amending both the Land Use Plan (LUP) and Implementation Plan (IP) portions of the certified LCP
in order to add a single new LUP policy and add new procedures to the IP for the transfer of
development rights from a property to one or more other properties.
Dear Mr. Murillo:
On October 30, 2019, the Commission received a City of Newport Beach request to amend both
the Land Use Plan (LUP) and Implementation Plan (IP) portions of the certified LCP in order to
add a single new LUP policy and add new procedures to the IP for the transfer of development
rights from a property to one or more other properties. The proposed amendment was submitted
for Coastal Commission action via City Council Resolution No. 2019-90. Staff has reviewed
the submittal for consistency with the LCP submittal requirements of Section 13 518-13 520, Title
14 of the California Code of Regulations and determined that the submittal of the LCP
Amendment Request No. 2-19 officially complete as of today, November 15, 2019.
Furthermore, at this time, staff has scheduled a public hearing requesting the one year time
extension for Commission action on this item at the upcoming Commission meeting of
December 12, 2019 in Calabasas pursuant to Coastal Act regulations. Please call me or Liliana
