Initial moisture is the nioistere in the soil at the 'reginu'ng of the test. , Moisture at compaction is rho sum of the initial mat ;`ure and the moisture added. The sand egoivulent test indicates the relationship oatween the quanfity of cloy present in tke sample and the amount' of sand particles. The fast measures the volume ratio of sand to clay and is performed on the portion of the sample passing the No. 4 sieve. Thickness indicated by the S +abilometer is the thickness of cover necessary to prevent plastic flow of the soil when at the moisture and derAfy shown. This estimate is made by means of a chart which takes account of (if The Resistance Vv!ve "R" of the soil as determined by the Stabilometer, (2( the type of cover to be used and, (3(' the amount of traffic. ` J. Thickness ind ;"fed by Expansion Pressure is the thickness of cover (inches( •which by means of its Weight will prevent the soil, (when at the moisture and density shown), from expanding sufficiently to rake up .more wafer. This weight is indicafed by the oxpansion pressure rxerfed by the saturated soil when hold of constant volume with froe access of unlimited water. Unless otherwise nofnd the cover is assumed,to' weigh 130 pounds per cubic foot. If it is desired to determine the pressure (p.s.i.( exerted in the test, than multiply the thickness of cover by the factor .076. Indicated Minimum Thickness of Cover is the final expression for evaluating the material as 'a subgrade or base. From the retafion befween thickness indicated by sfabiiometer and thickness indicated by Expansion Pressure, a saturated moisture density condition may be predicted for which the thickness of cover material re- quired to prevent plastic' flow of the' underlying soil, will also provide sufficient weight to maintain the soil at this state of density and thus limit the amount of moisture which can be absorbed. This thickness is then reported as the indicated minimum thickness of cover and applies only to the condi- tions of traffic and of pavement 'strength as shown on the test report. • • ! You indicated several months ago, in the meeting we had in your office, that if access to the intersection from the northerly side of the Highway could be improved and conflicting left -turn moves easterly of Orange Street reduced chances for approval would be improved. The paving of Orange Street from the Highway to Newport Shores Drive and Newport Shores Drive from Orange Street easterly will be completed within the next month or two. O This will provide access to the intersection for all of the new development. The City Council, at their January 14, 1963, meeting agreed to authorize the installation of signs when the signal is installed. Left -turns onto Coast High- way from all streets and alleys easterly of Orange Street except 60th Street and Prospect Street will be prohibited. I believe if you would again review the situation in light of these changed conditions you would now find that the necessary warrants are more than satisfied. The instal- lation of a traffic signal at.thia location would greatly reduce the present hazards to motorists and pedestrians in the area without unduly delaying traffic on Pacific Coast Highway. Very truly yours, BERT COOP it 1/U City !tanager CC# Mayor Hart Publid Works Director TO: CITY COUNCIL FROM: CITY MANAGER AND PUBLIC WORKS DIRECTOR SUBJECT: PACIFIC COAST HIGHWAY AND ORANGE STREET TRAFFIC SIGNAL RECOMMENDATIONS: 1. AUTHORIZE THE PUBLIC WORKS DIRECTOR TO NOTIFY THE DIVISION OF HIGHWAYS THAT THE CITY WILL SHARE IN THE COST OF THE SIGNAL AND ROADWORK CONSTRUCTION- Z. DETERMINE WHETHER THE PLANS AND SPECIFICATIONS ARE TO BE PREPARED BY THE CITY OR THE DIVISION OF HIGHWAYS. a THE DIVISION OF HIGHWAYS HAS INFORMED US VERBALLY THAT WARRANTS HAVE BEEN SATISFIED FOR A TRAFFIC SIGNAL AT THE INTERSECTION OF PACIFIC COAST HIGH- WAY AND ORANGE STREET. WRITTEN CONFIRMATION HAS NOT YET BEEN RECEIVED SETTING FORTH THE COST - SHARING FORMULA. HOWEVER, IT IS OUR UNDERSTANDING THE COST WOULD BE SHARED AS FOLLOWS: ITEM STATE CITY TOTAL SIGNAL INSTALLATION $10,000 F $10,000 $20,000 ROADWORK 18 000 3,000 21 000 TOTALS $13,000 1,000 THE ENGINEERING COST OF PREPARING PLANS AND SPECIFICATIONS ANC` CON- STRUCTION INSPECTION ARE NOT INCLUDED IN THE ABOVE COSTS. USUALLY THE ENGI- NEERING IS PERFORMED BY THE DIVISION OF HIGHWAYS AT THEIR EXPENSE. BASED ON PAST EXPERIENCE, IT TAKES-APPROXIMATELY ONE YEAR TO COMPLETE CONSTRUCTION AFTER THE CITY AND THE STATE AGREE ON FINANCING, IF THE STATE DOES THE ENGINEERING- THE DIVISION OF HIGHWAYS WILL PERMIT THE ENGINEERING TO BE DONE BY THE CITY IF DESIRED, BUT WILL NOT REIMBURSE THE CITY FOR ANY OF THESE EXPENSES. THE ONLY ADVANTAGE TO THE CITY OF PERFORMING THE ENGINEERING WOULD BE TO EXPEDITE CONSTRUCTION. IF A PRIVATE ENGINEERING FIRM IS RETAINED BY THE CITY, PLANS AND SPECIFI CATIONS COULD BE COMPLETED WITHIN 60 DAYS. THE ENGINEERING FEE WOULD NOT EXCEED 44)000. CONSTRUCTION COULD THEN BE COMPLETED ABOUT APRIL 1964) IN TIME FOR THE. NEXT SUMMER SEASON. THE TOTAL CITY COST ON THIS BASIS WOULD BE APPROX- IMATELY $17,000- IF THE COUNCIL APPROVES CITY PARTICIPATION, A BUDGET AMENDMENT WILL BE REQUIRED WHICH CAN BE APPROVED AT A LATER MEETING. THE CITY HAS FOR SOME TIME BEEN ATTEMPTING TO CONVINCE THE STATE DIVI- SION OF HIGHWAYS OF THE NEED FOR A TRAFFIC SIGNAL AT THE INTERSECTION OF COAST HIGHWAY AND ORANGE STREET. THE STATE HAS INDICATED THE'WARRANTS ARE CLOSE TO BEING SATISFIED, BUT THEY ARE CONCERNED ABOUT THE LACK OF'ACCESS TO THE INTER- SECTION FROM THE NEWPORT SHORES AREA AND THE CONFLICTING LEFT -TURNS ONTO THE HIGH- WAY EASTERLY OF ORANGE STREET. THE DEVELOPER OF NEWPORT SHORES HAS INDICATED THAT NEWPORT SHORES DRIVE AND ORANGE STREET WILL BE PAVED SHORTLY, WHICH WILL PROVIDE ACCESS TO THE INTERSECTION. A LETTER WAS SENT TO THE COMMUNITY ASSOCIATION AND DISTRIBUTED TO ALL PROPERTY OWNERS BETWEEN THE-HIGHWAY AND NEWPORT SHORES DRIVE RELATIVE TO THE POSSIBILITY OF PROHIBITING ALL LEFT -TURNS ONTO THE HIGHWAY EXCEPT AT 60TH STREET, PROSPECT STREET, AND ORANGE STREET. THE ASSOCIATION HAS INDICATED THEY HAVE NO OBJECTION TO THE PROPOSAL. THE ONLY OBJECTION RECEIVED HAS BEEN FROM MR. AND MRS. WILLIAM KACHIG, OWNERS OF THE NEWPORT SHORES MOTEL LOCATED AT 6600 WEST COAST HIGHWAY. ALTHOUGH THE DIVISION OF HIGHWAYS HAS MADE, NO COMMITMENT, IT IS FELT THE CHANCES FOR APPROVAL WOULD BE CONSIDERABLY ENHANCED IF THE STATE WERE ADVISED OF THE CITY'S WILLINGNESS TO PROHIBIT LEFT -TURNS AFTER THE INSTALLATION OF THE TRAFFIC SIGNAL. CITY MANAGER RC: KS: Vi I att Mr. Don Simpson Public Works Director City of Newport Beach City Hall 3300 W. Newport Blvd. Newport Beach, California Dear Mr. Simpson: 11M e.a Newport Shores Motel 6600 West Coast Highway NewportBeach, California December the 7th, 1962 Our reasons are simple and direct: 1. The commercial properties with highway frontage will in NO WAY BENEFIT from this proposal. a. Their businesses demand both ingress and egress to the Coast Highway BOTli RIGHT AND LEFT HAND TURNS DEMANDED for survival of such businesses situated on the Coast Highway with Highway FRONTAGE. These commercial properties PAY TAXES to the City of Newport Beach FOR THE PRIVILEGE of being situated on the Pacific Coast Highway, U. S. 101 Alternate and the business created by being so situated. We protest the proposal. Very truly yours, 2. We cannot locate any other City signs which prohibit left turns onto ` U. S. 101 Alternate Highway from commercial properties. Installation of the traffic signal as planned will forestall any necessity for such drastic action. The circumstance for such action has as yet, not been H= created. We suggest the-signal be installed as planned FIRST and then CM W a survey made of the consequences. W N G 3. The proposal for no left turns at the places so designated would in- CC crease the amount of traffic onto Newport Shores Drive which is in a e O RESIDENTIAL AREA. Diversion of all southbound traffic from the comm- ercial properties in the area affected by your proposal, would be an LiJ W V added hazard to the children of the area. We are quite sure the re- .=.1 sidents of Newport Shores will question this proposal vigorously once they are subjected to the heavy summer traffic which will of necessity be thrown onto their main artery of access to the Coast Highway. We believe therefore, that the proposed left -turn prohibitions ARE NOT IN THE BEST INTEREST of the owners of business properties in the area under discussion. We protest the proposal. Very truly yours, 6 FO DEAR PROPERTY OWNERe 0 CITY OF NEWPORT BEACH CALIFORNIA NOVEMBER 19, 1962 City Hall 3300 W. Newport Blvd. 673 -2110 THE CITY HAS BEEN WORKING FOR SOME TIME WITH THE STATE DIVISION OF HIGH- WAYS TO EXPEDITE THE LNSTA.L.LAT ION OF A TRAFFIC SIGNAL AT THE INTERSECTION OF COAST HIGHWAY AND ORANGE STREET, THE STATE HAS INDICATED THE INSTALLATION HAS .A GOOD CHANCE OF APPROVAL IF THE CONFLICTING TRAFFIC MOVEMENTS CAN BE CONCENTRATED AT THE SIGNALIZED INTERSECTION. THE DEVELOPERS OF NEWPORT SHORES HAVE ASSURED THE CITY THAT NEWPORT SHORES DRIVE WILL BE COMPLETED TO ORANGE STREET AND ORANGE STREET WILL BE IMPROVED TO COAST HIGHWAY IN THE NEXT FEW MONTHS. THIS WILL ENABLE THE MAJORITY OF MOTORISTS IN THE AREA TO TRAVEL TO THE SIGNALIZED INTERSECTION OVER PAVED STREETS. BETWEEN 60TH STREET AND ORANGE STREET, AFTER THE SIGNAL IS INSTALLED, THE CITY PROPOSES TO PROHIBIT LEFT —TURNS ONTO COAST HIGHWAY FOR SOUTHBOUND TRAFFIC FROM ALL STREETS AND ALLEYS EXCEPT 60TH STREET, PROSPECT STREET AND ORANGE STREET. IF YOU BELIEVE, FOR ANY REASON, THAT THE PROPOSED LEFT —TURN PROHIBdTIONS ARE NOT IN THE BEST INTERESTS OF THE AREA, PLEASE CONTACT DON SIMPSON, OUR PUBLIC WORKS DIRECTOR, BY FRIDAY, NOVEMBER 30, 1962• VERY TRULY YOURS, R BER CITY MANAGER RC;DCS:vs OCTOBER 100 19Q MR. ERNEST TAYLORp PRESIDENT NEWPORT SHORES COMMUNITY ASSOCIATION 246 CEDAR STREET NEWPORT BEACH, CALIFORNIA DEAR MR. TAYLORt RECENTLY AT THE REQUEST OF MAYOR HARTS A MEETING WAS MELD WITH RE►RE3EN- TATIVES Of THE STATE DIVISION Of HIGHWAYS WITH REGARD TO THE POSSIBLE IN- STALLATION OF A TRAFFIC SIGNAL AT THE INTERSECTION OF COAST HIGHWAY AND ORANGE STREET. ALTHOUGH THE DIVISION OF HIGHWAYS SEEMS TO UNDERSTAND THE PROBLEM IN THE AREAS THEY POINTED OUT THAT THE RESULTS OF ALL THEIR PAST STUDIES DO NOT MEET THE MINIMUM WARRANTS REQUIRED TO JUSTIFY A TRAFFIC SIGNAL INSTAL- LATION. THEY INDICATED/ HOWEVER/ THAT IF NEWPORT SNORES DRIVE WERE COM- PLETEO TO ORANGE STREET AND ORANGE STREET TO THE HIGHWAY AND THAT IF LEFT -TURN MOVEMENTS OUT OF THE REMAINDER OF THE STREETS ONTO COAST HIGH- WAY COULD BE MINIMIZED THAT THE CHANCES FOR THE APPROVAL Of A TRAFFIC SIGNAL INSTALLATION WOULD BE CONSIDERABLY IMPROVED. IN AN ATTEMPT TO DO EVERYTHING POSSIBLE TO JUSTIFY THE SIGNAL INSTALLA- TIONO WE CONTACTED MR. DON AYRES REGARDING HIS PLANS FOR THE IMPROVEMENT OF NEWPORT SHOWS DRIVE AND ORANGE STREET. AS A RESULT Of OUR CONVERSA- TIOM# MR. AYRES HAS WRITTEN A LETTER TO US GUARANTYING THESE IMPROVEMENTS AT ANY TIME REQUESTED BY THE CITY BUT MOT LATER THAN 5 MONTHS FROM MOW. TO MINIMIZE THE LEFT -TURN MOVEMENTS ONTO COAST HIGHWAY FROM THE REMAINDER OF THE STREETS, THERE APPEARS TO BE THREE ALTERNATIVESt 1. PHYSICALLY BARRICADE SOME Of THESE STREETS EITHER AT NEWPORT SHORES DRIVE OR AT COAST HIGHWAY. 2. RESTRICT SOME OF THESE STREETS TO ONE -WAY TRAVEL NORTH - BOUMOp ONLY. 3- PROHIBIT SOUTHBOUND TRAFFIC ON SOME OF THE STREETS FROM MAKING LEFT TURNS ONTO COAST HIGHWAY. THERE IS SOME QUESTION WHETHER THE PHYSICAL BARRICADING OF THE STREETS WOULD BE LEGALLY POSSIBLE. OF THE OTHER TWO ALTERNATIVES, THREE COULD BE ►AMC t. MOST EASILY EFFECTED AND MOULD PBLY BE THE LEAST RESTSICTI ENCLOSED IS A MAP or THE A09A SHOVING THE STREETS FROM WHICH WE MOULD SUGGEST PROHIBITING LEFT TURMS, TOGETHER WITH ARROWS INDICATING THE MOVE- MENTS THAT STILL WOULD BE PERMITTED- IT SNGULO BE UNDERSTOOD THAT THE PRO- HIBITION WOULD NOT BE PLACED IN EFFECT UNTIL GRANGE STREET AM NEWPORT SNORES DRIVE WERE COMPLETED AND A SIGNAL INSTALLED. PLEASE REVIEW OUR SUGGESTIONS AND i,EATE WHETHER OR NOT YOU FEEL THE RESIDENTS IN THE AREA WOULD BE IN ► Of SUCH A PLAN. IT WOULD ALSO BE HELPFUL IF YOU COULD OBTAIN SOME EXPRESSION FROM THE PROPERTY OWNERS LOCA- TED BETWEEN COAST HIGHWAY AMD NEWPORT SHORES Dam. EVERYONE SHOULD REA- LIZE THAT THE DIVISION Of HIGWAYS HAS NOT GUARANTEED THEY WILL AGREE TO A SIGNAL INSTA LATION IF THE THINGS WE HAVE SUGGESTED ARE DONE. N MVERN WE FEEL THAT EVERY EFFORT SMOULD BE MADE FROM THE LOCAL LEVEL TO DEMONSTRATE TO THE DIVISION OF HIGHWAYS THAT THE RESIDENTS Of THE AREA AND THE CITY ARE WILLING TO DO THEIR PART IN IMPROVING THE SITUATION. MAYOR HART HAS DISCUSSED THIS PROJECT WITH THE OTHER NENGERS OF THE CITY COUNCIL AND THERE IS VERBAL ASSURANCE THAT CITY FUNDS WILL BE AVAILABLE WHEN THEY ARE REWIRED BY THE STATE. As a result of your request, we have made an additional investigation In this area. This study included a review of the accident history, traffic counts covering both morning and evening peak geriods, and a field investigation of physical conditions. Gur previous investigation covered conditims at the intersection with orange Street, as this is the only location through this area with access to both aides of Pacific Coast Highway. Our new investigation also included the intersection of Pacific Coast Highway with 61st Street In accordance with your request. A review of the accident history for the one and one- half year period from January 1, 1960 to date revealed two reported aoaidenta at the intersection with Orange Street and no accidents at the intersection with 61st Street. The first accident at Orange Street was of the rear -end type caused by one vehicle slowing down to turn into the intersection. The second was a side swipe of two vehicles traveling in the same direction. Neither of these accidents are considered susceptible of cor- rection by the installation of traffic signals. Traffic signals are valuable for designating vehicular and pedestrian right of way but are not safety devices. Before signals are installed, certain nationally accepted warrants should be met which are based on traffic volumes and other factors which have been determined from analysis of data from a large number of signal installations, co:-pled with the judgment of engineers with long experience in this field. In our recent Investigations none of these warrants were satisfied at the locations investigated. . STATE OF CALIFORNIA DEPARTMENT OF PUBLIC WORKS DIVISION OF HIGHWAYS , 120 B.
