PREAMBLE
The Harbor Area Baseball Program will be conducted jointly by the
Boys' Club of the Harbor Area, Costa Mesa Park and Recreation Department,
and the Newport Beach Department of Parks, Peaches, and Recreation. Con-
trol shall rest equally with all agencies and not with any one single
organization.
I. PHILOSOPHY
The objective of the Harbor Area Baseball Program is to provide any
boy within the Costa Mesa - Newport Harbor Area desiring to play baseball,
an opportunity to participate in baseball competition based on his indi-
vidual ability, age and size.
II. ORGANIZATIONAL STRUCTURE
A. Executive Board: Composed of the agency heads of the three co-
sponsoring organizations (three men)
B. Coordinating Board: A regular designee from each of the three
co- sponsoring agencies (three men)
C. Commissioners: Field supervisors from each of the three agencies
D. Zone Chairmen:
1. Appointed volunteers in charge of each of the seven zones
2. Not permitted to coach teams
E. Classification Chairman: Person in charge of each classification
F. League Chairmen:
1. Assistants to zone chairmen
2. Allowed to coach teams
G. Coaches: Volunteers coaching the teams
H. Coordinating Committee: Composed of Coordinating board with commissioners
I. Advisory Committee: Composed of commissioners, zone, and classi-
fication chairmen
J. Zone Committee: Composed of one commissioner, zone chairmen,
league chairmen and coaches
III. OPERATING PROCEDURES
A. Executive Board
1. Will meet only when requested by the coordinating board
2. All members must vote on any change in the Policy Agreement
3. Must unanimously agree on all policy changes

4. Is responsible for the entire administration of this baseball
program
B. Coordinating Board
1. Shall meet each September for the purpose of evaluating pre-
vious season's program
2. Shall also meet each October and November for the purpose of
initiating plans and action for the following season
3• Shall meet at other times as needed to carry out the policy
of the program
4. Is responsible for the entire baseball program maintenance and
operation
5. Subject to review by Executive Board if a member of either
Executive or Coordinating Board so requests
C. Commissioners
1. Each agency shall provide a commissioner who will be chiefly
responsible for certain stipulated tasks with the cooperation
of the other commissioners
2. Will join with the coordinating board in an advisory capacity
to form the coordinating committee
3• Senior Commissioner:
a. One commissioner shall serve as senior commissioner
b. Shall be selected by unanimous agreement of the coordinating
board
c. Shall coordinate the efforts of the commissioners to avoid
duplication and to assure the following of policy
4. Commissioner responsibilities shall be divided into delegated
areas and assigned by the senior commissioner by authority of the
coordinating board to assure even distribution of work load
D. Zone Chairman
1. Zones are parallel to lines of existing unified school district
boundaries and will fluctuate with them
2. Chairman will work with commissioner in the operation of the
program in his zone
3. Will be a member of the advisory committee and will serve as
head of his zone committee
E. Classification Chairman: The coordinating board may appoint a chair-
man of each classification as it sees necessary

F. League Chairman
1. Each zone will have a chairman of each classification in which
it operates a complete league within its boundaries
2. Chairman of AA, A, BB, and B will assist the zone chairman in
giving a smooth flow of information to coaches and parents of
the zone
G. Advisory Committee: Shall suggest rule changes, schedules, facility
selection, assist in recruiting coaches, adopt training outlines,
adopt registration and testing procedures, and carry on other respon-
sibilities under the authority and guidance of commissioners
H. Zone Committee: Shall suggest rule changes, assist in recruiting
coaches, assist in registration and placement testing, train coaches,
and strive to maintain the high attitudes of fine sportsmanship
attained through the years
I. Rules
1. Zone committee through their zone chairman recommend rule changes
to the advisory committee
2. Advisory committee recommendations on rule changes must be
approved by coordinating committee
3• Rule changes must be unanimously agreed upon to be approved
J. Calendar
1. A calendar showing all important dates shall be adopted by
coordinating board in September of each year
2. The calendar shall run through the next September
K. Scheduling: All games, practice, league all -star, and post season
tournaments will be scheduled by the commissioner so designated by
coordinating committee only after agency clearance of facilities in
relation to watering schedule, renovation, and parallel activities
L. Registration
1. Registration through the schools will start the first week of
March
2. Initial registration will close April 1
3. All boys signing by April 1 will be placed on a team
4. Late registrants may be assigned by their respective zone chair-
mar with approval of advisory council
M. Clinic Schedules
1. Commissioners will supervise clinics for coaches, players, "C"
program supervisory, umpires and scorekeepers

2. Clinic schedules will be part of the yearly calendar and the out-
line of points to be covered must be submitted to the advisory
council for approval before presentation
3. Unexcused absence by coaches from clinics shall be reason for
forfeiture of coaching assignment
N. Baseball Manual
1. Coordinating committee shall direct the writing of a baseball
manual which will serve as the operation directive of this program
2. First draft shall be completed by September 1, 1966, and shall
be reviewed yearly thereafter updated and adopted by the coordi-
nating committee at their November meeting
0. The Coordinating Committee shall request the development of records
regarding attendance, participation, costs, accidents and injuries
P. Placement Tests: Will be scheduled on the calendar to enable zone
personnel to place youngsters in proper divisions based on age,
skill, and size after initial age group assignments
q. Insurance
1. All youngsters playing baseball shall be adequately covered
by insurance
2. Each boy will be insured by the Boys' Club unless he specifically
signs a waiver releasing all agencies of any responsibility for
injuries or illness as a result of this program
R. No team shall be scheduled to play less than fourteen league games
in any class B or higher
S. Rosters
1. Rosters size shall be kept to a workable number to encourage
coaches to follow our philosophy
2. Commissioners will determine roster size
IV. ADMINISTRATIVE DUTIES
A. Secretaries will serve the program as needed and will be assigned
by the Boys' Club. Example of duties.
I. Concerned with accounting
2. Concentrate on other areas of the program
3. Devote efforts to statistics and news releases
B. Uniforms: All players uniforms will be purchased and issued by
the Boys' Club

C. Equipment
1. All playing equipment except shoes and gloves will be purchased
and issued by the Boys' Club
2. Teams will receive complete catching gear
3. Bats will be provided for each game at game site
4. Facility equipment will be furnished by the cities
5. Umpire equipment will be furnished by each umpire
D. Facilities: The cities shall assume responsibility for facilities,
bleachers, backstops, restrooms, and maintenance of same
E. Umpires: The cities shall pay the umpires working on facilities
in their respective areas and cooperate in developing an umpire
trainee program
F: "C" Supervision: The cities shall provide the "C" league coaches
G. Awards: Every boy participating in the program will receive an
award
H. Scoresheets: Boys' Club will furnish scoresheets to each team

This agreement shall supersede any previous such agreement and shall be
in force for a period of one year, commencing January 1, 1966, and ending
December 31, 1966, and shall be automatically renewed for each successive
year thereafter, unless any party to said agreement gives thirty (30) days'
notice in writing to the other parties of its desire not to renew.
In Witness Whereof, the City of Costa Mesa, the City of Newport Beach
and the Harbor Area Boys' Club has caused this agreement to be executed by
authority of those persons whose signatures appear below, and attested by
the City Clerk thereunto duly authorized, the day and year first hereinabove
written.
