Subsequent to the submittal of said proposal a telephone conference was held with Mr. Benjamin B. Nolan, Assistant Public Works Director, regarding the proposal. Based upon this conference we wish to amend our proposal as follows: Under SCOPE OF WORK, Lit is herein proposed that, following completion of the plans for the widening of Jamboree Road from Pacific Coast Highway to Ford Road, this office prepare the sketches and descriptions of the additional right of way required for said widening The actual acquisition of the right of way will be handled by the city of Newport Beach. It is further proposed that, following con- struction of the improvements, the center ine of the new alignment be monumented in accordance with the standards of the city of Newport Beach It is proposed that this service be furnished in accordance with our per diem rates and the maximum fee in connection therewith will be $1250, increasing the total maximum fee of the entire project to $18,750. -a City of Newport Beach 2 July 19, 1965 With respect to the personnel assigned to execute the project, it is herein proposed that this assignment be modified to provide that Mr. Dwight C. Schroeder be assigned as project engineer in charge of said project. He will have complete control of the design of the project and will be the principal engineer to whom the city will look for execution of the project. Finster EHF:jm Vice President - Santa Ana PROPOSAL for PROFESSIONAL ENGINEERING SERVICES In Connection With WIDENING OF JAMBOREE ROAD FROM PACIFIC COAST HIGHWAY TO FORD ROAD for the CITY OF NEWPORT BEACH Orange County, California EVALUATION AND STATEMENT OF THE PROJECT The city of Newport Beach, Orange County, California, has been growing and developing at a very rapid rate for an extended period of time and gives every evidence of continuing such growth in the future. Jamboree Road, being a major highway in the master plan of the county of Orange and the city of Newport Beach, is carrying a heavy flow of traffic between the Coast Highway and Palisades Road. In 1959, the county of Orange in cooperation with the city of Newport Beach and The Irvine Company completed the construction of minimum improvements of Jamboree Road between Pacific Coast Highway and the northerly intersection of Jamboree Road and Bayside Drive. This improvement comprised the construction of two 12 -foot travel lanes and graded shoulders. Subsequent to the completion of these improvements, considerable widening has taken place between the intersection of Ford Road and Jamboree Road northerly to Bayside Drive. At the present time, additional improvements of Jamboree Road from Bayside Drive northerly to Palisades Road is under construction. With the current activity of The Irvine Company in connection with the improvement of the commercial development in the northwesterly corner of the inter- section of Pacific Coast Highway and MacArthur Boulevard and with the ever - increasing traffic flow on Jamboree Road, it is apparent that the balance of Jamboree Road between Pacific Coast Highway and Ford Road should be improved to a minimum of four traffic lanes. At this time the city desires to retain the services of a professional consulting engineer to prepare the plans and specifications for the initial improvements of Jamboree Road between Pacific Coast Highway and Ford Road. SCOPE 8. Preparation of record drawings incorporating therein any construc- tion changes. ' 9. Final inspection and report. TIME REQUIRED FOR COMPLETION ' Based on our review of the scope of the project and data available to this office at this time, it is estimated the plans and specifications can be completed and ' ready for bid within 90 days after receipt of authorization to proceed on said project from the city of Newport Beach. i' 69 The scope of work is set forth in the second paragraph of your letter ' dated June 29, 1965, and well defines the general scope of work to be accomplished ' by the consulting engineer relative to said project. This will require the utilization of drilling equipment as well as special testing equipment which could be furnished through a subcontract with a soils consultant or with the county of Orange. The results of this soils investigation will be utilized in determining the structural section of the proposed improvements as well as the control of the grading operation which would include the fill and cut areas and their resulting cut slopes and fill banks. r, PROFESSIONAL QUALIFICATIONS As indicated in your letter, a copy of which is included herewith and made a part of this proposal, you have requested certain information relative to the personnel who would be assigned to the project and specific background of their experience in connection with the design of major road improvements. At present the staff of the Santa Ana office of Boyle Engineering which would execute this assignment is comprised of some 80 persons of which 14 are registered engineers. Upon receipt of the assignment, Mr. A. M. Fickes, a principal engineer in our Santa Ana office, would be assigned to execute the project. Mr. Fickes has had extensive experience throughout Orange County in the design of major streets and highways similar to that proposed by the city of Newport Beach. He has been with our firm for approximately 20 years and during the past several years his principal assignment has been the design of major land development projects which have included major and primary highways both onsite and offsite for said developments. 90 Mr. Fickes has under his direction a supporting staff of assistant ' engineers and draftsmen who, as a group, have executed many road design projects. A sufficient supporting staff will be assigned to the project in order to complete it ' within the time schedule set forth herein. Supporting Mr. Fickes will be Mr. Dwight Schroeder, a licensed civil and structural engineer who also has had extensive experience in the design of major roadways and drainage facilities. In addition, Mr. Donald Hummel, a licensed electrical engineer, is available to perform services in connection with the design of the signalization of the intersection of Jamboree Road and San Joaquin Road. ' The entire staff will be under the personal direction of Mr. J. R. Lester Boyle and Mr. Edwin H. Finster both of whom maintain their offices in Santa Ana. Mr. Fickes will have complete control of the design of the project and will be the principal engineer to whom the city would took for execution of the project. A few of the major roadways designed by this office include such roads ' as Ford Road between MacArthur Boulevard and Jamboree Road; Rosecrans Avenue and Bastanchury Road in the Fullerton area; Paseo de Valencia, Alicia Parkway, ' Marco Polo Drive, Valencia Avenue extension and Lo Paz Road in the El Toro area. The services required to be performed by others in order to accomplish ' the project which would include the specialized subsurface investigation and reports will be performed only under authorization of the city and under our direction, and will be reimbursed at actual out -of- pocket cost or contracted for directly by the city. ' We propose to furnish upon request the required copies of working drawings ' and specifications and shall be reimbursed at our actual out -of- pocket cost for blue- printing and printing expenses. As an alternative to this, we would be pleased to furnish the city with the original tracings and the plates for the specifications which in turn could be used for reproduction of the plans and specifications by the city of Newport ' Beach, at its expense. It is our understanding that the city will handle all of the right ' of way acquisition, contract administration and inspection, and that the construction staking will be made the responsibility of the contractor and will be included in the detail specifications for said project. The amount to be paid to Engineer shall be payable as follows: (a) Monthly partial payments, each payment to be the amount earned as determined by the fee schedule. The sum of the monthly partial payments shall not exceed ninety per cent (90 0%) of the above maximum fee. (b) The balance of the total amount to be paid upon acceptance of the construction work by the City Council, but In any event not later than 18 months after submission of the plans and specifications to the Public Works Director. In addition, City shall reimburse Engineer for the actual cost of reproduction of copies of said plans, specifications and related documents requeste by City. 6. Engineer shall assume the defense of and indemnify and save harmless the City, and its officers and employees, from all claims, loss, damage, injury and liability of every kind, nature and description, directly or Indirectly arising from Engineer's performance of this contract and of the engineering work and services herein provided. This will require the utilization of drilling equipment as well as special testing equipment which could be furnished through a subcontract with a soils consultant or with the county of Orange. The results of this wilt Investigation will be utilized In determining the structural section of the proposed improvements as well as the control of the grading operation which would include the fill and cut areas and their resulting cut slopes and fill banks. PROFESSIONAL QUALIFICATIONS As indicated in your letter, a copy of which Is included herewith and . made a part of this proposal, you have requested.certain Information relative to the personnel who would be assigned to the project and specific background of their experience in connection with the design of major road Improvements. At present the staff of the Santa Ana office of Boyle Engineering which would execute this assignment is comprised of some 80 persons of which 14 are registered engineers. Upon receipt of the assignment, Mr. A. M. Fickes, a principal engineer in our Santa Ana office, would be assigned to execute the project. Mr. Fickes has had extensive experience throughout Orange County in the design of major streets and highways similar to that proposed by the city of Newport Beach. He has been with our firm for approximately 20 years and during the past several years his principal assignment has been the design of major land development projects which have included major and primary highways both onsite and offsite for said developments. B O Y L E E N G I N E E R I N G , Mr. Fiakes has under his direction a supporting staff of assistant engineers and draftsmen who, as a group, have executed many road design projects. A sufficient supporting staff will be assigned to the project in order to complete it within the time schedule set forth herein. Supporting Mr. Fickes will be Mr. Dwight Schroeder, a licensed civil and structural engineer who also has had extensive experience in the design of major roadways and drainage facilities. In addition, Mr. Donald Hummel, a licensed electrical engineer, is available to perform services in connection with the design of the signalization of the intersection of Jamboree Road and San Joaquin Road. The entire staff will be under the personal direction of Mr. J. R. Lester Boyle and Mr. Edwin H. Finster both of whom maintain their offices In Santa Ana. Mr. Fickes will have complete control of the design of the project and will be the principal engineer to whom the city would look for execution of the project. A few of the major roadways designed by this office Include such roads as Ford Road between MacArthur Boulevard and Jamboree Road; Rolecrans Avenue and Bastanchury Road in the Fullerton area; Poseo de Valencia, Alicia Parkway, Marco Polo Drive, Valencia Avenue extension and Lo Paz Road in the El Toro area. We propose to furnish upon request the required copies of working drawings and specifications and shall be reimbursed at our actual out -of- pocket cost for blue- printing and printing expenses.
