cars, blind spots created by parked cars, and blind curves pose a greater danger due to increased pedestrian and bike traffic. The Aquatic Center traffic adds other issues. The greatest being people rushing to and from class or event times, especially early morning when kids are walking or biking to school. Many cars leave the Aquatic Center and speed. They often travel on Polaris to reach Dover Drive (westerly direction) and their speed combined with the blind curves makes Polaris unsafe at times. We urge you to vote to implement speed cushions and other safety measures to slow traffic down to a safe speed and to increase visibility, especially at corners. If safety of your constituents is not enough, please consider the potential for liability now that the City is on notice of these dangerous conditions. The financial burden placed on the taxpayers by a significant jury verdict for failure to implement reasonable remedial actions is another reason to take action to make this a safer neighborhood. I find the financial/home value argument tough to defend when nearly all of the most expensive neighborhoods in Newport Beach have speedbumps or other calming measures (Bayshores, Big Canyon, Castawyas, etc). However, in conversations with people voicing those concerns, most all would be amenable to other options like curb outs, beautifies medians, and the like, so we want to make sure that council is aware of that. In July, our son Johnny was skateboarding out in front of our house and was tragically killed as he was struck by a speeding car. The driver was using our street as a cut through to get further back in Dover and it is my belief that had there been speed cushions, posted speed signs and/or additional stop signs this tragic event could have been prevented. Commodore Road is .37 miles long and has no stop signs and no posted speed limits signs. We watch cars excessively speed down the street on a daily basis as they race to get to and from work. The amount of near collisions that take place at Commodore and Skylark is ridiculous as cars race through that intersection. What will it take for the City to take this problem seriously? How many more families have to be ripped apart due to the loss of their child? There are many streets just like ours in Dover Shores that need attention. City Council: SPEED BUMPS (CUSHIONS) WILL COST ME $1.5 MILLION Let me explain: 1976-2020 NO BUMPS I moved into my house on Pescador Drive in 1976 and like everyone else I purchased a home in a neighborhood without speed bumps (cushions), a crude tool used in predominately low-income neighborhoods to reduce crime and traffic while increasing noise and pollution. Speed bumps are called "Barrio Bumps" by some people. I do not want to live in a neighborhood with bumps and will sell me home if they are installed since they will fundamentally change my enjoyment of my home and neighborhood. I never imagined that someone would request bumps in this area. $1.5 MILLION Selling my home and moving to a similarly priced home in a location without bumps will result in taxes and fees of approximately $1.5 Million for me. My taxes are complicated and I already pay a lot. By giving some residences their requested bumps the city is taking $1.5 million from me. I feel some people are buying cheaper houses on streets with more traffic and asking the city to change the neighborhood so you capture the benefits of a better location for free at the expense of others (like me). Will the city compensate me or buy my house? PARKING & POLICE Fewer cars parked on the street would improve safety but I have seem a gradual increase in street parking over the decades. Bigger houses but limited parking requirements imposed by the city are a huge problem. In Claremont, California street parking is limited and safety is greatly enhanced. Police activity in the neighborhood is nothing like decades past. Police would frequently park at intersections and ticket violators failing to stop and speeding in the 1970's and 1980's. I cannot recall seeing this occur once in the last decade. think police activity is a far better solution and it worked before. OTHER SOLUTIONS I do not object to the removal of some of the entrances to neighborhood that do not include traffic signals on Irvine Avenue. Please look into the better solutions that Costa Mesa used that do not include bumps on East 19th Street and Broadway. I do not like that the Newport Aquatic Center started small and keeps growing. GROUND CLEARANCE Received After Agenda Printed January 12, 2021 Item No. 14 Can all cars clear the bumps or cushions without damage? My sons has several cars from Ferrari, Maserati and Porsche that might not. Bumps are much easier to pass with a more dangerous SUV or truck and car drivers like me need to slow down more. I have seen raised trucks go over bumps with little reduction in speed eliminating the benefits. I was once honked at as I was going over a bump slowly in another neighborhood by a truck. OTHER PROBLEMS There are many issues I worry about but general traffic in the neighborhood is not on my list. I think many people are exaggerating the traffic problem and no community is perfect. Party houses, construction, parking, filming at residential houses and house that are sold from one house flipper to another are on my list. Most of the houses around me were foreclosed in the last crisis. Many of these problems are connected and also impact traffic. I suggest a city tax on all home sales when not owned for five years to help pay for enhanced police activity. FINAL THOUGHTS Long ago the city was going to install bumps on Nottingham. Warning signs were installed but before the bumps arrived the signs disappeared. What happened back then? I hope we can all be respectful, reasonable and rational when the current political environment is very dangerous. I feel some people have an unfounded fear people want to injury their families and are exaggerating the traffic problems and want to get even. Unfortunately we have national politicians using fear and blame as tools and I think this problem is making inroads into local communities like this now. Please value my input as a long term resident that will be impacted substantially by any change. I was unaware of the prior meetings on this issue and fear the city only listened to a select and biased few. Unfortunately some of these individuals will move after any changes occur and people like me live with the consequences. If they want bumps or a quieter street they can move but do not take from me. Not a day goes by where we don't witness at least one car speeding through our neighborhood and on our street. The speeds are often unnecessarily excessive, and well -above the posted speed limit. When we motion for cars to slow down, we are met with a response of anger (or a finger), not one acknowledgement or willingness to slow down. Our neighborhood is wonderful with a growing community of families. It is imperative that we take action immediately to preserve and improve vehicle safety for current and future residents. The City cannot (and should not) stay stagnant or "punt" this agenda to future councils. Non -action by your council would be ignorant and only allow for continued illegal speeding and escalation of negative behaviors. The City needs to act before another community tragedy occurs. We, the residents of Commodore Road and the Dover Shores/Westcliff neighborhood are begging for help to make our residential streets safer. Our neighborhood offers several "cut through" streets for non-residents, utility and delivery vehicles, and other residents to use as a quick route off the main route like Irvine Boulevard and Dover Drive. Our neighborhood streets are lacking proper signage, marked crosswalks, and other means of slowing down traffic. I count dozens of cars a day racing down our street (Commodore Road) clearly speeding well above 25mph just to get to the end of our street to turn right. Clearly these are not residents of our street. Many are utility/work vehicles (contractors, city works, delivery trucks, etc). There is no regard for how fast people drive. People are in a hurry, and with no deterrent to cut through on our street(s) drivers can carelessly race through the neighborhood endangering our actual residents. We have two cross streets within feet of our home, neither of which have a stop sign or yield sign. Countless cars a day speed up to those corners barely slowing down and rarely looking both ways before they turn. Our neighborhood is a family neighborhood filled with young children and pets. Kids walk and ride their bikes to school and the park. Residents of our neighborhood are extremely active and social. They walk, bike, skateboard and visit with one another on our streets. Kids play on the sidewalks and near and on the streets. It's a close knit community that has cherished the ability to allow and enjoy such freedoms. However, with the increasing cut through traffic and lack of speed control our safety is at growing risk. I know the danger and risk first hand. My son, Johnny, was killed this summer while innocently skateboarding in front of our home. The driver that struck him was speeding and using our street as cut through, a quicker route to her end destination rather than staying on surface streets. This accident and more could have been avoided if our neighborhood had speed bumps, signage, etc to deter drivers just looking to get through our area more quickly. We have started a foundation in our son's name and honor to slow down traffic in residential neighborhoods. We have had to post our own signs reminding people to slow down. But it's not enough. We need help from the city. We need a way to let drivers know that speeding through our little neighborhood, endangering our friends and families, is no longer an option. I have lived at this location since 2003 with my wife and now also, two teenage children. As a child, I grew up on Mariners Drive. Except for some short departures, Dover Shores has been my home and I have seen it evolve over the decades. It seems as Dover Shores has changed through the years, so too have peoples' driving habits. This includes an increase in the amount of vehicles, their speeds and their distracted drivers. In my section of Highland Drive, 84% of drivers are going between 26 mph to 40mph according to the 2019 traffic study you commissioned. 4% of drivers are going between 41 mph and 55 mph. The speed limit is 25 mph for reference. This means that only 12% of drivers are conforming to the speed limit. That is a big problem. Compounding the issue is the fact that so many kids on bicycles, skate boards and scooters use these streets in question to go to school and navigate the neighborhood. As we have unfortunately seen, most recently on July 1, 2020 when Johnny Von Der Ahe was struck and killed by a speeding and impaired driver on Commodore Road, the combination of speed, distraction and children make for an unsafe environment. I think a lot of people felt the same way as most families with young children have built fences in their front yards to keep their kids out of the street. Well last year all of our worst fears came true. One evening as I was sitting in my house I heard emergency vehicles outside so I checked it out. There were fire trucks and police cars on the next street over, Commodore. I walked to within 20 feet. The police were there. A white Mercedes was stopped in the street. An elderly woman was crying and a police officer pulled her to the side to talk to her. I looked down and saw a boy in the gutter. He was lifeless. A male adult, who I think was the boy's father, was holding him. As soon as I saw this I walked away. For some reason I felt like I shouldn't be there. I was invading on the father's time with his gravely injured son. It was absolutely heartbreaking. As I walked back towards my house other neighbors had gathered as they do. One of the fathers asked what happened. There were several small children by his side. I had to pull him aside to tell him so his kids would not hear. All of our worst fears had come true. A child had been hit by a car and killed. Within days of this tragedy people started putting signs up in the neighborhood. "Slow Down VDA Strong." The signs were everywhere. I would drive down Commodore, Highland or Mariners and say slow down every time I saw one of the signs. I was literally saying slow down nonstop as I drove through the neighborhood. I think for a little while some people drove slower, but it did not last for very long. Here we are in January of 2021. The cars drive as fast as ever. Sadly, for some "Slow Down VDA Strong" has become a memory. Others have no idea what the signs even stand for. As I type this e-mail I hear the cars racing down Highland. We cannot let this happen again. This has to stop. I strongly support the measures the City is considering to slow traffic in this neighborhood. I find the financial/home value argument tough to defend when nearly all of the most expensive neighborhoods in Newport Beach have speedbumps or other calming measures (Bayshores, Big Canyon, Castaways, etc). However, in conversations with people voicing those concerns, most all would be amenable to other options like curb outs, beautified medians, and the like, so we want to make sure that council is aware of that. We strongly oppose this program, not because I don't believe the traffic needs to be slowed down in this neighborhood but we believe the study is failed, the study did not take into consideration traffic on either Antigua Way or Galaxy Drive . The study proposes three speed cushions ( Come on! call them what they are Speed Bumps) on Santiago between the south entrance of Santiago to Antigua and the north entrance of Santiago to Antigua, no one of sound mind can tell me that by putting these Speed Bumps on Santiago will not increase the traffic on Antigua Way and Galaxy Drive! If the city adopts this failed plan then they will need to increase their number of enforcement units for Antigua and Galaxy, this seems like a no brainer, please rewrite the plan to put Speed bumps on all the streets. After numerous verbal altercations and repeatedly having to act as a traffic cop we moved our family and children to an "interior" street in the neighborhood. The traffic speed problems remain the same. I applaud the City for commissioning the October 2019 Mariners and Dover Shores Traffic Calming Study and I ask the City to approve and implement the findings and recommendations found in the report. The traffic calming measures would: 1. Make our streets safer for all residents. 2. Improve the safety for our children who ride their bikes to school and the park. 3. Reduce verbal or physical altercations between residents and speeding drivers. 4. Reduce damage to private and public property. S. Act as a silent cop and reduce the need for active traffic enforcement. Traffic Calming Measures WILL NOT: 1. Materially reduce emergency vehicle response times as emergency vehicles are required by law to maintain safe speeds in residential areas.
