I P A Y N E COMPANY IN REPLY PLEASE REFER TO: P-1584 City of Newport Beach City Hall - 3300 Newport Boulevard Newport Beach, California Attention: Mr. Donald C. Simpson Director of Public Works wnewz eti yihePciN y oogbtado u 9950 JEFFERSON BLVD. CULVER CITY, CALIF. UPton 0 -7003 June 25, 1963 Dear Mr. Simpson: Re: Remixer - Resurfacing It was good to see you again and inspect the Shore Cliff Subdivision and Cliff Drive. Both of these streets are potentially well suited to Remixing, with some minor preparatory work. As we both realize, there are areas of base failure which could only be corrected by deep patch- ing and it would be foolish to spend any money on resurfacing until these distressed areas have been corrected. As I indicated, we are very enthusiastic about using RECLAMITE.in our retreatment process. We believe this is a real step forward and are watching jobs con- structed recently in Chino, Covina and Los Angeles County. As you realize, we have been working for approximately ten years using this process, during which time we have gained recognition with approximately fifty cities in California and Nevada. These cities normally set up programs for remix, and generally speaking, they give us the most difficult streets - those which have a number of shrinkage or fatigue cracking situations already developed. Ordinary resurfac- ing methods, as you realize, do not successfully inhibit reflective cracking through the finished overlay. Some of the problems you noted in laying 1 -inch blankets are aggravated, due to the unevenness of the existing pavement. The remixer has a tendency to level up the surface for the new asphalt concrete material. We generally apply Reclamite concentrate to the remixed surface, instead of using emulsified asphalt tack coat. Reclamite improves the penetration and microductility of the existing binder, restoring much of its original quality. Following this, we immediately install 10# per sq. ft. of asphalt concrete plant mix overlay. Both new and old material are then rolled, to achieve density for the reconstituted pavement. In some instances we install heavier overlays to correct 0 0 Page 2 - Newport Beach structural deficiencies existent in the pavement. I believe two major advantages accrue to the use of Remixer- Reclamite treatments, namely: (1) the obliteration of shrinkage and fatigue crack patterns in the existing pavement, and (2) the restoration of asphalt binder. This treatment gets at the source of the cracking problem, rather than attempting to handle it superficially. I have obtained prices from the local sup)liers of asphalt concrete and find we could remix- resurface these streets, using Reclamite within your budget 'or the 1 -inch and 1% -inch blanket. The remixing would not require such a heavy overlay and I have computed 3/4 -inch and 1;', -inch resurfacing material, which would give you an excellent job. This would allow slightly more structural on Cliff Drive. The unit cost of remixer - resurfacing in your area would be approximately $0.05 per sq.ft. when using the 3/4 -inch blanket. Some areas we looked at would be benefitted by header cutting along the gutter to make a smooth transition for the overlay. This pre- vents wear on the power sweepers and makes a much better looking and riding pavement. It eliminates problems which residents may have negotiating gutters with modern, low -built automobiles. The keyway cut would. cost '$0.37 per lineal foot, and approximately 20,000 lineal feet would be required to comnlete both of these streets. I realize you hadn't considered this in your original budget. I certainly would recommend its inclusion if at all possible, especially in the Shore Cliff Subdivision. I am attaching; ;i bidding specification which has been prepared and used by the Highway Department. This has also been used by many cities and modified to suit their own specifications by special provision. '::'e hope you find it useful and that we may have the opportunity to serve you in the future. 3FU:f {' he Very truly yours, G.
