SPONSORSHIP: The Harbor Area Baseball Program will be conducted jointly by the Boys` Club of the Harbor Area, Costa Mesa Park and Recreation Department, and the Newport Beach Department of Parks, Beaches and Recreation. II. PROGRAM PHILOSOPHY: The objective of the Harbor Area Baseball Program is to provide for any boy within the Costa Mesa - Newport Harbor area desiring to play baseball, an opportunity to participate in baseball competition based on his individual ability, age and size. The co- ordinating committee shall be made up of a representative from each agency as appointed by the respective Directors. The committee shall be responsible for the entire baseball program, maintenance and operation, and shall meet bi- monthly during the baseball season to discuss problems and take action according to the Policy Agreement. The program co- ordinating committee shall remain intact and schedule a meeting at the conclusion of regular play for the purpose of evaluating the Harbor Area Baseball program and make recommendations for improving same. IV. POLICY OR RULES ADJUSTMENT: An adjustment on any phase of the Policy Agreement shall first be reviewed and discussed by the co- ordinating committee. Action will not be taken unless all three agency representatives are present and in agreement. In case of a deadlock regarding policy adjustment, any member of the co- ordinating committee shall have the right to appeal to the executive committee for an open hearing. The executive committee shall be made up of the Department Head of each agency concerned. . 4 IV. POLICY OR RULES ADJUSTMENT: (Continued) RULES: An advisory committee will be formed automatically of league chairmen for the purpose of rules review and keeping abreast with need for change of the rules of play. Final decision on rules will be taken by the co- ordinating committee. A representative of the Boys Club shall serve as an ex- officio member of the advisory committee and the area commissioner shall serve as chairman. V. LEAGUE CHAIRMAN: (See Organizational Chart) Prior to player placement and coach -team assignment, each league, with all coaches involved, will select a member of their group to act as chairman of that respective league. The league chairman will preside over all meetings held for the purpose of conducting league business. The league chairman will automatically become a member of the advisory committee at the time of his appointment as league chairman. All suggested league changes shall be forwarded to the coordinating committee by the league chairman. VI. STARTING DATE: Registration will be initiated on or before March 1st of each baseball - program year. Player placement registration will be terminated on the following April 1st. Final registration for player pool placement will be on July lat. Players who register after the April cut -off date will be placed in a player pool and assigned a team in agreement with all league coaches and under the direction of the league chairman. The dates indicated in this section shall be entered as a part of the Boy's Club Registration Form. VII. RULES OF PLAY: All teams participating in the Harbor Area Baseball Program will be governed by the same set of rules, regardless of which city they are located. Rules are to be determined by the coordinating committee subject to approval of the executive committee. VIII. TEAM FORMATION: Players and volunteer coaches will be assigned to teams according to the following procedure: Within each league, and under the guidance of the league chairman, and the coordinating committee, coaches will participate in assignment of registered players on VIII. Following player assignment to teams, and without previous knowledge of team rosters, coaches will be assigned to a team by the coordinating committee, subject to the approval of the executive committee. Deviation from this procedure is subject to the approval of the executive committee. IX. GAME SCHEDULES: Scheduling of league and practice games for regular league play, consistent with the City facility assignment program, will be the responsibility of the Boy's Club, but shall receive assistance from area commissioners who shall be available as needed beginning April 1st. X. COACH AND OFFICIALS TRAINING: Volunteer Coach Clinics will be the responsibility of the Boys' Club with coordination from both Cities. Paid coaches and officials will be the responsibility of each City in coordination with the Boys' Club. Clinics and training programs for coaches and officials will be conducted at a central location and will be open and mandatory to all coaches and officials who will be participating in the Harbor Area Baseball Program. Failure to successfully complete the training program will result in forfeiture of that coach's assignment. XI. REGISTRATION PROCEDURE: It shall be the responsibility of each individual city to distribute registration forms for prospective players through their local schools, the forms of which will be provided by the Boys' Club. Following this registration, all forms will be forwarded to the Boys' Club for processing. The player pool registration will be conducted by the Boys' Club. All Registration forms shall be available to the area commissioner for team and league assignments. XII. ADMINISTRATION OF BASEBALL OFFICE AND EQUIPMENT The Harbor Area Boys Club shall be solely responsible for the selection and purchase of baseball equipment, administration of the Baseball Office, Baseball Record Keeping System, Collection and distribution of baseball news releases and the selection and distribution of baseball awards. w XIII. INSURANCE: Adequate accident policies will be provided by the Boys Club for each boy participating in the program. This agreement shall be in full force and effect for a period of one year, commencing April 1 and ending March 31, and shall be automatically renewed for each successive year thereafter, unless any party to said agreement gives thirty (30) days' notice in writing to the other parties of its desire not to renew. PROGRAM- DISCUSSION- IN AN EFFORT TO MAKE THE BOYS SUMMER BASEBALL PROGRAM MORE EFFICIENT AND ALSO TO ELIMINATE OPERATIONAL PROBLEMS WHICH HAVE PLAGUED THE PROGRAM IN THE PAST, THE NEWPORT BEACH PARKS, BEACHES & RECREAI "ION DEPARTMENT SUGGESTED THAT THE THREE AGENCIES INVOLVED ENTER INTO AN AGREEMENT WHICH WOULD SPELL OUT RESPONSIBILITIES OF EACH PARTICIPATING AGENCY. THE PROPOSED AGREEMENT WAS FINALIZED AFTER SEVERAL STAFF MEETINGS WITH THE DEPARTMENT DIRECTORS OF NEWPORT BEACH, COSTA MESA, AND THE BOYS CLUB. IT IS FELT THAT THE ADOPTION OF THIS AGREEMENT WILL ELIMINATE THE AREAS OF FRICTION AND DISSENSION THAT HAVE ARISEN DURING LEAGUE PLAY OVER THE PAST SEVERAL SEASONS. Stewart, Director SUBJECT: AGREEMENT - BOYS SUMMER BASEBALL PROGRAM RECOMMENDATION: Enter into an agreement with the City of Costa Mesa and the Harbor Area Boys Club for the operation of the Boys Summer Baseball Program. DISCUSSION: In an effort to make the Boys Summer Baseball Program more efficient and also to eliminate operational problems which have plagued the program in the past, the Newport Beach Parks, Beaches & Recreation Department suggested that the three agencies involved enter into an agreement which would spell out responsibilities of each participating agency. The proposed agreement was finalized after several staff meetings with the department directors of Newport Beach, Costa Mesa and the Boys Club. We feel that the adoption of this agreement will eliminate the areas of friction and dissension that have arisen during League play over the past several seasons. It has been reviewed and approved in principle by our City Attorney. Would you please forward this proposed agreement to the City Council for consideration and adoption?
