Brown, City Clerk TITLE: Confirmation of Mayor Brad Avery's City Council Appointment to the Finance Committee ABSTRACT: A vacancy has occurred on the Finance Committee due to the resignation of Council Member Joy Brenner. The City Council is being asked to confirm Mayor Brad Avery's appointment of Council Member Noah Blom to fill the vacancy. RECOMMENDATION: a) Determine this action is exempt from the California Environmental Quality Act (CEQA) pursuant to Sections 15060(c)(2) and 15060(c)(3) of the CEQA Guidelines because this action will not result in a physical change to the environment, directly or indirectly; and b) Confirm Mayor Brad Avery's appointment of Council Member Noah Blom to serve on the Finance Committee. FUNDING REQUIREMENTS: There is no fiscal impact related to this item. DISCUSSION: Mayor Brad Avery appointed Council Member Joy Brenner to the Finance Committee on January 12, 2021. Also at that meeting, Council Member Brenner was appointed to the Orange County Mosquito and Vector Control District Board of Trustees. Upon discovering that the meetings are held concurrently, Council Member Brenner resigned from her seat on the Finance Committee. Pursuant to Resolution No. 2017-58, Mayor Avery shall fill the City Council seat with one of the four Council Members not currently appointed to the Finance Committee. It is the desire of Mayor Avery to appoint Council Member Noah Blom to the Finance Committee. 12-1 Confirmation of Mayor Brad Avery's City Council Appointment to the Finance Committee February 9, 2021 Page 2 Should the City Council confirm Council Member Blom's appointment to the Finance Committee, Larry Tucker will no longer be eligible to serve as a citizen advisor to the Finance Committee since the four citizen members are appointed by the Council Members not currently on the Committee. This will create a vacancy for a term that expires on June 30, 2021. Mr. Tucker will serve until his successor is appointed. He is also welcome to reapply for the citizen advisor Finance Committee seat. Pursuant to the Maddy Act and City Council Policy A-2 (Boards, Commissions and Committees), the City Clerk will prepare and post a Notice of Unscheduled Vacancy on Wednesday, February 10, 2021, in the City Clerk's Office, at the Central Library, on the bulletin board in the City Council Chambers, and on the City's webpage, and will publish the Notice in the Daily Pilot on Saturday, February 13, 2021. As provided in the Notice, applications will be accepted by the City Clerk's Office until noon on Friday, February 19, 2021. ENVIRONMENTAL REVIEW: Staff recommends the City Council find this action is not subject to the California Environmental Quality Act (CEQA) pursuant to Sections 15060(c)(2) (the activity will not result in a direct or reasonably foreseeable indirect physical change in the environment) and 15060(c)(3) (the activity is not a project as defined in Section 15378) of the CEQA Guidelines, California Code of Regulations, Title 14, Chapter 3, because it has no potential for resulting in physical change to the environment, directly or indirectly. � Eel lei 161 lei The agenda item has been noticed according to the Brown Act (72 hours in advance of the meeting at which the City Council considers the item). 12-2
