ENCLOSED ARE COPIES OF LETTERS DATED SEPTEMBER 14 AND OCTO®ER 80 1965, DEAL- ING WITH THIS PROBLEM. ALSO ENCLOSED IS A TABULATION OF THE PILE MISALIGN- MENT IN BENTS I, 2, AND 6. THE PILE ALIGNMENT IN THE REMAINING GENTS AND IN THE SOUTHERLY ABUTMENT IS WITHIN THE ALLOWABLE TOLORANCE. Dunigan, Jr. Assistant Civil Engineer Gentlemen: SUBJECT: Clarification of Details and Correction of Errors on Drawings for San Diego Creek Bridge, Jamboree Road Realignment #9019 Enclosed are three (3) prints each of Drawing Nos. 12, 14 and 16. These drawings have corrections shown by cloud -like lines encircling the corrections. The flat shear plates for tieing the units together in the transverse direction are in place of the 1 -1/4 -inch steel tie rods. The 1 -1/4 -inch j0 bar tensioned to a 30,000 -pound load as indicated in Section A/15 was required to pull the units together. The shear plates welded to #8 bars and with grout between the units will be adequate to hold the units together. The dimensions on Sheet 14 to the top of the wing walls and curtain walls varies because all of the surface is sloped. The elevations are shown on Sheet 13 for the south and north abutment. This fill is being placed in small increments of height. Piezometers and settlement plates have been installed and frequent readings are being obtained. Soil conditions are quite erratic, but in general the completed fill and the foundation will consist of the following sequence of layers, and for each layer the soil parameters used in the stability analyses are also listed. Two W -65 -731 Fill placement started in early March 1965, and the two piezomcters in the lower clay stratum have shown an immediate response such that the piezometric level corresponds approximately to the elevation of the fill. The dissipation of pore pressure has been very slow. The settlement plate shows about 6- inches of settlement. You have undertaken stability analyses, using the assigned strength parameters, which indicate a marginal factor of safety. These analyses are based upon a deep seated circular arc type of failure. I have reviewed all the data including the original test data and conclude that the minimum cohesion of the clay is probably of the order of 500 psf rather than the 200 and 300 psf used in the analyses. I have made tentative analyses, which you should check, indicating that the factor of safety will be increased to about 1.5 if a cohesion of 400 psf is used. Based on the soil stratification and shape of the fill, it is my opinion that a wedge -type failure along a horizontal plane at about 15 feet in depth below the bottom of the sand blanket is more probable than a circular arc failure. Tentative calculations which you should check indicate an accept- able factor of safety provided a cohesion of 400 psf is used. It is not possible to compute the actual factor of safety because of the non - homogenity of the subsurface soils, but in my opinion there still remains an adequate factor of safety such that additional loading can be accomplished. My recommendations follow; First, set two rows of elevation and alignment stakes at 50 foot intervals along the west side of the fill, one row along the berm and the other just below the toe of slope. Next increase the height of fill by adding one 12 -inch lift per wee:. for 3 successive weeks, at the same time obtaining frequent readings of alignment and elevation of the stakes. At the end of the 3rd lift, suspend operations for 30 days while the measurements are continued. If movements are nominal (less than 1 -inch) and if they cease shortly after fill placement is stopped, then the 1 -foot lifts at weekly intervals may be resumed. If at any time the movements either vertical or horizontal, become excessive or accelerated, then all loading should be stopped immediately i Ken O'Brien & Associates Mr. Herbert Dix Page Three W -65 -731 and, if necessary, some of the fill removed. Gentlemen: In accordance with your letter of April 21, 1965 we have investigated the change in spacing of the posts for the subject hand rail. In this connection we have been in touch with Coxco and their subcontractors Alhambra Foundry Company and Rockwin Prestressed Concrete Conpeny. In our opinion the spacing worked out for the posts is the best arrangement that can be worked out to miss expansion joints under the approved change to 42 -foot length slabs. We do not feel that the 6- foot plus spacing of the posts at the five railing spans at the center of the bridge will detract from the bridge appearance. Further, you will note that post spacing for the three types of rail on the bridge, i.e., hand rail, been guard rail, and barrier rail all differ from each other. This is because each type of rail has its standard length members and punchings, and contract costs would have been increased if special fabricated lengths had been called for. We are sending you copies of Rockwin and Alhambra shop drawings involving the railing and recommend approval. They have been checked to see that they conform to each other. As these subcontractors are commencing fabrication immediately to meet their schedules they, have requested that they be informed of the action taken on their drawings as soon as possible. From computations performed (New Sheets No. 1 -8, it is obvious that 18 -1/2" round strands of lower ultimate strength (250,000 psi) are adequate in design. 3. In the course of detailed design computations following revisions and changes are recommended. a. Change layout pattern for wire strands as follows: 1. Eliminate the third row of strands entirely. This quality, together with its other inherent properties, imparts many distinct advantages to Type 270K strand — fewer strands to be handled, resulting in lower labor cost ... a larger prestressing force can be placed in a member with limited space ... lower initial cost of strands due to fewer required for a specific job. Available in W, 7/16" and %z" sizes, Type 270K strand is rapidly gaining wide acceptance in the industry. • This folder has been prepared to provide complete information on the physical properties of the strand. Data on packaging and pricing are available on request. MODULUS OF ELASTICITY The modulus of elasticity of Type 270K strand from zero load to 70% of ultimate is approximately 28,000,000 psi. This is also true for CF &I- Roebling ASTM Grade strand. Exact elongation at 70% of ultimate is given on the typical curve and elongation for other loads should be read from the typical curve. RELAXATION • Relaxation test data available to date indicate that total relaxation of Type 270K strand is less than for ASTM Grade strand. Long term tests are under way and results will be made available when known. DUCTILITY Thorough testing has been conducted using Type 270K strand in wedge grips of the type employed in casting beds. Also, the strand was deflected around pins as it would be in a casting bed. Comparison of these test results with results of similar tests on ASTM Grade strand shows that the efficiency of Type 270K strand under these conditions, measured as a percentage of its ultimate strength, is comparable to that of CF &I- Roebling ASTM Grade strand. Type 270K strand is as easy to handle as ASTM Grade strand of the some diameter. 9 :.., i The unit bond stress on Type 270K strand is slightly larger than that for ASTM Grade strand of the same diameter. Bond tests have been conducted on the 1/2° diameter Type 270K strand and the results are fully satisfactory. No tests were conducted on the smaller diameters since the stress on �/2' diameter is greater than that on the smaller diameters. A complete test report is available to interested engineers and fabricators. SPECIFICATION Type 270K strand shall be fabricated and tested in accordance with the requirements of ASTM Designation A416 -59T with the exceptions shown in Table # 1, opposite. DESIGN LOAD Six Type 270K strands will replace seven ASTM Grade strands of the some diameter. The typical calculations shown in Table #II for W, 7116" and ' /2" diameter strands are based on section 208.3.2 Method 2 of Tentative Recommendations for Prestressed Concrete. Table #III on page 4 shows the final prestressing forces for the three diameters in groups of 7 -wire strands. COST COMPARSION The cost comparison described below is based on a direct substitution in a prestressed concrete pile. In a beam or girder with deflected strands an even greater saving can be achieved in most cases because the smaller number of strands permits the designer to use a pattern which gives a greater eccentricity at center of span. Another cost advantage is the fact that less strand must be handled in the casting bed and, also, the smaller number of strands gives more room for placing concrete in a given prestressed concrete member. Assume 1,000 linear feet of prestressed concrete piling requiring 14 ASTM Grade 7/16° dia. strands per pile. Cost of strand on Poks will be 14 X $58.55 = $819.70. Under Design Load it was shown that six Type 270K will replace seven ASTM Grade strands so we can use 12 Type 270K in place of 14 ASTM Grade strands. DISCUSSION: IT HAD ORIGINALLY BEEN PROPOSED TO DRAIN THE SALT WORKS AREA BY MEANS OF A DITCH ALONG THE WESTERLY SIDE OF THE NEW ROADWAY FILL. FURTHER INVESTIGATION HAS SHOWN THIS SOLUTION TO NOT BE THE MOST DESIREABLE ONE BECAUSE OF EXCESSIVE EARTHWORK REQUIRED AND THE POSSIBILITY OF EROSION OF THE SAND BLANKET ALONG THE TOE OF FILL. IT IS PROPOSED INSTEAD TO HANDLE THE DRAINAGE BY CONSTRUCTING A CMP CULVERT ALONG THE LINE OF THE ORIGINAL DITCH. ABOUT 375 FEET WILL BE REQUIRED.
