(d) To coordinate projections and land use trends
with the traffic study to be done under.A separate contract
by another consultant.
(e) To make such other studies or.recommendations
concerning the Peninsula as may be requested by the - ,Planning
Director.. 3
2. Willson agrees to confer with City officials; includ-
ing individual members of.the City Council, and to appear at meet-
ings and public. hearings upon request of City to explain any of the
matters or recommendations comprised in this contract.
3. City will furnish Willson copies of zoning maps and
zoning regulations necessary to perform the.services described
above and will provide such other information it has available
which may be helpful to Willson.
4. In carrying out the. terms of this contract, Willson
shall at all times be an independent contractor and not an employee
of the City.
5. For the purpose of administering this contract, City
shall mean the Planning Director, and in performing the services_
hereinabove described Willson shall at all times be under the super-
vision of the Planning Director; .provided, however, that anyone
dissatisfied with the decision of the Planning Director may take the
matter to the City Council and the decision of the City. Council
shall be final on the matter.
6. In consideration of the services hereinabove describe
City agrees to pay Willson at the rate.of $10.00-per hour upon the
receipt of monthly itemized statements; provided, however, that the
total amount paid to Willson shall in no .event exceed $2420. City
agrees to pay Willson an initial retaitLe3r of $500 "following the
execution of_this contract by both parties, said sum to be included
in the $2420 maximum amount.

WHBMUj in recent years the Balboa Peninsula area of the
City has been going through a period of rapid change characterized
intensified multiple residential development, a decline in the
prosperity of the coesnereial districts, heavy traffic congestion
during the sumnor months, and inadequate parking facilities; and
WHMUS, the City Council has determined that there is a
kneed for a planning study of the Balboa Peninsula which could serve
as a basis for a revitalization program designed to upgrade the area
and to insure its orderly development; and
WHBRMS, Willson is a consulting firm of wide experience
Iwith respect to sating, Land use and ccumunity plans; and
WHBRBAS, Willson's services world be of substantial value
to City in making a study of this subject and recommending revisions
of the Boning regulations relating therato;

1. Willson agrees:
(a) To make a study of existing zoning regulations
of the City as such regulations relate to the Balboa Peninsula.
(b) To analyse the physical characteristics and
cempositica of the Peninsula as related to the zoning districts
presently established.

of a contract for consulting services with you.

Transmitted is a copy of a proposed contract between the City
and Murton H. Willson and Associates for consulting services
in connection with a planning study of the Balboa Peninsula
area of the City. The attached resolution,.if adopted by the
City Council, will approve said contract and authorize its
execution on behalf of the City.
The original contract has been transmitted to the Planning
Department to obtain its execution on behalf of the consultants.
It is anticipated that the executed document will be available
prior to the Council meeting on June 28.
