11 CONTRACT FOR CONSULTING SERVICES

3 THIS AGREEMENT, made and entered into this 13 day of
41 January, 1964, by and between the CITY OF NEWPORT BEACH, a muni-
51 cipal corporation, hereinafter referred to as "City ", and MURTON
6i H. WILLSON AND ASSOCIATES, a consulting firm, hereinafter referred
7 to as "Willson ";
8 WITNESSETH:
9 WHEREAS, City is presently faced with a problem in
10 Corona del Mar of determining whether or not multistoried buildings
11 commercial encroachments into residential areas, and land use
12 changes in residential areas should be permitted; and
13 WHEREAS, Willson is a consulting firm of wide experience
14 with respect to zoning, land use and community plans; and
15 WHEREAS, Willson's services would be of substantial value
16 to City in making a study of this subject and recommending revi-
17 sions of the zoning regulations relating thereto;
18 NOW, THEREFORE, the City and Willson for the consideratio
19 hereinafter named agree as follows:
20 1. Willson agrees:
21 (a) To make a study of existing zoning regulations
22 of the City as such regulations relate to Corona del Mar.
23 (b) To analyze the physical characteristics and
24 composition of Corona del Mar as related to the zoning
25 districts presently established.
26 (c) To make a study of the present and prospective
27 density in various sections of Corona del Mar as determined
28 by the zoning regulations.
29 (d) To make recommendations concerning whether
30 multistoried buildings, commercial encroachments into resi-
31 dential areas and land use changes are desirable in Corona
32 del Mar and, if such changes are found to be desirable, to

recommend appropriate changes in zoning and traffic patterns.
(e) To make such other studies or recommendations
concerning Corona del Mar as may be requested by the Planning
Director.
2. Willson agrees to confer with City officials, in-
cluding individual members of the City Council, and to appear at
meetings and public hearings upon request of City to explain any
of the matters or recommendations comprised in this contract.
3.
It is
mutually agreed that
the time
necessary to
perform the
services
hereinabove described
will be
approximately
six (6) months. If at the end of five (5) months from the date of
this contract it appears that the services will not be completed
within the six months, Willson shall so indicate to City and shall
state the additional time that may be necessary to complete the
work.
4. City will furnish Willson copies of zoning maps and
zoning regulations necessary to perform the services described
above and will provide such other information it has available
rich may be helpful to Willson.
5. In carrying out the terms of this contract, Willson
shall at all times be an independent contractor and not an employee)
of the City.
6. For the purpose of administering this contract, City'
shall mean the Planning Director, and in performing the services
hereinabove described Willson shall at all times be under the
supervision of the Planning Director; provided, however, that
anyone dissatisfied with the decision of the Planning Director may
take the matter to the City Council and the decision of the City
Council shall be final on the matter.
7. In consideration of the services hereinabove de-
scribed, City agrees to pay Willson at the rate of $10.00 per hour
upon the receipt of monthly itemized statements; provided, however,

that the total amount paid to Willsoci shall in no event exceed
$2,500. City agrees to pay Willson an initial retainer of $500
following the execution 32 this contract by both parties, said sum
to be included in the $2,500 maximum amount.
IN WITNESS WHEREOF, the parties have executed this con-
tract as of the day and year first above written.

Since a considerable amount of research has been conducted and analysis made,
we offer the following report to inform the City regarding our activities and
to indicate the conclusions reached as of this date:
The following activities have been pursued:
1. Background review of existing ordinances and previous studies including:
Newport Beach Zoning Regulations
Newport Beach Master Plan
Newport Beach Report on Future Sources of Water, 1964
Newport Beach Master Drainage Plan, 1961
Study of Building Heights, 1961 (Bennett Study)
Report on Interim Improvements, Pacific Coast Highway, 1961
Coastal Freeway Study, Public Works Dept., April, 1963
Survey of Parking, CdM, Corona del Mar Chamber of Commerce, 1961
Guide to Master Plan for Southern Section, Irvine Co., 1964
U. S. Census of Housing 1960, Newport Beach, U. S. Dept. of Commerce
City of Newport Beach, Planning Department Statistical Data
2. Conversations and investigations to update knowledge of the development picture
surrounding Newport Beach, with specific reference to effect on Corona del Mar.
These have included:
(a) Discussions at Irvine Company Planning Office, Raymond Watson.
(b) Discussions at Irvine Company Engineering Office.
(c) Discussions with Hancock Banning III, relative to current thought
on demand for high rise and development of Beeco Ltd. properties.
(d) Investigations at the Newport Beach Public Works Department,
particularly regarding street improvements and traffic effecting
Corona del Mar.
(e) Discussions with University of California, Irvine Planner, Leonard Moffit.
(f) Meeting with the Board of Directors, Corona del Mar Chamber of Commerce.
3. Visual investigation of the physical situation including:
(a) Traffic patterns, movement and intensity.
(b) Effects of present extent of commercial development.
(c) Parking
(d) Existing character (see analysis following)
(e) Design opportunities
(A photographic file has been collected for reference.)
4. Design studies have been started which, upon further refinement, must be
evaluated as to their ability to provide practical solutions to problems
as well as desirable environmental changes.
Participation by the Newport Beach City Planning Department has included:
1. Collection of all available reports and data.
2. Summarizing data for quick reference.
3. Compilation of complete Corona del Mar land use map at scale of 1" = 100,
and showing lot by lot use whether single family, duplex or multiple
residential, indicating all vacant lots and parcels of public ownership.
4. Compilation of statistics on dwelling units as existing and allowable
potential under present zoning.
5. Compilation of commercial land use at scale as above and pattern of
ownership consolidation evident along Coast Highway and adjacent residential
properties.
6. Review by the Director of Planning of our methods and conclusions to date.
THE CHARACTER OF CORONA DEL MAR
Factors Influencing Character:
A. Topography:
1. Bluff edge relationship to bay and ocean - "Crown" connotation.
2. Linear clefts are important directional influence:
(a) Jasmine Gully - provides alignment of Bayside Drive between
Marguerite (Coast Highway) and the Bay. Creates a division
between the areas North and South - North -South streets
discontinuous, etc.
(b) Gullies perpendicular to coastline at eastern and of town
provide natural divisions of land which have influenced
development phases. Buck Gully is the division between
"Old" Corona del Mar and Shorecliffs development; the

arroyo to the east forming the other Shorecliffs boundary, and
western limit of Cameo Shore. Above Coast Highway, the same
applies to Corona Highlands and Cameo Highlands.
At the western and of Corona del Mar, depressions at E1 Paseo
in Irvine Terrace and at Jamboree Road, south of Coast Highway,
provide a somewhat lessened variation of a similar thing.
3. Undulating character of portions of the land and general slope inland
toward nearest of the San Joaquin Hills, affording striking views
(example - Harbor View Hills) in some instances an unexpected visual
contact with ocean for many sites.
B. Sequence and Timing of Development:
Readily apparent differences in character have resulted from the fact that
various portions of the community were developed at different times, and
subject to different points of view regarding street patterns, lot sizes
and grading concepts, an evolution away from the picture of summer resort
community and toward that of full time residence and total community is
evident.
Examination of these factors and observation of the resulting community show
that sub -areas of individual identity exist within Corona del Mar. These are
indicated schematically on the accompanying sketch. Viewing Corona del Mar as
a micro -city, the later additions, indicated by names, provide in a sense the
"suburban" areas - generally lower in density and conforming to the postwar
character of residential areas at the outskirts. The area including portions
of the community numbered 1, 2 and 3 - is the part which developed during a
period of greater emphasis upon the summer home, retirement and seaside resort.
The resulting smaller single family lots and R -2 lots, as well as limited areas
of ,apartment use, create a build -up of density, and the scale and architecture of
the buildings themselves have been influenced. It is to this area, which we have
designated as "Old" Corona del Mar, that present commercial activity is restricted,
and it is within this portion that intensification of density or use is being con-
sidered by this study. Such intensification is consistent with the "City of
Villages" concept, which has characterized Newport Beach, if done in such a
manner as to create a better focus for the Corona del Mar village. A permissive
attitude toward high buildings and density all along the present commercial strip
would not really insure this.
Therefore, it is the conclusion of this study to date that certain intensification
is desirable and that the placement of it is important.
