Traffic Study is prepared and Conceptual Improvement Plans prepared. Neighborhood Petition - Seventy (70) percent neighborhood support required. IN f N � Z O O 141 a t OOVER OR 4e sO,E �o or 6rJ .+` OIL pO`�R\♦ OR N All Part 1 of Mariners/Dover Shores Stud & Timeline ❑ Held informal meeting with small group of residents with neighborhood traffic concerns ❑ Their concerns included speeding, cut -through traffic, bicycle safety ❑ Neighborhood Traffic Study begins in October 2018 ❑ Held Town Hall Meeting # 1 on November 29, 2018: ❖ Introduced Study, Answered Questions and Gathered any Comments/Concerns Undertook extensive collection of neighborhood traffic data including speeds, daily volumes, accident data, cut -through counts in February and March 2019 Part 2 of Mariners/Dover Shores Study & Timeline ❑ Held . o on May 2, 2019 Presented traffic data to residents Discussion of City Council Policy L-26 "Neighborhood Traffic Management" and criteria for various traffic calming measures Analysis started to determine if any streets in neighborhood qualify for traffic calming Staff and consultant review appropriate traffic calming tools Part 3 of Marine over Shores Studv & Timeline ❑ Held Town Hall Meeting # 3 on September 12, 2019 Conceptual Traffic Calming Improvement Plan presented to residents Speed Cushions and Edgeline Striping outlined on seven (7) streets in neighborhood ❑ Mariners and Dover Shores Neighborhood Traffic Calming Study completed on October 23, 2019 Final Study together with Petition provided to neighborhood representative Study posted on City website Summary of Traffic Study Findings ❑ Large neighborhood consists of 490 acres and 3,932 residents. ❑ Vehicle speeds and cut -through traffic are primary concerns of residents. ❑ Cut -through traffic volumes found to be negligible. ❑ Speeds on key streets range from 32 — 38 mph in residential 25 mph limit. ❑ Definition of "demonstrated speeding concerns" supported. Policy L-26 criteria are met on seven (7) key streets in neighborhood. Galaxy Drive to Holiday Road 1 WAWA Lr"p' J Q - _•ice_+= 16, Neighborhood Petition '-J Provided by Staff to Neighborhood on October 23, 2019 No Contact from Residents between January 2020 to July 2020 ❑ Staff removes project funding from CIP Budget in May 2019 (Covid Reduction) ❑ Petition Signatures Submitted by Neighborhood to Staff on October 21, 2020 ➢ Santiago Drive = 61 % support ➢ Commodore Road = 61 % support ➢ Tradewinds Lane = 52 % support ➢ Dover Drive = 60 % support ➢ Highland Drive = 71 % support ➢ Mariners Drive = 42 % support ➢ Polaris Drive = 15 % support Cost Estimate • Asphalt Speed Cushions = $ 4,500 each x 17 cushions = $ 76,500 • Rubber Speed Cushions = $ 6,500 each x 17 cushions = $ 110,500 Edgeline Striping = 42,000 LF x 0.25 per LF = $ 10,500 Total Project Cost Estimate (with 20% contingency) _ $ 104,400 asphalt cushions _ $ 145,200 rubber cushions Provosed Recommendations: ❑ Receive and file the Study and; Uphold Policy L-26 requirement for 70 % Neighborhood Support and Do Not Proceed with Installation of Traffic Calming Measures; or ❑ Waive Policy L-26 requirement for 70 % Neighborhood Support and direct staff to advertise the Proposed Project for Installation of Traffic Calming Measures on all listed streets, except Polaris Drive, and appropriate necessary funding (possibly up to $145,200 in General Funds) at the time of project award.
