THE STATE HMS APPROVED THE PROJECT IN GENERAL CONCEPT, HOWEVER THE FINAL PLANS
ARE STILL BEING PROCESSED FOR APPROVAL. ADVERTISING FOR BIDS WILL AWAIT FINAL
APPROVAL. THE STATE I'S AL30 PREPARING A COOPERATIVE AGREEMENT COVERING THE DISTRI-

IN OUR CONVERSATION THE OTHER DAY, WE DISCUSSED THE CONDITIONS UNDER
WHICH YOUR COMPANY WOULD BE PERMITTED TO CONSTRUCT A DRIVEWAY OPENING
THROUGH THE EXISTING CONCRETE BLOCK WALL ON THE SOUTHERLY SIDE OF YOUR
PROPERTY OPENING INTO THE CITY HALL ACCESS ROAD. SINCE YOU WERE PRI-
MARILY INTERESTED IN MAINTAINING PERPETUAL INGRESS AND EGRESS OVER
THIS ACCESS ROAD, ONE OF THE POSSIBILITIES DISCUSSED WAS AN AP.REEHENT
THAT WOULD HAVE THE FOLLOWING GENERAL PROVISIONS:
1. OPENING THROUGH THE WALL TO BE CONSTRUCTED AT NO EXPENSE
TO THE CITY.
2. IF, AT SOME FUTURE DATE THE WIDENING OF THE ACCESS ROAD 39-
COMES NECESSARY DUE TO THE ADDITIONAL TRAFFIC FROM YOUR
PARKING LOT, YOUR COMPANY OR SOMEONE OTHER THAN THE CITY

3. IF THE ACCESS ROAD IS WIDENED AND DURING ANY SUBSEQUENT

Dear Mr. Simpson:
We agree to pay the estimated costs of $1,720.00 which
covers the work of providing a new opening on the Southerly
side of Richards Parking Lot to the City Hall Access
driveway opaing onto Newport Boulevard.
We further agree to pay our pro -rata share of the est-
mated costs of $4,240.00 which covers the work of widening
the City Hall access road between Newport Boulevard and
the new opening onto Richards Parking Lot. We feel our
pro -rata share should be 50% of said costs.
It is our understanding that the above improvements would
require the dedication of the property involved for street
purposes.
After the detailed plans have been completed we ask that
they be submitted to us for study and approval.

Mayor Hart opened the meeting for a discussion on the pro-
posed traffic improvements on Via Lido from Newport Boule-
vard to Via Oporto, and on Newport Boulevard from the
J
bridge to 30th Street.
Councilman Lorenz joined the meeting within a few moments
Public Works Director Donald Simpson explained his propos

and displayed maps depicting it. Mayor Hart requested sug-
gestions and comments from the audience. The following
people participated in the discussion: Francis Dawson,
Leonard L. Cormier, Dean Reavie, Mrs. Edward Anderson,
Jr., Carl.Greer, Emery Hanson, Joe Nickertz, Bertrum
Coffey, Harry Kelso, Morial Thornburg. Mayor Hart re-
quested a show of hands by interested businessmen to deter-
mine the number of those who would like to see the traffic
situation cleared up as proposed, or with some slight modi-
fication of the plan. There were eight hands raised. Eleven
people raised their hands, to indicate that they wished to do
nothing at this time. L. L. Isbell and Hans Broering spoke
from the audience. Mayor Hart requested a show of hands t
know how many persons were in favor of removing the dia-
gonal parking on the north side of Via Lido, the widening of
the west side of Newport Boulevard, and the eliminating of
the raised medians. Nineteen hands were raised. Ted

Thomas. and Jay Best spoke from the audience. Mayor Hart
stated that the Engineering Department would now re- evalu-
ate the plans, contact the State Division of Highways.regard-
ing approval of modifications to the plans, and that the Coun-
cil would await a further report from the Public Works
Director.
RECESS for five minutes was declared by Mayor Hart.
The Council reconvened with all members present.

and
WHEREAS, a public hearing was held by the State
Division of Highways at which time all interested
parties were afforded ample opportunity to present
testimony; and

WHEREAS, the City Council of the City of Newport Beach
concurs in the recommendations of State Highway Engi-
neer with regard to proposed routing;
NOW, THEREFORE, BE IT RESOLVED, that the City
Council, of Newport Beach sees no need for an addi-
tional public hearing by the California Highway Com-
mission and urges said Commission to adopt said
routing as recommended by the State Highway Engineer.

Supervisor Warner at the request 'of the Department of
Water Resources, held in the Harbor Department on
November 1, to discuss the beach erosion control project
authorized by the 87th Congress of the United States, and
the financing thereof. It was stated that the Council had been
requested to take a position regarding financing. Mayor
Hart stated that he did not want to approve any phase of the
project until we knew for sure that the sand was coming down
to the Newport Beach shores. Harry Bane spoke from the
audience.
Mayor Hart was instructed to advise the Chairman of the

November 1 at 2:00 P. M. , in the Harbor Department, that
the members of the Council do not wish to obligate the citi-
zens of Newport Beach, the taxpayers, for any indebtedness
for any Phase of this project at the City level.
The Public Works Director stated that Southworth and Steven

Inc. had made a proposal to prepare plans for the realign-
ment of Carnation at Bayside Drive at an estimated cost of
$2500. The offer of Southworth and Stevens, Inc. to prepare
plans at the estimated cost of $2500 was approved, and the

BOUND TRAFFIC AT VIA LIDO.
4. PROVIDE LEFT -TURN LANES FOR NORTH AND SOUTHBOUND TRAFFIC AT
FINLEY AVENUE AND 32ND STREET.
5- INSTALL TRAFFIC SIGNAL AT FINLEY AVENUE.
6. PROHIBIT PARKING ON THE EAST SIDE OF NEWPORT BOULEVARD FROM
30TH STREET TO FINLEY AVENUE. THIS IS THE ONLY AREA WHERE
